The total proposed price will be factored as follows: the total contract ceiling price (Base plus all option years), as factored on the pricing spreadsheet, plus option 52.217-8 (this price will be established by taking pricing off of option year four (4) for six (6) months). This dollar figure will be the offeror’s total proposed price.

THE TOTAL MAXIMUM CONTRACT VALUE, defined as the sum of contractor payment streams associated with all task orders against this contract, shall not exceed (to be determined, as it is dependent upon the awardee’s pricing, at the time of award).

The contractor exceeds at its own risk for any costs incurred in excess of the ceiling amount specified above.

THE MINIMUM GUARANTEE ORDER(S) VALUE for this contract award is (to be determined, as it will be dependent upon the awardee’s pricing, but the amount will be established by calculating the labor rate of all key personnel positions for one year).

C. DESCRIPTION SPECIFICATIONS

Statement of Work:

Background

The Office of Information Management Technology (OIMT) provides information technology and telecommunication support and services primarily to offices and staff for the Assistant Secretary for Indian Affairs

(AS-IA), the Bureau of Indian Affairs (BIA) and the Bureau of Indian Education (BIE) organizations and locations throughout the Nation. The OIMT consists of 125 full time federal staff and additional contractor staff and manages the complex and diverse Information Technology infrastructure for the Indian Affairs federal workforce of 9000+ employees located in urban and rural areas throughout the country, and approximate 20 Education Line Offices and

64 BIE-operated schools located throughout the country.

The Special Advisor Information Resources (SAIR) heads the Office of Information Management Technology

(OIMT). The SAIR is located at 12220 Sunrise Valley Drive, Reston, Virginia. The Special Advisor for Information

Resources (SAIR) reports to the Indian Affairs -Deputy Assistant Secretary – Management (DAS-M).

The OIMT is headquartered in Reston, Virginia. OIMT is divided into three divisions: (1) Division of Program

Management and Business Services, (2) Division of Information Security Programs and (3) Division of Information

Operations. While the tasks identified in this document are associated with the Division of Program Management and Business Services, these tasks support all of the Office of Information Management Technology and tasking may come from any of the three divisions.

The majority of the work performed under this contract shall occur in Reston, Virginia location and some work will be performed in the primary core data center in Albuquerque, New Mexico.

The Assistant Secretary –Indian Affairs (AS-IA) provides services to 1.9 million American Indians and Alaska

Natives and to the 566 federally recognized American Indian tribes and Alaskan communities in the United States.

The Assistant Secretary for Indian Affairs reports to the Secretary of the Interior in the U. S. Department of the

Interior. Indian Affairs offers a broad scope of programs that covers a wide range of Federal, State and local government services. These programs and services are based on the unique legal and political relationships United

States governments (Federal, State and local governments) has with Indian tribes and Alaska Native entities as provided by the U.S. Constitution, treaties, court decisions and Federal statutes. Through Indian Affairs programs, Tribes improve their tribal government infrastructure, community infrastructure, education, job training, and employment opportunities along with other components of long term sustainable development that work to improve the quality of life for their members

BIA Mission

The Bureau of Indian Affairs (BIA) mission is to enhance the quality of life, promote economic opportunity, and to carry out the responsibility to protect and improve the trust assets of American Indians, Indian tribes, and Alaskan

Natives. This includes being responsible for the administration and management of 55 million surface acres and 57 million acres of subsurface minerals estates and other assets held in trust by the United States for American Indian, Indian tribes, and Alaska Natives. Key programs administered through the Bureau of Indian Affairs (BIA) include social services, natural resources management on trust lands, economic development programs, law enforcement and detention services, administration of tribal courts, land and water claim settlements implementation, housing improvement, disaster relief, replacement and repair of schools, roads and bridge repair and maintenance, and the repair of structural deficiencies on high hazard dams, the BIA operates a series irrigation systems and provides electricity to rural parts of Arizona.

BIE Mission

The Bureau of Indian Education (BIE) mission is to provide quality education opportunities from early childhood through life in accordance with the tribes’ needs to cultural and economic well-being in keeping with the wide diversity of Indian tribes and Alaska Native villages as distinct cultural and governmental entities. BIE provides education services to Indian students and schools (K-12) and tribal colleges, universities, and post-secondary schools. Services and programs administered by either Tribes or Indian Affairs through the BIE include an education system consisting of 183 schools and dormitories educating approximately 42,000 elementary and secondary students and 28 tribal colleges, universities, and post-secondary schools.

