STATEMENT OF WORK

SAN MARCOS AQUATIC RESOURCE CENTER

SAN MARCOS, TEXAS

1. PEFORMANCE WORK STATEMENT (PWS): The Contractor shall provide all labor, equipment, tools, materials, transportation, management, supervision, and other items necessary to perform commercial custodial services with the exception of Government furnished items at San

Marcos Aquatic Resources Center located in San Marcos, Texas.

2. LOCATION AND SQUARE FOOTAGE: The approximate size of the area to be cleaned is 5,366 square feet and are as follows: Four (4) buildings, SMARC Admin, EEA Bldg., HH bldg., and

TXFWCO.

3. BUILDING DESCRIPTIONS: The buildings have both carpet and tile floors. Custodial services shall be performed in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance. The Contractor shall be required to maintain all areas at a standard commensurate with a commercial corporate headquarters open to the general public. Cleaning means the removal of all foreign substances and/or matter from the item/area being serviced regardless of the type of service. The contractor shall be fully responsible for restoring furniture, furnishings, and any equipment to their as found position when such must be removed for custodial operations.

4. SERVICES REQUIRED: The cleaning services will be performed once every week. In addition, a special cleaning of high dusting (above 10’), check for and remove cobwebs, thoroughly dust all blinds, and window coverings and wall mounted picture frames, vacuum heat and/or air vents and clean all telephones using a disinfectant.

5. TASKS TO BE PERFORMED:

FOYER/LOBBY/HALLWAY/BEHIND COUNTER:

Remove trash to collection point, replace liners. Dust all horizontal surfaces, straighten any magazines on tables. Dust unobstructed horizontal surfaces behind counter. COMPUTERS AND

PAPERWORK WILL NOT BE DISTURBED. Spot clean walls, doors, door frames, kick plates, light switches, etc. Thoroughly clean all door glass to remove fingerprints and smudges. Clean, sanitize and polish all drinking fountains. Sweep and/or dust mop all hard surface flooring to remove all loose debris. Damp mop all hard surface flooring to remove soil and spills. Vacuum all carpeted areas. Remove mats, rugs and runners, vacuum/sweep and mop underneath and replace. Spot clean as needed. Vacuum mats, rugs and runners. Spot clean as needed. Thoroughly clean all interior glass to remove spots, smudges, and fingerprints. Wet wipe horizontal surfaces and waste receptacles as needed to remove spills.

OFFICES/CONFERENCE ROOM

Remove trash to collection point, replace liner. Dust all horizontal surfaces; straighten any magazines on tables. COMPUTERS AND PAPERWORK WILL NOT BE DISTURBED. Spot clean walls, doors, door frames, kick plates, light switches, etc. Thoroughly clean all interior glass to remove spots, smudges, and fingerprints, etc. Dust/wipe down conference room table and chairs. Return chairs to original positions. Vacuum all carpeted areas. Spot clean as needed. Move and vacuum mats, rugs and runners. Vacuum underneath and replace. Spot clean as needed.

RESTROOMS

Remove all trash to collection point, replace liners. Damp wipe all horizontal surfaces with a disinfectant. Clean, disinfect and polish all dispensers and fixtures. Clean and disinfect all basins, counters, toilets and urinals both inside and out. Clean and polish all chrome, stainless and bright work. Stock all towels, tissue and hand soap. Sweep hard surface flooring to remove loose debris.

Damp mop hard surface flooring with a disinfectant and rinse. Move and vacuum mats, rugs and runners. Sweep and mop underneath and replace. Spot clean as needed. Spot clean and disinfect walls, doors/frames, baseboards, kick plates, light switches.

6. DEFINITIONS

Clean “Clean” shall be defined as free of dirt, dust, spots, marks, streaks, stains, smudges, mop strands, litter, debris, and other residue. Following cleaning procedures, finished areas shall have a uniform luster, with no evidence of missed areas and all surfaces dry and the corners clean.

7. HOURS OF OPERATION: Normal Duty Hours. Cleaning will be performed during business hours.

The day cleaning service will be performed will be determined by the COR and contractor subsequent to award.

