About this file

This is a Single Source Justification (Under SAT) form from the U.S. Fish and Wildlife Service for acquiring a Leica Biosystems/Leica Microsystems Automatic Tissue Processor. The Southwestern ARRC requires this specialized equipment for endangered fish research, specifically for histopathology, reproductive ecology, and disease diagnostics. The current bench-top methods are slow and low-capacity, and the Automatic Tissue Processor offers high-volume standardized histology processing with unique features like vacuum infiltration, 12-station programmable carousel, integrated fume control, and power-failure protection.

The document justifies a sole-source procurement under the Simplified Acquisition Threshold, noting that no other brands meet the specific requirements. The requesting office will continue to monitor the market for alternative options, and future acquisitions not requiring these exact specifications will be competed as required. The form is digitally signed by Wade Wilson (Program/Project Officer) and Dana Arnold (Contracting Officer), with anticipated dates in December 2025. The cost will be determined fair and reasonable at the time of award.

Text3: This is a brand name request for a Leica Biosystems/ Leica Microsystems Inc., specifically for a Automatic Tissue Processor. Other brands that may be considered "equal" will not be accepted, as no other brand is currently available with these capabilities:

Benchtop-scale automated processors with full capacity. Vacuum infiltration, programmable multi-station capability, and fume control.

Text2: This is a brand name request for a Leica Biosystems/ Leica Microsystems Inc., specifically for a Automatic Tissue Processor. Other brands that may be considered "equal" will not be accepted, as no other brand is currently available with these capabilities:

Benchtop-scale automated processors with full capacity. Vacuum infiltration, programmable multi-station capability, and fume control.

Other processors require floor-standing installation or external ventilation incompatible with the Southwestern ARRC’s limited facility space. Leica Biosystems/ Leica Microsystems Inc., currently offers the only benchtop automated infiltrators on the market. No alternative provides bench top compatibility, fume mitigation, vacuum infiltration, and high throughput.

Text1: The Southwestern ARRC conducts endangered fish research supporting histopathology, reproductive ecology, disease diagnostics, and hatchery enrichment. Current bench top methods are slow, low-capacity, and cannot process difficult to infiltrate tissues such as female fish gonads (eggs). The Automatic Tissue Processor manufactured by Leica Biosystems/ Leica Microsystems Inc., enables high-volume standardized histology in-house, eliminating reliance on outside facilities. Key features include vacuum infiltration, 12-station programmable carousel, integrated fume control, power-failure protection, and dual-basket throughput.
Text4: Future acquisitions that do not require these specifications will be competed as required by the Federal Acquisition Regulation.

The requesting office will continue to monitor the market to evaluate the capabilities of various brands and identify any new options that meet the required specifications.

Text6: Price will be determined fair and reasonable at the time of award.
