GENERAL REQUIREMENTS GENERAL INFORMATION AND
REQUIREMENTS

PART 1: GENERAL
1.01 SUMMARY:
A. Description of work: Clearing, grubbing, excavation, embankment development, for construction of earth dams and pits as shown on the drawings and in the Work Data Sheet. Furnishing labor, equipment, supplies and materials to repair one reservoir.
BR-43 Reservoir: Furnish equipment and labor to repair reservoir. Before work commences submit a plan for unwatering reservoir with Pumps or Siphons.
Reservoir water level to be at elevation 96.0 or lower. Excavate top of embankment 3.5 feet down to approximate elevation 96.5 and place fill back
in. All work on reservoir between sta 1+00 and 2+60 (See drawings). Remove woody vegetation on front slope of embankment between above mentioned stations and bury in approved area off site.
B. Location: Work under this Contract is located in Blaine County, State of Montana. The work locations are shown on the drawings.
C. Work Data Sheet: Designates the type and quantity of work required at each project location, and dimensions required for typical drawings.
1.02 DEFINITIONS:
A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing.
1.03 SUBMITTALS:
A. Scope: Submittals include the work schedule
1.04 QUALITY ASSURANCE:
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference with the same force and effect as if they were given full text.
B. Conflict: Where conflict occurs between reference documents and project specifications, the project specifications shall govern.

A. Access to the Work:
1. Access to the work shall be provided by and at the Contractor's expense. Prior to the building of access roads across lands under the jurisdiction of the Bureau of Land Management, the Contractor shall obtain approval of the Contracting Officer.
2. Public or private access roads damaged by the Contractor shall be restored, at the Contractor's expense, to the same condition they were in at the commencement of work.
3. Access construction shall be accomplished with regard for environmental considerations.
4. Utilities: Before starting excavation, establish the location and extent of overhead and underground utilities in the work area. Protect active utility services uncovered by excavation. Damage to any utilities shall be repaired or replaced at the Contractor’s expense.
Repair to damaged utilities shall be started immediately unless otherwise authorized by the Contracting Officer. (Montana Utility Mark Out Telephone No. 1-800-424-5555)
B. Environmental Considerations:
1. Operations of the Contractor (including storage of materials, project office, camping area, and equipment parking) upon Government premises shall be confined to areas approved by the Contracting Officer.
The surrounding landscape shall not be disturbed In the event that it is disturbed, the Contractor shall restore that area at the Contractors expense. Government premises adjacent to the construction site will be made available for use by the Contractor without cost whenever such use will not interfere with other Government activities.
2. Motorized equipment brought in from outside local areas shall be clean to help prevent the spread of noxious weeds. Power washing may be required.
3. Work will not be allowed on the site during winter and spring months due to Wildlife Issues associated with the Environmental Assessments.
The Environmental Assessments specify that NO construction will be allowed between December 1st and JuLY 15th due to Mule Deer, Pronghorn winter range and Greater Sage Grouse nesting habitat.
1.06 SEQUENCING AND SCHEDULING:

A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within 3 calendar days.
PART 2: PRODUCTS

PART 3: EXECUTION
3.01 PROJECT MEETINGS:
A. Pre-Work Conference:
1. Notification: A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.
2. Attendance: The Contractor, subcontractors and the person or persons responsible for coordination of the work shall be present at the meeting.
3. Presentation: The Contractor shall be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.
B. Progress Meetings:
1. Location: Meetings shall be held at the project site, or as determined by the Contracting Officer.
2. Notification: Meetings may be called by either the Contracting
Officer or the Contractor. Request shall state who should attend.
C. Final Inspection:
1. Location: Meeting shall be held at the project site, or as determined by the Contracting Officer.
2. Notification: The Contractor shall notify the Contracting Officer at least 3 working days before the scheduled completion date so the Government can schedule final inspection.