1 Scope

IT Support Activities Scope and Responsibilities

The DPMBS division manages IA Lines of Business (LOB) IT programs, delivering customer requirements through projects that control schedule, costs, and scope in accordance with laws, regulations and policies that govern

Information Technology. The division also manages the IT capital and investment control (CPIC) processes and coordinates the activities of the IT Investment Governance Board (IGB). The division ensures that IT investments support the IA mission and business needs while minimizing risks and maximizing returns throughout the investment’s life cycle.

The division is broken up into two divisions Project Services and Business Services. Project Services manages projects and provides capital planning and investment control activities. Business Services also manages some projects as well as provides business operational support including E-rate program support, records management, privacy officer, web services, configuration management and quality assurance.

Contract Performance Scope

The government has a need for contractor program management and other IT technical services that can support the

SAIR and the Office of Information Management Technology (OIMT) in providing services and support to all

Indian Affairs programs, businesses and offices.

This may encompass the key task lines and service offerings outlined below. Services will include IT services and support related to tasks and performance in planning, organizing, monitoring, measuring and reporting.

General Statements Applicable to All Tasks

Security Compliance - The Contractor shall ensure compliance with Federal, Department of Interior, Office of

Information Management Technology and security rules, regulations, and policies. The Contractor shall report suspected computer security breaches to the Computer Incident Response Team (CIRT), COR and the Government

Task Lead as soon as the breach is received, heard of or found to the OIMT Helpdesk. Each contractor is required to take the Federal Information Security Assessment (FISSA) before starting and annually thereafter. They are required to adhere to all of the laws, regulation, policies, directives and the Rules of Behavior defined within.

Government Task Lead – The Government Task Lead for each Functional or Task area defined below works with the COR and will serve as the day to day decision-maker, technical lead and Subject Matter Expert, for the

Government in the respective technical fields. The Contractor assigned will receive work assignments from the

Government Task Lead, and will provide the Government Task Lead with recommendations in regards to work assignments. Any Contract specific issues will be handled by the COR.

Key Personnel Qualifications – Quality and depth of education and the currency, quality and depth of experience of individual proposed key personnel is required, as well as a 6-month letter of commitment as outlined in section L.

Any resume for an individual identified as key personnel that does not include a corresponding letter of commitment will not be evaluated and may result in an unacceptable rating. The letter of commitment must commit to employment and identify the labor category position.

Deliverables General quality measures, as set forth below, will be applied to each work product received from the Contractor under this statement of work.

● Accuracy - Work Products shall be accurate in presentation, technical content, and adherence to accepted elements of style.

● Clarity - Work Products shall be clear and concise. Any and all diagrams shall be easy to understand and be relevant to the supporting narrative.

● Consistency to Requirements - All work products must satisfy the requirements of this statement of work.

● File Editing - All electronic files shall be editable by the Government using the standard BIA software applications.

● Format - Work Products shall be submitted in hard copy (where applicable) and in media mutually agreed upon prior to submission. Hard copy formats shall follow BIA specified directives or manuals.

Location and Support Hours – For Tasks 1 thru 5, the locations for contract performance are listed in each task

(See Section 2 below). For Task 6, contract performance will occur at the OIMT federal facility in Reston, VA or

Albuquerque, NM. Normal business hours will be 08:00-18:00 local time (8 hours daily within a 40 hour work week).

Labor Categories - Labor category titles are based on historical data and may not coincide with the contractor’s labor category titles.

Required Tasks Staff Support - Each designated task with required support includes staffing for Full Time

Equivalents (FTE) for this contract effort. One FTE is calculated as 1,880 hours per twelve month period, excludes federal holidays. Technical support and services are to be performed in the OIMT federal office facility in the

Reston, VA and/or in the OIMT federal office facility in Albuquerque, NM facility.

