SPECIFICATIONS

Combination Marine Tender Style Boat / OSHA Certified Suspended Personnel Platform

1. Background

Southeast Farallon Island (SEFI) is a small island in the Pacific Ocean about 27 miles west of San Francisco, California. The Farallon Islands National Wildlife Refuge (NWR) is within the boundaries of the City and County of San Francisco, California. The refuge is managed by the U.S. Fish and Wildlife Service. The island is staffed full-time by biologists and volunteers from Point Blue Conservation Science, a conservation non-profit based in Petaluma, CA and is less often visited by Service staff and volunteers, contractors, and other researchers.

The island has two marine access points. The primary access point (East Landing) has a derrick crane used to slew and lower a custom built SAFE Boat from an upper landing platform down approximately 50’ to the water surface. This vessel is in need of replacement and must meet several specific criteria.

The current SAFE Boat vessel is a 15-ft long x 7-ft wide marine grade aluminum hull with rigid foam floats. The boat’s gross weight with fuel is 1,620 lbs. It is lifted with the crane hook using a marine-grade stainless steel masterlink and four swaged wire ropes attached to reinforced points on the inside of the gunwale and transom. The boat is currently powered by a 60 hp outboard tiller motor weighing 270 lbs and has a back-up 9.9 hp tiller outboard weighing 100 lbs. Both outboard engines are bolted side-by-side to the transom. There are safety flares, fire extinguisher, emergency water, first aid kit, an EPIRB, some boat motor repair tools, a throw line, a life ring and two oars on board, resulting in a final weight of 2600 lbs. This vessel is also used for hoisting all personnel and materials from support vessels to the upper landing platform. Due to safety restrictions regarding lifting personnel, the crane has a lifting capacity of 3000 lbs. This currently limits our carrying capacity for personnel and gear to only 400 lbs.

The process of launching the SAFE boat involves connecting the wire rope bridle to the crane hook and raising the boat and operator from the upper landing area. The crane then swivels to position the boat over the surrounding waters, where it is then lowered, the motor started, and the boat operator stands on the midship bench to detach the wire rope bridle, allowing the boat to float freely. The process is reversed for vessel retrieval.

2. Product Features

• 14-20 feet in length;

• 7-10 feet in width with internal storage area for personnel and cargo 4-6 feet wide;

• Bench seating for 4-5 people plus operator;

• Designed and certified by the appropriate licensed professionals as a suspended personnel lifting platform and cargo lifting device meeting all OSHA requirements for general industry and construction industry in over water, marine settings and any other applicable regulations such as ANSI and ASME;

• Designed so the boat operator can attach and detach the crane hook to and from the boat bridle safely while still in the boat;

• All lifting hardware and lifting points must be easily accessible for periodic inspections;

• Railing system to comply with OSHA standards for personnel lifting device fall protection;

• All or portions of any railing system removable to allow ease of handling cargo and personnel transfer on and off of the vessel from both port and starboard sides;

• Based on a maximum load rating of 3,000 lbs for the existing on island derrick, optimal cargo and personnel lifting capacity is 600 lbs but no less than 400 lbs;

• Cleats or other bow attachment that are rated to safely tow the boat for transport to/from the island;

• Attachment points fore and aft for ropes to lash onto to support vessels while transferring personnel and cargo;

• Attachment points fore and aft for the attachment of a tagline to control the swing and spin of the vessel while in mid-air;

• A transom ladder to ease boarding the vessel while on the upper platform area, or retrieving personnel from the water in emergency situations;

• Bow locker or other water resistant/proof area to store first aid, repair equipment, emergency supplies;

• Supply one primary outboard motor/engine and backup motor/engine;

• Area for the storage of a portable 6 gallon fuel container;

• Entirely marine grade components capable of withstanding a harsh ocean environment.

3. Delivery

Prices quoted must be FOB Destination

“F.o.b. destination” means --Free of expense to the Government delivered, on board the carrier’s conveyance, at a specified delivery point where the consignee’s facility (plant, warehouse, store, lot, or other location to which shipment can be made) is located; and

Supplies shall be delivered to the destination consignee’s wharf (if destination is a port city and supplies are for export), warehouse unloading platform, or receiving dock, at the expense of the contractor. The Government shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery (or “constructive placement” as defined in carrier tariffs) of the supplies to the destination, unless such charges are caused by an act or order of the Government acting in its contractual capacity. If rail carrier is used, supplies shall be delivered to the specified unloading platform of the consignee. If motor carrier (including “piggyback”) is used, supplies shall be delivered to truck tailgate at the unloading platform of the consignee, except when the supplies delivered meet the requirements of Item 568 of the National Motor Freight Classification for “heavy or bulky freight.” When supplies meeting the requirements of the referenced Item 568 are delivered, unloading (including movement to the tailgate) shall be performed by the consignee, with assistance from the truck driver, if requested.

If the contractor uses rail carrier or freight forwarder for less than carload shipments, the nkoston Cross-Out contractor shall ensure that the carrier will furnish tailgate delivery when required, if transfer to truck is required to complete delivery to consignee.

Contractor responsibilities. The contractor shall -- (1)(i) Pack and mark the shipment to comply with contract specifications; or

(ii) In the absence of specifications, prepare the shipment in conformance with carrier requirements;

(2) Prepare and distribute commercial bills of lading;

(3) Deliver the shipment in good order and condition to the point of delivery specified in the contract;

(4) Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract;

(5) Furnish a delivery schedule and designate the mode of delivering carrier; and

(6) Pay and bear all charges to the specified point of delivery.

No later than three days prior to delivery, please contact the Point of Contact listed above, to arrange a specific time for delivery. Unloading the product is the sole responsibility of the delivery carrier. No labor or equipment will be provided by the government to unload the supplies.
