SYNOPSIS
This is a SOURCES SOUGHT SYNOPSIS and is for informational / market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. No reimbursement will be made for any costs associated with providing information in response to this synopsis or on any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE.
The purpose for this synopsis is to conduct market research to help identify capable, potential sources and to establish if this requirement can be set-aside for small business or other socioeconomic programs to include: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran Owned Small Business (SDVOSB). Those aforementioned programs are highly encouraged to respond.
The synopsis and solicitation, if issued, will be made available on FedBizOpps (fbo) (http://SAM.gov). It is the potential offeror’s responsibility to monitor fbo for issuance of any future solicitation that may result from this Sources Sought Synopsis.

GENERAL INFORMATION:
The U.S. Fish and Wildlife Service (USFWS), Abernathy Fish Technology Center (FTC), and Construction/Installation of Electrical Repairs. The Abernathy Fish Technology Center (AFTC) is owned and operated by the U.S. Fish and Wildlife Service (USFWS). It is located approximately 16.2 miles northwest of Longview, Washington. The nearest major city / town is Longview, Washington. The AFTC has identified the requirement for Existing Electrical Distribution System Repairs and All Associated Appurtenances as noted in the Electrical Assessment Site Plan for Repairs and Statement of Work.
The proposed delivery is 08/31/2021 thru 11/30/2021. The Period-of-Performance to be determined (TBD) at time of award.
CAPABILITIES:
Firms shall demonstrate capabilities to address the following work:
Contractor shall perform Field Verification Site Visit, Ancillary Design Services, and Construction / Installation of Electrical Repairs to the Abernathy Fish Technology Center’s Electrical Distribution System located in Longview, Washington. Experience and demonstrated positive past performance in the repair and modification of electrical distribution systems and all associated appurtenances. Provide three (3) example projects occurring over the last 5 years as part of the past performance narrative. For those certifications and qualifications not shown above, but required for successful project delivery, the Contractor shall obtain those certifications. It is the contractor’s and its design professional’s responsibility to design the Project in compliance with applicable requirements of federal and state laws, codes, rules, regulations, ordinances, and standards, including, but not limited to, those outlined below. Design Professional shall have copies available of applicable codes and regulations for ready reference.
Provide a list of contractors with who you contracted with, with similar work.
INSTRUCTIONS TO RESPOND TO SOURCES SOUGHT SYNOPSIS:
Prior Government contract work is not required for submitting a response to this synopsis.
Firm’s responses to this synopsis shall be limited to five (5) pages, shall include the following information:
1. Name and address
2. Point of contact name, phone number and email address
3. CAGE Code and DUNS Number (if applicable)
4. Interest in working as a prime contractor, subcontractor or other (please explain)
5. Capabilities: Firms shall demonstrate their ability to meet the requirements in the section titled ‘CAPABILITIES.’
6. Business size based on the listed NAICS Code, as well as any socioeconomic categories (Small Business, 8(a), HUBZone, WOSB, EDWOSB and SDVOSB)
Responses will be shared within the Government’s project team, but otherwise will be held in strict confidence. Interested firms shall respond to this synopsis no later than 11:00 AM Pacific Daylight Time (PDT) on 08/3/2021.