2 Tasks

Tasks: Table 1 lists the Key Tasks that will be required, and one optional task . For Task 6, the government does not require staffing assistance for these positions at this time. However, given the multi-year nature of the contract there may be an unanticipated future need. This will provide the Contractor and the government the means to address those future needs.

Key Tasks and Services Lines and Technical Support (Specific)

The following description is provided for the contractor in reviewing the specific tasks and services expected to be provided for the Office of Information Management Technology (OIMT). Description is listed by Task Line Item.

Task 01: Project Management Services

OIMT uses project management expertise and support to deliver specific IT and telecommunication projects for

Indian Affairs, BIA and BIE programs and initiatives. OIMT Project Management provides assistance with the integration of business and requirements management into project life cycle and IT systems life cycle frameworks and tools. In addition, project management resources are used in facilitating the successful delivery of complex IT infrastructure activities as well. Project management is an essential component to successfully fulfilling OIMT goals and objectives and ensuring compliance with laws governing federal IT management and standards. OIMT project portfolio can be between 50-100 projects for Indian Affairs per annum. The Indian Affairs project methodology is outlined in the attached files that comprise the Indian Affairs Systems Life cycle document v3.0. All references to the Systems or Project Life cycle refer to those documents.

Specific Tasks Contractor Will Support in Project Management Services

1.1. The Contractor will provide Project Management technical support services for OIMT IT projects. Projects will be executed following PM best practices as identified by the Project Management Institute’s (PMI) Project

Management Body of Knowledge (PMBOK), standards and specifications. Contractor will adhere to PMI project lifecycle phases (PLC) including Initiation, Planning, Executing, Monitoring and Controlling, and

Close-Out.

1.2. The contractor shall develop artifacts and other project documents (e.g. Project Charter) that outline the scope of the project, mission of the project team, key stakeholder interests and project assumptions and constraints.

1.3. The contractor will provide assistance with the integration of business and requirements management into project life cycle and IT systems life cycle frameworks and tools.

1.4. The contractor will provide project plans and recommendations for successful and timely delivery. The contractor will identify key technical milestones and responsibilities, and resource management allocations and will escalate concerns to federal leads and/or integrated project teams for further action when necessary.

1.5. The contractor will develop Work Breakdown Structures (WBS), project schedules and project management plans in cooperation with key project stakeholders.

1.6. The contractor shall manage project meetings including communication of meeting objectives, distributing meeting summaries, and tracking of open action items.

1.7. The contractor shall develop, execute, and manage automated project schedules and status that meet OIMT’s and customer's expectations.

1.8. The contractor will execute project plan(s) including managing coordinating project tasks, team building, and maintaining working relationships with Indian Affairs program and functional areas.

1.9. The contractor shall identify project resources to meet project requirements and communicate changes to schedules, milestones and resources.

1.10. The contractor shall identify OIMT and business units activities needed to successfully complete projects on schedule, on budget, and with expected results.

1.11. The contractor will evaluate progress and report progress in terms of quality and performance metrics. The contractor will update the project document repository with reports, project artifacts and documentation. The contractor shall report on project issues and escalations.

1.12. The contractor will maintain schedule control to include updating current and new baseline schedules to reflect changes, anticipating future issues or problem related to prior events.

1.13. The contractor will perform risk monitoring and control to include the update and monitoring of risks, corrective actions and risk registers and mitigation plans.

1.14. The contractor shall collect performance measurement documentation, status reports, presentations and other project documentation. Identify overall lessons learned in a close-out reports and briefings.

Task 02: Business Analysis and IT Business Process Management Services

OIMT has business analysts that are used internally to ensure that customer business requirements and needs are being addressed correctly and accurately. These professionals ensure that proposed IT solutions or services recommended by OIMT address and focuses on solutions that are effective and efficient as well as demonstrate a clear return for the investment. Once a requirement is spelled out, OIMT business analysts want to ensure that good solutions are developed for business needs, information and research provided can assist and provide implementation assistance, and generate essential documentation (e.g. requirements documents, project initiation artifacts, and others) for successful project initiation. Business Analysts will perform tasks in planning and monitoring, elicitation, requirements definition, management and communication, enterprise analysis, requirements analysis and solution assessment and validation activities.