3. Attendance: Contractor shall require the superintendent be present during this inspection.
3.02 WORK LAYOUT:
A. Requirements: The Government will set construction stakes to give the Contractor measurements, lines and grades necessary for the work executed under the Contract. Baseline monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at the Contractor's expense.
3.03 PROJECT MONUMENT:
A. Requirements: The Contractor shall install a Government-furnished project monument at the location designated by the Contracting Officer.
PART 4: MEASUREMENT AND PAYMENT
4.01 METHOD OF MEASUREMENT:
A. Units: The work described in this section will not be measured for payment.
4.02 BASIS OF PAYMENT:
A. Payment: No direct payment for the work described under this section will be made. Contractors shall include consideration for this item in the bid price for other scheduled items of the Contract.

PART 1 - GENERAL
1.01 WORK INCLUDED:
Except as otherwise noted, identify, obtain, maintain, and proceed in conformity with all required permits for the Work.
Obtain all Permits necessary for the completion of the Work. Any costs associated with these Permits are included as part of the Contract Price as incidental costs.
1.02 SUBMITTALS:
Prior to proceeding with the work authorized by the Permit, supply to the GOVERNMENT a copy of all Permits obtained. Perform all compliance testing required by the permits. Submit results of compliance testing directly to the appropriate review agency. Provide copies of all results to GOVERNMENT.

PART 1 - GENERAL
WORK INCLUDED:
The work within this section consists of removing all trees, root balls, shrubs, brush, tall grass and similar vegetation as necessary to complete the Work.

EXECUTION
REQUIREMENTS:
Remove all trees, shrubs, brush, tall grass, and similar vegetation located on the embankment between station 1+00 and station 2+60. Perform all clearing in a safe, prudent and lawful manner and only within the construction limits indicated on the Drawings. Dispose of all trees and shrubs on site as directed by the CO at no additional cost to the GOVERNMENT. Do not remove trees from the site without approval from the CO. All tall grass and topsoil will be placed back on the embankment. And paid for under MT- 02291(1)
TOPSOIL REUSE
Do not use topsoil removed by stripping for backfill or constructing embankments.
4.02 BASIS OF PAYMENT:
A. Payment: Prices and payment will be full compensation for the work described in this section.

SITE WORK MINOR EARTH DAMS AND PITS

Part 1: GENERAL
1.01 WORK INCLUDED:
A. Description: Clearing, grubbing, excavation, embankment development, for construction of earth dams and pits as shown on the drawings and in the Work Data Sheet. Furnishing labor, equipment, supplies and materials to repair one reservoir.

1.02 PROJECT CONDITIONS:
A. Work Limits: Work limits will be staked and control points established by the Government. Contractor shall not borrow outside staked areas (usually located below reservoir high water lines) without prior written approval form the Contracting Officer.
B. Climatic Conditions: No work required under this section will be allowed when materials are frozen or excessively wet.
C. Haul Distance: The maximum haul distance shall not exceed 1,500 feet, measured by the straight line distance from the center of mass of the embankment to the farthest point in the borrow area.
PART 2: PRODUCTS
2.01 MATERIALS:
A. Waste Material: Waste material is defined as brush, trees, stumps, frozen lumps, non-plastic silt, and oversized rocks. Oversized rocks are of such size and shape that will interfere with the uniform placement of earthfill materials in layers of specified thickness.
B. Topsoil: Topsoil material shall be considered to be that material which will sustain plant growth and includes sod, roots, and other small vegetative matter which con be uniformly placed to a thickness of 3 inches without protruding from the finished grade.
C. Permeable Material: Sand, gravel, and rock.
D. Common Excavation: Materials to be removed from excavation. Common excavation includes rip able material. Material shall be considered rip able if the Contractor is able to rip material with a rear-mounted, heavy duty, single-tooth, ripping attachment mounted on a crawler tractor having a power

