SECTION C DESCRIPTIONS / SPECIFICATIONS

Scope of Work Electric Cost-of-Service Study and Rate Design

Background

The Bureau of Indian Affairs, Colorado River Agency (CRA), Branch of Electrical Services on the Colorado River Indian Reservation in Parker, Arizona; serves the reservation for the 4,000 customers who reside within the reservation boundary. The 20MW hydroelectric dam on the Colorado River generates the bulk of our power. CRA also purchase and sell power to Western Area Power Administration (WAPA) Our Electric Utility is responsible for the operation, maintenance, and capital construction associated with a reliable distribution system. We have approximately 4,000 customers, with a mixture of residential, agricultural, and commercial. Colorado River Agency, Branch of Electrical Services electric rates are very low, as the prime mission of the Utility is to provide inexpensive power to the Colorado River Indian Reservation.

Colorado River Agency last updated its Electric cost of service in 1982. The Agency maintains consumption information by class and can provide five years of historical data as well as load profile data for a portion of its large customer base. The Agency also maintains detailed accounting records of revenues and expenditures by cost centers. The Agency has an updated five-year capital improvement plan (CIP) as well as a ten-year financial plan for the electric utility.

Scope of Work / Electric Cost-of-Service Study

Attached are the current rates and fees as found in the CRA Schedule of Rates, Charges and Fees, Effective 7/1/1982. Evaluate the rate structure based on the current consumption characteristics including all load profile data, O&M and capital costs, projected cash flows as well as the CRA’s Return on Investment to ensure validity of the rates. The cost-of-service study should include an evaluation of the costs per class for (1) fixed costs such as customer service, metering and billing, (2) power costs by kW and kWh and (3) distribution costs including administrative and general. Also, include a review of the CIP in relation to the level of depreciation and system replacement costs as well as in relation to other electric utilities with similar characteristics. In addition, review and update the wheeling charge and the reserve capacity charge.

Electric Plant Investment Fee Study

Evaluate the fee structure based on the utility’s existing capital and equipment inclusions, the current consumption characteristics, and projected capital costs and cash flows to ensure validity of the fee. In addition, evaluate the inclusion of additional capital items not currently included in the calculation. Provide recommendations for alternative methodologies.

The quote should include the costs for three public meetings/presentations as well as a detailed description of planned meetings and interaction with CRA staff.

Additional Topics of Concern - In addition to the basic cost-of-service study described above, CRA would like itemized pricing for the additional topics listed below.

1. CRA would like to evaluate the value of the declining block rates for Residential and Commercial customers.

2. CRA would like to evaluate the cost of services for disconnects and reconnects for power service.

3. In addition to the broad review included in the scope of work, CRA would like an in-depth analysis of the existing CIP and its appropriateness given the age of the system and history of system load growth.