In addition, other business analysts will be used to ensure IT processes are efficient and well documented to ensure customer business requirements and needs are being addressed correctly and accurately. They will analyze and document the current processes (As-Is) and where necessary recommend improvements (for To-Be) to the existing processes. Once a process is identified, business analysts want to ensure that the process is analyzed including all inputs, outputs, calculations and business rules are documented.

Specific Tasks Contractor Will Support in Business Analysis (BA) and IT Business Process Management Services

2.1. Provide business analysis technical support and services for OIMT IT projects. Business analysis efforts will be executed following BA best practices, standards and specifications in the areas of planning and monitoring, elicitation, requirements definition, management and communication, enterprise analysis, requirements analysis and solution assessment and validation activities.

2.2. Conduct business analysis and planning including stakeholder analysis, requirements management and communications.

2.3. Prepare, conduct, document and confirm requirements including the maintenance, identification, collection, indexing, retrieval, and disposition of requirement documentation, metrics and records.

2.4. Manage solution and scope requirements. Generate requirements traceability documents and requirements packages. Provide other work products including process definitions, use cases, diagrams or any other documents.

2.5. Define and document business needs, assess capability gaps and determine solution approaches. Assist stakeholders and program managers with business cases.

2.6. Organize and prioritize requirements for phases or sprints. Determine assumptions and constraints and verify requirements.

2.7. Validate requirements and proposed solutions. Assist with organizational and transition requirements for new or enhanced systems. Evaluate solutions for business and technical performance.

2.8. Support verification and testing of requirements. The contractor shall perform testing as needed and use

Quality Center tools. Work products to be developed from the verification of requirements include updated

Requirements Traceability Matrices (RTMs) and Defect Logs.

2.9. Provide assistance with the implementation of business analysis and requirements management tools

(Quality Center) including systems implementation activities such as data conversion and assisting with the development of processes and procedures.

2.10. Assist in supporting other IT Project deployment tools such as Enterprise Architecture tools, Project

Management tools, Quality Management tools, or Requirements Management tools as required.

2.11. Document business process steps ( As-Is) including actors, input and output information, sources, and destinations of forms and artifacts. The processes will be documented using standard BPM tool sets and methodologies.

2.12. Perform analysis of automated and manual forms, their processes, and build workflows and electronic forms using Department of the Interior standard automated forms tools.

2.13. Provide business process management technical support and services for Indian Affairs inbound and outbound processes. Conduct and document process improvement (To-Be). Implement business process measurement and monitoring including return on investment analyses.

Services

Task 03: Configuration Management Services

OIMT uses Configuration Management (CM) to ensure that Information Technology (IT) systems within Indian

Affairs satisfy contractual requirements, and comply with the approved federal, bureau and agency IT standards.

CM in OIMT provides controls and processes for the IT infrastructure managed and/or maintained by Indian Affairs

OIMT. By implementing configuration management against the assets and systems under its control, OIMT can provide the basis for an infrastructure that supports: (a) the stability, reliability, and security of current and planned

IT systems; (b) ensure the effective accounting of IT systems and their components (e.g. licensing); and (c) support the standardization and management of IT assets.

Configuration Management activities and tasks include configuration planning, configuration identification, configuration change control, configuration status accounting, configuration audits, as well as configuration and release management. Configuration Management governance is based on the OIMT controlled Change Advisory

Board (CAB) that meets periodically to review major changes and determines the priority, risk and soundness of changes to the OIMT IT Infrastructure. The OIMT Configuration Management team is responsible for the functions above and also secure baseline configuration management, software license management, and asset management.

Current OIMT CM plans, processes and procedures provide technical and administrative direction and surveillance and governance over the lifecycle of the OIMT Infrastructure and its components.

Specific Tasks Contractor Will Support Configuration Management Services

3.1. Provide support for the Indian Affairs OIMT Configuration Management (CM) process to ensure that all software, hardware, and other infrastructure components constituting the OIMT Infrastructure shall be developed and maintained using CM plans, governance, processes and procedures.

3.2. Evaluate Configuration Management industry standards and best practices and provide recommendations on how OIMT can improve the Configuration Management program. Note: The OIMT is moving toward

Information Technology Infrastructure Library (ITIL), National Institute of Standards and Technology

(NIST), and the Department of the Interior (DOI) standards. This effort shall include updating the

Configuration Management Plans and updating or creating configuration management processes and procedures.

