About this file
This document is a Single Source Justification (SSJ) form from the U.S. Fish and Wildlife Service for acquiring Remote Area Weather Stations (RAWS). The procurement is for RAWS equipment required by the National Fire Danger Rating System (NFDR), which is administered and maintained by the Bureau of Land Management (BLM). The document justifies a sole source acquisition under the Simplified Acquisition Threshold (SAT), noting that the contractor supplies RAWS for the entire country and must provide consistent instruments for nationwide data collection. The form includes digital signatures from Bradley Oen (Program/Project Officer) and John Skogen (Contracting Officer), both signing on 2025.08.18, and indicates that no market research was conducted due to existing interagency agreements mandating specific equipment usage.

| Text2: Market research was not conducted because we are required under the interagency agreements that administer this program to use specific equipment required by the BLM and out interagency partners. | |
| Text1: Remote Area Weather Stations (RAWS) are integral to the interagency fire program. The interagency fire community uses the National Fire Danger Rating System (NFDRS) to determine fire danger ratings across thenation. NFDRS required specific weather and fuels measurements to create its ratings. There is a network of RAWS across the nation, which are hosted by land management agencies. As part of that program, which is administered and maintained by the Bureau of Land Management (BLM), we are required to purchase and maintain RAWS stations. | |
| Text4: See above | |
| Text6: (Include a statement by the contracting officer that the anticipated cost will be considered fair and reasonable and provide the basis used for this determination. Examples may include the results of the restricted competition, comparison of proposed costs/prices with costs/prices for similar supplies or services, commercial price lists, prior acquisition history, etc.) | |
