SOLE SOURCE JUSTIFICATION FOR ACQUISITION

UNDER THE SIMPLIFIED ACQUISITION

THRESHOLD

1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey plans to contract by means other than full and open competition. This document sets forth the justification and approval for award of a Biosonics portable echosounder surface unit, two new split beam digital transducers, one refurbished split beam digital transducers, and associated integral components and services on a limited source basis as required by FAR 13.106-1.

2. Nature of Action Being Approved. This is a new order/contract for a Biosonics DT-X Extreme Portable Echosunder Surface Unit, a 200 kHz 6° DT-X split beam transducer (top cable mount), and a 200 kHz 6° DT-X split beam transducer (side cable mount). In addition, Biosonics will refurbish our aging 120 kHz DT-X split beam transducer. Additional components and services are required to ensure optimal system functionality. The brand name of this equipment is Biosonics.

3. Description of Supplies or Services. This purchase is required by the U.S. Geological Survey – Great Lakes Science Center’s Lake Erie Biological Station. The equipment will produce two hydroacoustic sampling systems including a 200 kHz transducer coupled with our existing DT-X surface using for use on our smaller vessel in shallow water applications. In addition, a new DT-X Extreme surface unit coupled with a new 200 kHz transducers and refurbished existing 120 kHz transducer facilitating multiplexing from our large vessel in deeper water applications.

Transducer : 200 kHz 6° DT-X Split Beam Digital Transducer (stock#: DTSP-2006-MS) with Metal Shell Bulkhead Connector, Integrated Orientation Sensor, side cable connection, and square back plate for towed body deployments.

Transducer cable : DT-X Digital Signal Deck Cable with Metal Shell Connector Wet End, 50 feet (stock#: HPR-DTCA-50-MS1)

Rugged transport Case: BioSonics Custom Transport Case for a DT-X or DT-X Extreme Echosounder System (stock#: CASE-1730-MOD)

Standard calibration Sphere: 200 kHz Standard Calibration Sphere – 36.4 mm (stock#: TARG- 200)

Portable echosounder surface unit: DT-X Extreme Portable Echosounder Surface Unit (stock#:

DTX-EXT) which includes - Visual Acquisition Software for data collection, playback and automated real-time target tracking. Visual Aquatic Software for analyzing and editing of Single Echo Detection (SED) fish and other target tracks, plus mapping of Submerged Aquatic Vegetation (SAV), substrate type and bathymetry. A ruggedized System Transport Case.

Addition of a 2nd transducer cable port (stock#: HA-SVC-EXT-2PORT) to allow simultaneous collection from two transducer frequencies. Addition of an external GPS sensor (stock#: DTX-

EXT-DGPS).

Transducer: 200 kHz 6° DT-X Split Beam Digital Transducer (stock#: DTSP-2006-MS) with Metal Shell Bulkhead Connector, Integrated Orientation Sensor, top cable connections, and round backplate (stock#: TRANS-MOD-REAR PORT NEW45) for through hull tube deployments.

Two 50’ transducer cables: DT-X Extreme Digital Signal Deck Cable with Metal Shell Connectors, 50 feet (stock#: HPR-DTCA-50-MS)

Modification of existing 120 kHz (DT-120-615-0067) DT-X split beam transducer including:

Upgrade Existing Split Beam Transducer Transmit (2) and Receiver (1) Boards (stock#: HA- SVC-TRANS-RX-TR-BD-UPG), Upgrade Existing Standard Transducer Bulkhead Connector to Metal Shell Bulkhead Connector (stock#: TRANS-CONN-MOD-EXT), and BioSonics DT-X Series Echosounder System OEM Service Evaluation and Calibration (stock#: CALIB-XTD)

4. Estimated Dollar Value.

5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of Section 201 of the Property and Administrative Services Act of 1949 (40 USC 501) and FAR 13.106-1.

6. Rationale Supporting Use of Citation in No. 5. The USGS Lake Erie Biological Station has procured and used Biosonics acoustic equipment since 2005 to conduct fisheries surveys on the Lake Erie. Information needs of resource management and other USGS partners requires our station to be able to simultaneous collect identical acoustic data from multiple platforms (i.e., vessels) in congruence with past collections. To meet the current and future information needs requires a transducer be purchased for a smaller vessel and coupled with an existing surface unit.

In addition, these needs require the purchase of an additional surface unit, new transducer, and refurbishment of one existing transducers for our large vessel. The proposed new and refurbished equipment must work interchangeably with one another. As such, the equipment and associated work must be performed by Biosonics to maintain consistence in hydroacoustic data recording and records.

The Biosonics equipment and software described in this purchase are directly compatible with our current Biosonics equipment following slight modifications to our existing transducer, and factory calibrations of both systems. Each system requires either modification or calibration -system specific services uniquely available through Biosonics. The approximate value of the Biosonics gear we already have is approximately

8. The Efforts to Identify Additional Sources Including the Market Research Conducted.

Market research indicates no other equipment can provide compatibility with existing government inventory or continuity of data to past studies. At the current time Biosonic does not utilizes resellers and does not offer a public price listing.