The normal operating hours are Monday through Friday

0730 – 1600. Closed on Federal holidays

Recognized Holidays. No work shall be performed on the 11 Federal Holidays. The following are observed Federal holidays:

New Year’s Day Juneteenth Veteran’s Day

Martin Luther King Day Independence Day Thanksgiving Day

President’s Day Labor Day Christmas Day

Memorial Day Columbus Day

8. CONTRACTING OFFICER’S REPRESENTATIVE (COR): The COR is the representative of the Contracting Officer (CO) and shall participate in the administration of this contract.

9. INSPECTION: In accordance with the clause at 52.246-4, Inspection of Services-Fixed-Price, all work performed under this contract is subject to Government inspection at any time. All findings of unsatisfactory or non-performed work will be administered in accordance with the consequences of

Contractor’s failure to perform required services clause. All costs associated with rework are the responsibility of the Contractor. The Government reserves the right to choose the inspection methods to be used in implementing its quality assurance program and to vary the inspection utilized during the work, without notice to the Contractor. The Contractor shall ensure correction action is taken immediately or at a maximum of within 1 working day and shall notify the COR of the corrective action taken and the planned action to preclude repeating the deficiency.

10. CONTRACTOR PERSONNEL: Contractor Employees. The Contractor shall furnish sufficient personnel to perform all work specified within the contract. The Contractor shall supply a fully qualified work force, within Fourteen (14) days of contract start date, to service all areas as specified in this statement of work. All Contractor employees shall be citizens of the United States of America, or an alien who has been lawfully admitted for permanent residence or who presents other evidence from the Immigration and Naturalization Service that employment will not affect his/her immigration status. Contractor employees shall be able to read, write, speak and understand the English language in order to communicate with staff. The Contractor shall provide training to personnel on the proper procedures for disinfecting, cleaning up, and properly disposing of blood and other potentially infectious materials. The Contractor will provide the proper protective equipment necessary (gloves, gowns, face shields or masks, eye protection and protective clothing) at all times when performing this type of service.

11. GOVERNMENT-FURNISHED SERVICES: The Government shall furnish the Contractor with cleaning supplies, trash bags, and necessary items to restock restroom facilities. The Government shall furnish the Contractor with a facility with hot and cold water, electricity, sanitary sewers, at no cost for the sole purpose of accomplishment of this contract. Failure of the Government to furnish the utilities at any time during the performance of the contract due to outages or other interruptions in service shall not be used by the Contractor as a basis of claim against the Government. In the event of power outage or interruption the Contractor is not relieve from performing those tasks which do not require power. Contract operations shall minimize the use of electricity, heat, water, and sewage. The

Contractor shall report the malfunction of any utility device or the misuse of any utility to the COR, immediately, either verbally or telephonically.

Space for Contractor’s Operation. The Government will provide the Contractor with a custodial closet for official business only in the performance of this contract. The Government property will not be used in any manner for any personal advantage, business gain, or other personal endeavor by the

Contractor or his employees. The Contractor’s custodial closet will be lockable, and the Government will furnish the key. If at any time during the contract period the lock needs to be changed, the

Contractor shall bear the expense of the change and provide a copy of the new key to the COR. The

Contractor shall not make any alterations to the space except with the written permission from the

COR.

Storage of any flammable or explosive liquids in the building is prohibited. The use of gasoline or propane powered equipment must be approved by the COR before it is used. The Government will not be responsible for any damage or loss to the Contractor’s stored supplies, materials, replacement parts, or equipment. The Contractor will maintain the janitorial closet in a clean, tidy and professional manner equal to the same standards as similar areas occupied by the Government.

The Contractor shall be responsible for safeguarding all Government property provided for

Contractor use. At the end of each work period, Government facilities, equipment and materials shall be secured. The Contractor shall be responsible for any damage caused by his/her personnel to the building, finishes, furnishings, equipment, etc. and shall repair, clean, replace, or restore damaged items to the condition existing immediately prior to the item being damaged.

A “Caution, Wet Floor” sign shall be furnished and displayed by the Contract during all operation involving liquids on floor surfaces.
