This is a PRE-SOLICITATION NOTICE, Solicitation 75H70122Q00038 for a construction project for the Indian

Health Service (IHS). The purpose of this project will provide sanitation facilities to a private home owned by a member of the Makah Tribe. The work is to be completed to a private home, under the jurisdiction of Clallam

County, WA. This project will be procured as a Total Small Business Set-Aside solicitation under North American

Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction.

The associated size standard for this procurement is $39.5 million. The offeror must be a Small Business to be eligible for award.

The Government anticipates releasing the solicitation on or about 31 August 2022 timeframe, with quotes due approximately 30 calendar days after solicitation issuance. This date is subject to change. A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents. Hard copy documents will NOT be available – all documents for proposal purposes will be posted at www.sam.gov for download by interested parties.

SCOPE OF WORK: This project is for the installation of an individual septic system and community water system service connection on trust land (Tribal jurisdiction). The proposed septic system is to consist of a 1,000-gallon concrete septic tank, 1,000-gallon concrete pump tank, chamber style pressurized drain-field with 600 square feet of dispersal area.

This project will provide sanitation facilities to a private home owned by a member of the Makah Tribe. The work is to be completed to a private home, under the jurisdiction of Clallam County, WA. The scope of work includes:

1. Mobilize and demobilize

2. Install solid sewer pipe

3. Install underground cleanout

4. Install septic tank and pump tank with controls

5. Install pressurized gravel-less drain-field

6. Install water meter and service line

LOCATION OF PROJECT: Work is to be completed on a private home, under the jurisdiction of Clallam County – located in the state of WA.

TERO: TERO fees DO apply.

CONSTRUCTION DURATION: Period of Performance is 60 calendar days after issuance of a Notice to Proceed.

CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $25,000 and $100,000.

SITE VISIT: A formal site visit is not planned. Information on how to visit the site will be provided within the official solicitation under FAR 52.236-2.

CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement.

NOTE: ALL DATES ARE SUBJECT TO CHANGE. SEE SOLICITATION FOR OFFICIAL DATES, TIMES, AND LOCATIONS OF SITE VISITS AND DEADLINES.

For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $39.5 million. For information concerning NAICS and SBA size standards, go to www.sba.gov.

This solicitation will be procured as a Request for Quotes (RFQ) in accordance with FAR Part 13 and 36 procedures with price only evaluation criteria.

NOTE: Registration in the System for Award Management (SAM) database is mandatory to be considered for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at:

https://www.sam.gov. Contractors are encouraged to complete SAM registration as soon as possible; the government may not delay award for the purpose of allowing a contractor additional time to register in SAM.
