Sources Sought Notice 18 March 2022
Purpose: This is a sources sought notice for the purpose of conducting market research. The government is seeking experienced design/build construction contractors. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. The Bureau of Land Management (BLM) will use information obtained through this notice to develop an acquisition strategy.
The government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economic small business set-aside for the solicitation. Quality of responses received will be considered when making any small business set-aside determinations for this requirement.
Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.
North American Industry Classification System (NAICS) code: 237990 / Other Heavy and Civil Engineering Construction
Small Business Size Standard: $39.5M
Solicitation: The BLM anticipates issuing a request for proposals from April-May of 2022.
Bonding: The BLM anticipates that bid, performance, and payment bonds will be required.
Magnitude of Construction: Between $500K - $1M
Anticipated Period of Performance: 365 calendar days after issuance of the notice to proceed
Project Description: The subject requirement consists of all labor, materials, equipment, and supervision to design and construct a walking trail. Key project elements are as follows:

a. Design and build a safe, traversable walking trail for the public to enjoy the Gooseberry Trail Wyoming Badlands.
i. Visual Resource Management Class II Objectives and landscape preservation shall be included in all design features.
ii. Safety of visitors shall be included in all design features.
iii. Contractor shall prioritize materials that have long life cycles. The goal is for minimal maintenance for 20 years.
iv. Contractor shall prioritize sustainability and environmentally responsible products throughout the design.
b. Design and build a usable trailhead area including signage, ADA/ABA parking lot utilizing parking barriers placed around the parking lot, two gazebo covered day use picnic areas with wheelchair access free-to-use telescopes (dual head design), and interpretive area that educates the public on the geology and history of the area.
The project location is: LAT/LONG-440 00’23.41”N 1080 28’29.68”W (Near Worland, WY)
Submission / Response Contents: Interested businesses (small or large) should submit the following information:
(1) Company name, DUNS number, address, point of contact, telephone number, and email address
(2) Business classification type: Please indicate whether your company is classified as a large or small business under the NAICS code listed above. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.—see 13 CFR 121.108. Misrepresentation of size status can result in penalties. If large, please indicate if your company is an Indian-owned economic enterprise. If small, please indicate all relevant small business socioeconomic classifications as follows:

(3) Statement regarding your company’s bonding capacity. Letters from bonding companies are not required at this time.
(4) Information demonstrating experience and capabilities on projects of the same or similar size, scope, and magnitude. Information regarding projects completed under similar construction conditions is requested.
(5) Interested companies may also submit existing marketing materials such as capability statements and brochures.