3.3. Support the OIMT Configuration Management team including maintenance, identification, collection, indexing, retrieval, and disposition of configuration documentation, metrics and records.

3.4. Identify and maintain configuration control of the functional and allocated systems and other baselines;

maintain all systems (hardware and/or software) reports and environments with configuration control elements. The contractor will ensure and assist the Configuration Management team in preserving the contents of the Configuration Management Systems (CMS). Reporting will be maintained monthly, quarterly and yearly (fiscal).

3.5. Support OIMT and vendors interface to configuration management including testing environments, and installation procedures for configuration control elements.

3.6. Propose options or alternatives to managing multiple control levels of configuration management. Control levels can range from informal control that simply tracks changes when configuration items are developed to formal configuration control using secure baselines that can only be changed as part of a formal configuration management governance process.

3.7. Support the OIMT configuration management systems and tools to store and retrieve configuration items in

Configuration Management Systems (CMS). Note: Microsoft Service Center Service Manager (SCSM) with the Change Management module loaded is the current CMS. Cireson Total Management Suite has been procured and shall be implemented to support Software License Management and Asset Management.

Other systems may be selected at the discretion of the Government.

3.8. Support the creation of secure configuration baselines for internal use and release for delivery to the customers and to meet operational prerequisites. Note: The secure configuration baseline is a set of specifications or work products that have been formally reviewed and agreed on, that thereafter serves as the basis for further development or delivery, and that can be changed only through change control procedures. This represents the assignment of an identifier to a configuration item or a collection of configuration items and associated entities.

3.9. Support the maintaining and controlling of Indian Affairs-defined mandatory configuration settings for a given system. Assists the OIMT team in maintaining in the CMS and other systems and tools the security technical implementation guide (STIG) information and data (formally known as Security Configuration

Checklist).

3.10. Support the Change Advisory Board (CAB) by scheduling and facilitating the planning activities and formal meetings. Tasks will include documenting the meeting minutes with the decisions made and issues, and distributing the meeting minutes.

3.11. Support the configuration management team in recording configuration management actions in sufficient detail so the content and status of each configuration item is known and previous versions can be recovered. Ensure that relevant stakeholders have access to and knowledge of the configuration status of the configuration items.

3.12. Perform configuration audits to maintain and gauge the integrity of the secure configuration baselines.

This includes participating in management and technical reviews and supporting internal and external CM audits when required.

OIMT uses Quality Management (QM) expertise and support to ensure that acquired or developed Information

Technology (IT) systems within Indian Affairs satisfy contractual requirements, meet or exceed quality standards, and with System Life Cycle (IA SLC) expectations. The Contractor shall provide QM expertise and support to achieve effective evaluation and improvement of products and services, both acquired and developed, and to document QM plans, processes and procedures. The QM functions include both Quality Assurance and Test

Management activities. The OIMT test environments are used to research and evaluate system functionality, system interoperability, system integrity, system security, and system performance of delivered OIMT IT solutions.

Specific Tasks Contractor Will Support in Quality and Test Management Services

4.1. Evaluate Quality Management industry standards and best practices in order to recommend how to effectively improve the Quality Management Program within the Office of Information Technology. Note:

OIMT organization is in the process of moving toward Information Technology Infrastructure Library

(ITIL), National Institute of Standards and Technology (NIST), and the Department of the Interior (DOI) standards.

4.2. Update the Quality Management Plan and Quality Management processes and procedures.

4.3. Support OIMT QM staff in the maintenance, identification, collection, indexing, retrieval, and disposition of quality documentation, metrics and records.

4.4. Improve the use of the HP Application Lifecycle Management (HP ALM) features and functions for use by

OIMT staff. Note: HP ALM was previously known as HP Quality Center. Support may include working to support the interfaces between this application and other development and deployment tools.

4.5. Provide HP ALM support for Indian Affairs users. Support shall include documenting training plans and conducting training of business community staff as requested. It may also include working to support the interfaces between this application and other applications within the OIMT.

