About this file
This single source justification document proposes procuring virtual fencing base stations from Vence Corporation on a sole source basis for implementation on Crescent Lake National Wildlife Refuge. The justification cites that Vence virtual fencing technology is currently in use on half of the refuge and additional compatible components are needed from Vence in order to utilize this new grasslands management technology refuge-wide as an integrated system. It further notes that area ranchers currently using Vence collars to graze on refuge lands will require Vence base stations for the collars to function. The contracting officer certifies that fair and reasonable pricing will be obtained based on previous solicitations and approves the use of sole source acquisition procedures under the Federal Acquisition Regulation for this purchase.

| Text2: Virtual fencing is relatively uncommon and few vendors currently exist. Additionally, different companies use different technology such as cellular service or gps technology. A Vence system exists on half of the Refuge currently and the additional service needs to be Vence to be compatible and operative. | |
| Text1: A new emerging grassland management technology is virtual fencing, which is becoming increasingly available. Research conducted in the past few years has shown promising results for virtual fencing to be a viable option in many scenarios. This technology allows managers to track their herds in real time and move them to specified areas within a pasture using computer software. Researchers and federal agencies are looking to virtual fencing as a tool to grasslands and sensitive wetland areas, reduce fuel loads, and reduce the amount of physical fence that is found on the landscape. Virtual fence base stations are needed to implement virtual fencing on half of Crescent Lake National Wildlife Refuge. | |
| Text4: This tool, as with most new technology will likely continue to advance and become more common and available in the future. | |
| Text6: Fair and reasonable pricing based on previous solicitation for quotes for previous purchases. | |

Text5: Vence system is in place on half of the Refuge currently. In order to utilize this new technology on the entire Refuge, new components need to be Vence in order to be compatible as one system Refuge wide. Area ranchers that graze on Refuge lands are currently using Vence collars which will require Vence base stations in order to function.
