About this file

This is a U.S. Fish and Wildlife Service Single Source Justification form for the Mexican Wolf Recovery Program's acquisition of a specific chemical immobilization drug called Telazol. The document justifies a sole source procurement under the Simplified Acquisition Threshold (SAT) for the drug Telazol, which is used to safely dart and anesthetize wolves during capture operations. The justification highlights that Telazol has proven more reliable for wolf anesthesia compared to alternative drugs, enabling quick sedation and minimizing risks during complex helicopter capture scenarios.

The form details that generic alternatives or other drugs will not be accepted, as Telazol is essential for safely immobilizing wolves and non-target species during capture operations. The document includes digital signatures from a Program Project Officer and Contracting Officer, with an approval date in August 2025. Future acquisitions for the Mexican Wolf Recovery Program will be competed as required by Federal Acquisition Regulation, and the price will be determined fair and reasonable at the time of award.

Text3: This is a brand name request for the drug Telazol. Generic alternatives or other drugs proposed as "equal" will not be accepted for this requirement, as reliable immobilization of wolves and non-target species is essential.

Text2: Telazol has consistently proven to be a more reliable drug for anesthetizing wolves, allowing for quick sedation upon darting. The Program has experimented with various generic alternatives, such as TZed, but these often necessitated multiple darts to achieve sufficient anesthesia for safe handling by the capture team. Given the extreme hazards associated with helicopter capture, it is crucial that the drug works reliably to minimize the time human staff spend in potentially dangerous situations, as animal capture from a helicopter is a complex maneuver that demands efficiency to enhance the safety of both personnel and animals. The use of Telazol also helps reduce expenses by minimizing the need for re-darting and addressing drug failures, ultimately streamlining the capture process.
Text1: The Mexican Wolf Recovery Program's capture crew uses the chemical immobilization drug tiletamine and zolazepam (brand name Telazol) to safely dart and anesthetize wolves, allowing the crew to handle the animals without risk. During ground capture operations, the crew utilizes leg hold traps. Telazol is also administered to any non-target species, such as bears or mountain lions, that may be unintentionally captured and require a potent anesthetic to ensure their safe removal and release from the trap.
Text4: Future acquisitions that do not require these specific anesthetic methods for the Mexican Wolf Recovery Program will be competed as required by the Federal Acquisition Regulation.
Text6: Price will be determined fair and reasonable at the time of award.
