Steamtown National Historic Site
Scope of Work Boardwalk and Ramp Walk Replacement
Introduction:
Steamtown National Historic Site operates and maintains a live railroad yard, showcasing live, coal-fired steam locomotives, restored cabooses, freight cars and railroad coaches. Rail traffic, consisting of but not limited to passenger yard shuttles, mainline excursions, and commercial freight, that operates regularly throughout yard. The 52-acre site also hosts active Locomotive and Restoration Shops, a Visitor Center, History and Technology Museums, a 250-seat Theater and a fully operating Roundhouse and Turntable.
PART I: GENERAL INFORMATION
Contractor shall supply all materials, supervision, labor, equipment, and tools to complete the following work:
Replace the 12 ft. to 14 ft. wide Boardwalk Planking and replace all 4in. x 6 in.
Sleepers, on 12-inch centers, on approximately 191 ft. of Boardwalk connecting the parking area to the Depot Platform, where the planks taper from 12 to 14 feet.
In addition, the Contractor shall repair the approximately 160 ft. by 16 ft wide.
ramp leading from the Boardwalk onto the Mall Bridge, raising sections of the ramp planks to eliminate any tripping hazard and replacing up to 100 individual boards that are roughly 2in x 4in x 13ft 6 in. NPS will mark the sections and boards that require replacement.
The project includes the painting of the 120 ft. by 5 ft. of Mall Bridge fencing, 4 light poles and the gate that closes across the Mall Bridge with an exterior gloss black paint.
During the construction period, the Contractor shall be required to have a qualified Watchman in place as specified below.

SAFETY REQUIREMENTS
SUMMARY:
A. The work of this section consists of establishing an effective Accident Prevention Program and providing a safe environment for all personnel and visitors.
A. Accident Prevention Plan: Submit an Accident Prevention Plan in compliance with the requirements of Part 2 of this specification and the Division 01 Section “Submittal Procedures”.
1. Submit to the Contracting Officer AND the Steamtown Safety Manager for review a minimum of seven (7) calendar days before the Preconstruction conference. The Contracting Officer and Safety Manager will review the proposed Plan.
2. If the plan requires any revisions or corrections, the Contractor will resubmit the Plan within ten (10) calendar days. No progress payments will be made until the Plan is accepted.
QUALITY ASSURANCE:
A. Comply with contract clauses entitled "Accident Prevention" and "Permits and Responsibilities". In case of conflicts between Federal, state, and local safety and health requirements, the most stringent shall apply.
B. All equipment and tools shall meet all applicable OSHA requirements.
Equipment or tools not meeting OSHA requirements will not be allowed on the project sites.
C. Failure to comply with the requirements of this section and related sections may result in suspension of work.
D. Safety Supervisor: Contractor shall designate a responsible supervisor to oversee and carry out the safety program. Safety Supervisor shall have a minimum of three (3) years’ experience overseeing project safety on similar projects. Submit the following information:
1. Company name;
2. Employee name and telephone numbers (landline and mobile)
3. Proof of Experience: Provide contact information for Owner of a minimum of three (3) projects, performed in the last three (3) years

a. Project name and address;
b. Owner’s name and telephone number
E. Qualifications of Employees:
1. All employees must be physically qualified and able to perform their assigned duties in a safe manner.
2. Do not allow employees to perform work whose ability or alertness is impaired because of prescription or illegal drug use, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
3. Operators of vehicles, mobile equipment, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be fully capable of operating such equipment.
a. Provide operating instructions for all equipment.
b. Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.
ACCIDENT REPORTING:
A. Reportable Accidents: A project reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, fires, and property damage by accident in excess of $100. Notify Contracting Officer, Steamtown Safety Manager, and other appropriate Steamtown personnel immediately in the event of a reportable accident.
Within 7 days of a reportable accident, fill out and forward to Contracting Officer an Accident/Property Damage Report (Form CM-22). Form may be obtained from the Contracting Officer.
PRODUCTS:
ACCIDENT PREVENTION PLAN:
A. The Plan shall be written to comply with Occupational Health and Safety Act (OSHA) requirements and shall reflect project specific requirements (a generic plan is not acceptable) including but not limited to the following:

1. Name of Safety Supervisor to carry out the program.
2. Weekly and monthly safety meetings.
4. First aid procedures.
5. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to provide for property protection and safety of the public, National Park Service personnel, and Contractor's employees. Identify the work included under each phase.
6. Training, both initial and continuing.
7. Planning for possible emergency situations, such as floods, fires, cave-ins, slides, explosions, power outages, and wind storms. Such planning shall take into consideration the nature of construction, site conditions, and degree of exposure of persons and property.
PROJECT SAFETY:
A. Contractor shall ensure the safety of his employees, Government personnel, the public and the project site at all times.