4.6. Provide recommendations and improvements to the methodologies and processes used for verification of requirements and testing for software, hardware and telecommunications products (developed and/or acquired). Tasks shall include improvement of test management processes and procedures (e.g. test documentation, metrics and records) in the areas of maintenance, identification, collection, indexing, retrieval, and disposition.

4.7. Support OIMT in the planning, executing, and reporting of manual and automated testing artifacts of delivered IT solutions. Types of testing processes include but are not limited to (a) Unit Testing; (b)

System Integration Testing; (c) User Acceptance Testing; (d) Installation Testing; (e) Performance Testing;

and (f) Security Testing.

4.8. Support the IT testing and staging environment(s) and architecture to ensure effective operations. This includes documenting all test environment architectures and maintaining current and historical test configurations and test assets of hardware and software. Reporting will be maintained monthly, quarterly and yearly (fiscal).

Task 05: Administrative Support and Technical Editing /Writing

Support includes Technical Writing and Management Analysis.

Task 05.1 - Technical Writer - The OIMT supports numerous information management and technology activities that require oversight through documentation and effective record management. Technical writer services are important in the creation, documentation and/or editing of standard operating procedures, meeting minutes and action items memoranda, design documents, requirements documents, and email notifications. Technical writing and editing services assists OIMT in communicating effectively with others in written formats appropriate for the needs of the audience.

Task 05.2 - Management Analysis - The Management Analysis is an essential component to successfully fulfilling

OIMT goals and objectives and ensuring compliance with laws governing federal IT management and standards.

OIMT is responsible for Information Technology (IT) investments, systems and projects that are either under development or in production.

Specific Tasks Contractor Will Support in Administrative Support, Technical Writer

5.1.1. Support includes writing or dictating fast enough to follow meetings, interviews (etc.) with OIMT staff and vendor discussions as appropriate.

5.1.2. Research information and identify essential or pertinent information. Suggest or propose ways to structure or classify multiple pieces of information or reorganize information to convey a better message.

5.1.3. Create and document procedures, memoranda, design documents, requirements documents, and email notifications. Maintain and update documentation of system specifications, database definition/specifications, field-site end-user manuals and other designated OIMT documentation or on-line information. Other examples include product instructions, reference and maintenance manuals, articles, project proposals, training materials, technical reports, and Web pages.

5.1.4. The Contractor shall meet with programmers and subject matter experts to gain understanding of application, database and web development and to define the scope of documentation required.

5.1.5. The Contractor shall interview subject matter experts (SME) and document their knowledge in a written format to be understood by a non-subject matter expert or as defined by OIMT staff leads.

5.2.1. Analyze business or operating procedures or processes to recommend and (if approved) implement efficient or effective methods of accomplishing work or tasks. Conduct studies of work problems and procedures, such as communications, information flow, production methods, inventory control, or cost analysis. The Contractor shall use ITIL v3, PMBOK, BABOK and other industry recognized cost and review methods in analysis.

5.2.2. Gather, collect and organize information on problem or procedures including current or planned operating procedures. Confer with personnel concerned to assure smooth functioning of newly implemented systems or procedure. Develop or update functional or operational manuals outlining established methods of performing work.

5.2.3. Review and recommend options and alternative solutions or approaches when appropriate or requested.

5.2.4. Organize and document findings of studies, analyses and prepare recommendations for implementation of new systems, processes or procedures. Assist OIMT teams to install new systems and train personnel in the use of systems or applications.

5.2.5. Manage and conduct operational effectiveness reviews upon request, to ensure functional or systems are applied and working as designed.

5.2.6. Assist OIMT team members in the design, integration, implementation and operation of IT processes and procedures to include but not limited to IT lifecycle, project management, service delivery, change management, portfolio management, enterprise architecture, quality assurance.

Task 6.1 Capital Planning

Indian Affairs has a varying number of investments that total approximately 50 IT investments for which business cases must be submitted to the Department. Eight of those investments are defined as major investments which require full business cases (i.e., complete Exhibit 300s) for the FY budget submission and the remainder is defined as non-major requiring abbreviated business cases (as defined by the Department of the Interior) or Bureau

Contribution Forms (for the consolidated business cases such as the infrastructure areas). Indian Affairs investment managers do not yet fully execute the disciplines that generate the information that is summarized in the Office of

Management and Budget (OMB) IT Business Case, including risk analysis and mitigation, cost benefit analysis, return on investment, earned value, and privacy impact assessment.

