SYNOPSIS

This is a SOURCES SOUGHT SYNOPSIS and is for informational / market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. No reimbursement will be made for any costs associated with providing information in response to this synopsis or on any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE.

The purpose for this synopsis is to conduct market research to help identify capable, potential sources and to establish if this requirement can be set-aside for small business or other socioeconomic programs to include: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran Owned Small Business (SDVOSB). Those aforementioned programs are highly encouraged to respond.

The synopsis and solicitation, if issued, will be made available on FedBizOpps (fbo) (http://beta.sam.gov). It is the potential offeror’s responsibility to monitor fbo for issuance of any future solicitation that may result from this Sources Sought Synopsis.

GENERAL INFORMATION:

The U.S. Fish and Wildlife Service (USFWS), Modoc National Wildlife Refuge, has a requirement for repair of the existing levee and access road of the Goose Pond located between the headquarters and the main entrance of the Refuge. Contract will include replacing one water control structure, coring the levee, and repairing the access road along the entire length of the levee. The levee is located along the south and west edge of the pond from the Refuge’s main entrance to a boundary ditch intersection in the southeast corner of the unit. The contractor may be asked to perform additional tasks dependent on funding availability. The Goose Pond is primary habitat for many species of water birds and is flooded year round. The project area is essential for water delivery and drainage through the northern portion of the Refuge as well as providing flood protection for the county road.

The proposed delivery is 07/01/2021 thru 09/30/2021.

CAPABILITIES:

Firms shall demonstrate capabilities to address the following work:

Provide material and services to remove and replace the water control structure located approximately center of the west portion of the levee. Core and pack the pond side of the levee in the designated areas to repair damage caused by burrowing animals and control leaching of water through the levee. Grade, prep, gravel, and pack the existing access road to a width of 15 feet.

Specifics are as follows:

1. Water control structure: the existing water control structure and pipe are to be removed and recycled or disposed of by the contractor. Replacement structure is to be Briggs or equivalent, 4’ X 7’ concrete Twin Track Weir with approximately 50 feet of 36-inch bell and gasket poly pipe. Back fill material surrounding the new structure to be Class II base rock (box only not the length of pipe through the levee). Fill material should be approximately 1’ deep under the structure and out approximately 10’ on the remaining three sides.

2. Core/compact levee: the east side or center of the levee is to be cored and compacted at the locations designated on the attached map, approximately 1,020 feet total length. Coring is to be approximately 30 inches wide, substrate is to be removed, placed back into the excavated area and packed.

3. Rebuild access road: the access road on top of the levee is to be rebuilt to a width of 15 feet, except the area around the water control structure should be the width of the levee to allow for a “turn around” area. The entire length of the access road is to be graded to remove vegetation and level filling ruts and holes; gravel is to be placed to build up the road to approximately 4 inches deep and 15 feet wide. The length of the access road is approximately 1.2 miles. The access road gravel is to be Class II base rock that is free of weeds, trash, and excess dirt.

Provide a list of contractors with who you contracted with, with similar work.

INSTRUCTIONS TO RESPOND TO SOURCES SOUGHT SYNOPSIS:

Prior Government contract work is not required for submitting a response to this synopsis.

Firm’s responses to this synopsis shall be limited to five (5) pages, shall include the following information:

1. Name and address

2. Point of contact name, phone number and email address

3. CAGE Code and DUNS Number (if applicable)

4. Interest in working as a prime contractor, subcontractor or other (please explain)

5. Capabilities: Firms shall demonstrate their ability to meet the requirements in the section titled ‘CAPABILITIES.’

6. Business size based on the listed NAICS Code, as well as any socioeconomic categories (Small Business, 8(a), HUBZone, WOSB, EDWOSB and SDVOSB)

Responses will be shared within the Government’s project team, but otherwise will be held in strict confidence. Interested firms shall respond to this synopsis no later than 9:00 AM Pacific Daylight Time (PDT) on 05/20/21.