PART II: WORK REQUIREMENTS
Special Notes:
The Contractor shall be required to have a qualified Watchman on the construction site during all activities where construction activities, equipment or supplies are within four feet of any Active Track known as Fouling. Further, during construction activity, any actions that might result in fouling of any Active Track shall be avoided or closely coordinated with the Steamtown Yardmaster AND the DL Dispatcher to obtain permission from BOTH to foul the track for as brief a period of time as possible while moving materials and equipment necessary for the construction work. Both the Yardmaster and Dispatcher shall be notified that the track is CLEAR upon completion of the movement of materials.
The Boardwalk from the Parking Area to and up to the concrete crossing at the Depot Deck:
The existing 12 ft. to 14 ft. wide boardwalk planks and sleepers shall be completely removed, and the removed wood shall be disposed of by the contractor in accordance with the regulations of the City of Scranton and the State of Pennsylvania. The existing gravel shall be graded and tamped to provide a firm base for the new sleepers. The gravel shall be graded such as to maintain the present grade level of the boardwalk when the new sleepers and planks are installed. This grading shall require that excess gravel be removed to establish the needed grade.
All 4 x 6 in. running beam sleepers, 6-inch face to be face up, shall be replaced with southern yellow pine, pressure treated with micronized copper azole having retention level of 0.15 or greater. These sleeper beams shall be set on 24-inch centers and toe-nailed to hold alignment. Washed pea gravel shall be placed between the 4 x 6 running beams and lightly tamped, to not be higher than the tops of the sleepers, to stabilize the sleepers.
There is a manhole within the run of the boardwalk, and provision shall be made to provide access to this manhole in the sleeper and planking layout. It is suggested that the segment of the boardwalk over the manhole be constructed such that the Panel of sleepers and planks may be lifted as a unit to reveal the manhole.

Decking shall be 2 x 6 in. southern yellow pine, pressure treated with micronized copper azole having retention level of 0.15 or greater. Stainless steel screws shall be used to affix the decking to the 4 x 6 running beam sleepers. Decking shall be placed with 1/8 inch spacing edge to edge to permit drainage.
Decking shall be painted with two coats of a water repellent, scuff resistant deck stain, similar to Sherman-Williams Exterior Superdeck Solid Color Stain – 3046 Pine Cone.
The yellow detectible warning strips shall be removed from the boardwalk at the depot end and shall be reinstalled on the new planking at that end of the boardwalk.
Crossings and crossing materials shall be installed in accordance with industry best practices. Upon completion of the grade crossing installation, the flangeways through the crossing shall be a minimum of 1 ½ inch deep and between 2 and 2 1/2 inches wide. Flangeways shall be filled with an ADA approved rubber flangeway rail seal, to minimize hazards to the pedestrians. A smooth transition shall be made between the crossing surface and the adjoining walkway structures. Wooden boards shall be installed crossings to meet the adjacent walkway structures and shall be graded to provide a uniform surface to and from the existing structures.
The Mall Bridge Approach Walkway:
The Mall Bridge Approach Ramp wood structure shall be repaired with sections raised as necessary to remove any tripping hazard. Up to 100 individual roughly 2in x 4in x 13ft 6in southern yellow pine pressure treated boards shall be replaced along the walkway to the Mall Bridge Gate. Additional supporting gravel shall be added as necessary to provide a more secure support for the walkway approach.
Painting:
The project includes the painting of the 120 ft. by 5 ft. of Mall Bridge fencing, 4 light poles and the gate that closes across the Mall Bridge with an exterior gloss black paint. This paint shall be a Polyurethane, aliphatic, gloss black (Gloss Level 6). This paint should be similar to Benjamin Moore Corotech Aliphatic Acrylic Urethane Gloss – V500 in properties.

Portable Toilets:
OSHA requires a portable toilet on a construction site under the Safety and Health Regulations for a Construction (1923.51 (c) (1), 1926.51 (c) (3), (I), (ii), (iii), (iv) ). The Contractor shall supply at least one portable toilet, and associated services at the staging area for this project, and see to its proper maintenance and security, and comply with all the OSHA requirements.
The Contractor shall complete all phases of this Project within a 60 calendar day period to include all Cleanup of the Construction Areas, Staging Areas and removal of all temporary crossings.

PART III: SUPPORTING INFORMATION
Steamtown NHS is open daily 7 days a week from 9:00 am to 5:00 p.m., except Thanksgiving Day, Christmas Day and New Year’s Day. Maintenance personnel are on-site daily at 6:00 a.m. All work shall be completed between 6:00 a.m. and 4:30 p.m., Monday through Friday. In the event of a potential scheduling conflict, the contractor shall coordinate with the COR to ensure continuity.
The contractor shall be responsible for compliance with standard procedures and protocols for obtaining authorization to commence work or occupy any area on or near the Steamtown Yard Tracks. The contractor has 60 calendar days to complete work after receipt of the notice to proceed. The time stated for completion shall include final cleanup of the premises. It is highly recommended that prospective contractors visually inspect the proposed work site to obtain a clear perspective of this scope of work.
