About this file
This is a Single Source Justification (Under SAT) form for the U.S. Fish and Wildlife Service seeking to acquire two Integra Mini 96 pipettes for the Whitney Genetics Lab (WGL) and Northeast Fishery Center in Region 3. The acquisition is critical to the USFWS FAC program's mission of managing aquatic invasive species, requiring specific Integra Biosciences Mini 96 pipettes to ensure data compatibility across labs. Market research confirmed that these specific pipettes are essential for optimizing workflow efficiency, minimizing contamination, and maintaining consistent and reproducible results for the early detection and monitoring project with 4 Great Lakes FWCO offices and the USFWS Northeast Fishery Center.
The document justifies a sole source procurement under the Simplified Acquisition Threshold (SAT), noting that while other brands were researched, the Integra Biosciences pipettes are necessary to maintain established protocols and cross-lab data compatibility. The acquisition will be conducted using sole source procedures, with the price to be determined fair and reasonable at the time of award. The document is signed by a Program/Project Officer and a Contracting Officer, indicating internal approval for the procurement from the Department of the Interior Fish and Wildlife Service.

3. Other Capable Sources
2. Market Research Conducted
Pursuant to FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Instructions: The information in the text boxes are provided as sample language or to indicate a needed fill-in. Sample language should be removed from the final document. All text boxes require information and shall not be left blank.

Text3: This is a brand name request for Integra Biosciences, specifically the Integra Biosciences Mini 96 pipettes. Other brands that may be considered "equal" to Integra Biosciences will not be accepted, as maintaining data compatibility across labs is essential.
| Text2: While other machines we researched are capable of pipetting certain volumes, this specific machine is essential due to established protocols that ensure data compatibility across labs in two USFWS Regions. As part of this program, WGL requires equipment that optimizes workflow efficiency and minimizes contamination in the laboratory. Both labs involved in this project currently use the Integra Mini 96 pipettes, and the inclusion of this machine in our purchase request is crucial to ensuring consistent and reproducible results across labs over time. Acquiring these machines will guarantee cross-lab reproducibility, which is vital for the success of this mission-critical project. | |
| Text1: This is a brand name request for two Integra Mini 96 pipettes. In Region 3, Whitney Genetics Lab (WGL) is collaborating on a metabarcoding Early Detection and Monitoring (EDM) project with 4 Great Lakes FWCO offices and the USFWS Northeast Fishery Center genetics lab (NEFC, Region 5). The program is being developed to aid FWCOs as a more efficient part of their monitoring efforts in the early detection of aquatic invasive species (AIS). This work is critical to the mission of the USFWS FAC program to Manage Aquatic Invasive Species (USFWS FAC Strategic Goal #3). It is essential that WGL follow established protocols to maintain data compatibility across labs in two USFWS Regions. As part of this program, WGL requires equipment that optimizes workflow efficiency and contamination mitigation in the lab. The Integra Mini 96 enables simultaneous whole plate pipetting and partial plate filling, while maintaining a small lab bench footprint. This allows us to transfer 96 samples or re-agents in 1 pipetting motion. Utilization of this system minimizes mistakes as well as optimizes our time efficiency. | |
| Text4: Future acquisitions that do not require these specific Integra Mini 96 pipettes to maintain data compatibility across labs will be competed as required by the Federal Acquisition Regulation. | |
