Pursuant to FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

It is essential that MLN labs follow established protocols to maintain quality control and reproducibility standards across the Service. This includes ensuring laboratory work-spaces are clean. The MLN has determined Air-Clean PCR workstations are the best option to meet all program requirements and are required to maintain consistency among the laboratories. This brand of workstation allows for the minimization of contamination risk and the irradiation of the work space and tools between uses at a cost that matches our budget. | |

| Text4: Future requests that do not require the AirClean brand to follow established laboratory protocols will be competed as required by the Federal Acquisition Regulation. Currently, the AirClean brand will ensure consistency with MLN established laboratory equipment, laboratory protocols, and data standards. | |
| Text6: Determination of fair and reasonable cost will be completed at the time of award. The Government will evaluate the reasonableness of pricing submission based on other quotes received in response to the solicitation. | |