Specific Tasks Contractor Will Support in Capital Planning o Assist IA business owners to prepare a business case (or each IT investment identified as needing a business case).

o Prepare OMB and/or Department directed changes to the requirements of the IT Portfolio, Major Business

Cases and other capital planning practices.

o Assist OIMT in responding to DOI IT investment data calls, including monthly and quarterly reports, various scorecards and other ad hoc data calls as required.

o Work with program managers to complete OMB Monthly Control Reporting and required artifacts.

o Prepare and conduct rating and ranking of IT investment concepts and IT business cases.

o Prepare and deliver IT Capital Assets Portfolio Training upon request.

o Assist the OIMT in preparing for Investment Governance Board (IGB) meetings. Task efforts shall include:

Proposing ways to mature the IGB’s portfolio selection and project/investment oversight capabilities

Preparing presentation materials for the meeting; and

Capturing and documenting meeting minutes.

o Coordinate with OIMT Budget in the budget formulation process and green book development.

o Participate on the DOI Capital Planning Working Team (CPWT) and any other capital planning groups.

Task 6.2 Records Management

Record Management includes all of the stages in the life cycle of a record, from creation, classification, labeling, filing, and disposition. The Office of Information Management Technology has the responsibility for monitoring and providing improvements to the Records Management Program at all IA sites by conducting records management site assessments on a three-year cyclical basis, preparing, a site assessment report and, when required, Corrective Action

Plans that will not only aid in the correction of deficiencies but will build a stronger and more compliant records management program. Federal records management includes general records management, vital records, safeguarding and maintaining Privacy Act system of records, establishing records schedules, performing site assessments and coordinating records management training.

IA has the responsibility and authority for the implementation and management of the IA Records Management

Program in accordance with Office of Special Trustee (OST) and Office of Trust Records (OTR) policies and procedures and all Federal recordkeeping requirements. DPMBS has the managing role in the Records Management

Program.

Specific Tasks Contractor Will Support Configuration Management Services o Provide support for the Indian Affairs OIMT Configuration Management (CM) process to ensure that all software, hardware, and other infrastructure components constituting the OIMT Infrastructure shall be developed and maintained using CM plans, governance, processes and procedures.

o Evaluate Configuration Management industry standards and best practices and provide recommendations on how OIMT can improve the Configuration Management program.

Note: The OIMT is moving toward Information Technology Infrastructure Library (ITIL), National Institute of

Standards and Technology (NIST), and the Department of the Interior (DOI) standards. This effort shall include updating the Configuration Management Plans and updating or creating configuration management processes and procedures.

o Support the OIMT Configuration Management team including maintenance, identification, collection, indexing, retrieval, and disposition of configuration documentation, metrics and records.

o Identify and maintain configuration control of the functional and allocated systems and other baselines;

maintain all systems (hardware and/or software) reports and environments with configuration control elements.

The contractor will ensure and assist the Configuration Management team in preserving the contents of the

Configuration Management Systems (CMS). Reporting will be maintained monthly, quarterly and yearly

(fiscal).

Control levels can range from informal control that simply tracks changes when configuration items are developed to formal configuration control using secure baselines that can only be changed as part of a formal configuration management governance process.

Note: Microsoft Service Center Service Manager (SCSM) with the Change Management module loaded is the current CMS. Cireson Total Management Suite has been procured and shall be implemented to support

Government.

o Support the creation of secure configuration baselines for internal use and release for delivery to the customers and to meet operational prerequisites.

Note: The secure configuration baseline is a set of specifications or work products that have been formally reviewed and agreed on, that thereafter serves as the basis for further development or delivery, and that can be changed only through change control procedures. This represents the assignment of an identifier to a configuration item or a collection of configuration items and associated entities.

o Support the maintaining and controlling of Indian Affairs-defined mandatory configuration settings for a given system. Assists the OIMT team in maintaining in the CMS and other systems and tools the security technical implementation guide (STIG) information and data (formally known as Security Configuration Checklist).

o Support the Change Advisory Board (CAB) by scheduling and facilitating the planning activities and formal meetings.
