SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD (SAT)
AUTHORITY: FAR 13.106-1(b)(1)

1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division 2, Branch 4 in support of the Alaska Regional Office of the Office of Aviation Services (OAS).
2. Description of supplies or services required to meet agency needs.
The government requires two sets of new, brand name Cessna 206 Wing Lift Strut Assemblies (two left side and two right side assemblies) to be utilized on a Cessna 206 aircraft. The estimated cost of this required struts is $
3. Identification of the Brand Name and/or single source to be solicited.

4. Reason for authority cited. Brand Name – The particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. If the justification is to cover only the portion of the buy which is brand name, then it should so state; the approval level requirements will then only apply to that portion.
5. Rationale.
The struts must be replaced because of unscheduled maintenance needs. The struts must be compatible with the Cessna 206 aircraft that is currently in the Office of Aviation Services (OAS) fleet.
The Cessna 206 Wing Lift Strut Assemblies are approved by the Federal Aviation Administration (FAA) and able to be installed on Cessna 206 aircraft per their Type Certificate or appropriately altered condition. A Type Certificate is issued to signify the airworthiness of an aircraft manufactured to design or “type.” The Type Certificate reflects a determination made by the FAA that the aircraft is manufactured according to an approved design, and that the design ensures compliance with airworthiness requirements. The certificate is issued by the FAA, and once issued the design cannot be changed without a Supplemental Type Certificate (STC). The Cessna 206
Wing Lift Strut Assemblies are the only ones that can fulfill the government’s requirement for this fleet aircraft.
6. Market Research.
Market research was conducted using internet searches, reviewing Cessna distributors’ websites for pricing and availability of the struts. Review of Cessna distributors’ websites as well as the SBA Dynamic Small Business search, prices, and delivery schedules indicate that there are several small business concerns that can meet this requirement essential need. Knowledgeable government personnel from the Office of Aviation Services (OAS) were interviewed about this need and the Federal Aviation Administration’s (FAA) requirements as well as pricing and availability of Cessna 206 Wing Lift Strut Assemblies in Anchorage, AK.
Mandatory sources were reviewed to include GSA Advantage!. GSA does not provide this product. Other mandatory sources do not provide this item.
Based on the efforts described above, market research found this acquisition will be a brand name request IAW FAR 13.106. Cessna 206 Wing Lift Strut Assemblies are the only parts that can fill this requirement for the Office of Aviation Services fleet aircraft. NAICS code 336413 “Other Aircraft Parts and Auxiliary Equipment Manufacturing”; applies to this acquisition.
Under the authority of FAR 13.106-1(b)(1), the undersigned hereby determines that this action only covers the Wing Lift Strut Assemblies peculiar to Cessna as a brand name justification.