rating of at least 195 net horsepower.
E. Embankment: Embankment materials shall be free of topsoil and waste material. Excavation required for embankment pay quantities shall be subject to the same material requirements as common excavation.
PART 3: EXECUTION.
3.01 PREPARATION:
A. Clearing, Stripping, Grubbing: The area to be excavated and the surface area to be covered by embankments shall be:
1. Cleared of waste material. The Contractor shall conserve available topsoil.
2. Stripped of topsoil, with the topsoil deposited in stockpiles at designated locations.
3. Grubbed to remove remaining waste material.
B Bank Sloping: Slopes not otherwise designated within the foundation area, including channel banks, shall be trimmed to a slope not steeper than 3:1.
Suitable material resulting from the bank sloping operation shall be removed and deposited in the embankment, or stockpiled for use in the embankment.
C Utilities: Before starting excavation, establish the location and extent of overhead and underground utilities in the work area. Protect active utility services uncovered by excavation. Damage to any utilities shall be repaired or replace at the Contractor’s expense. Repair to damaged utilities shall be started immediately unless otherwise authorized by the State of Montana. 3.02 INSTALLATION:
A. Placement of Topsoil: After construction of the embankment and excavation areas is completed, the stockpiled topsoil shall be uniformly placed to a depth of 3 inches over the downstream slope of embankments which are 3:1 or greater, areas above the highwater line, including the top and upstream slopes of embankments, spillways, borrow pits, and waterfowl islands to form a seedbed for planting.
B. Foundation: After the required preparation has been completed and the core trenches, when required on the Work Summary Chart or drawings, have been excavated, the foundation shall be scarified. Scarifying shall consist of ripping furrows to a depth of 6 to 8 inches. Furrows shall be a maximum of 3 feet apart and parallel to the axis of the embankment.
C. Excavation: Suitable excavated materials shall be placed directly in required embankments or if authorized, placed in temporary stockpiles and later placed in the embankment. Excavation material from core trenches for pit reservoirs shall not be stockpiled. Required excavation which is in excess of the requirements for embankment shall be designated as waste. Waste materials shall be uniformly placed immediately below the downstream toe of the embankment

in a manner that will not leave windrows. The Contractor shall use care not to disturb existing vegetation in natural spillways or sod watercourse areas below excavated spillways.
D. Embankment:
1. Materials shall be placed parallel to the axis of the embankment in even, continuous, approximately horizontal layers not more than 8 inches in thickness. The full cross section of the fill shall be maintained as each successive layer is placed.
2. Successive loads of material shall be placed to produce a distribution of material throughout the embankment that is free from lenses, pockets, streaks, or layers of material differing substantially in texture or gradation form surrounding material.
3. Travel of equipment shall be distributed evenly over the entire width of the embankment to obtain the maximum uniform compaction possible while placing material. Over compaction along the hauling route, which causes lenses to develop, shall be avoided. Should lenses develop, the Contractor shall scarify these areas prior to placing the next lift of material.
4. Permeable materials shall be placed downstream of the embankment core trench in the embankment to act as a underdrain or shall be placed above the high-water line of the embankment.
3.03 FIELD QUALITY CONTROL:
A. Uncompacted Embankment: Routing equipment as described above will be sufficient compaction. The Contractor will not be required to perform additional passes of his hauling equipment to increase the degree of compaction.
PART 4: MEASUREMENT AND PAYMENT
4.01 METHOD OF MEASUREMENT:
A. General: Unless otherwise provided the slope stake basis of measurement for earthwork will be used. Slope stake measurements taken prior to construction will be used provided the work has been acceptably completed in conformity to the staked lines and slopes. When changes in the original slope stakes are approved, final cross-section or comparable measurements will be taken of the completed work. Clearing, stripping, and grubbing of waste material and topsoil, stockpiling and placing topsoil , and scarifying foundations will not be measured for payment.

B. Common Excavation: Common excavation material will be measured in the original space occupied and includes:
1. Excavated material from designated borrow areas, water retention pits, pit cut spillways, and pit core trenches which is placed directly in water retention pit embankments and retention dam embankments.
2. Excavated materials designated and placed as waste.
3. Excavated material which is suitable for placement in minor retention dam embankment but authorized to be placed in temporary stockpiles. Stockpiled material which is subsequently placed in an embankment will also be included for payment under the respective pay item for embankment.
4. Separate payment for material excavated and placed directly in minor retention dam embankment or embankments from borrow areas, cut spillways, and core trenches will not be made under common excavation but will be considered for payment as embankment only.
5. When it is impractical to measure material in the original space occupied due to erratic locations of small deposits, three dimensional measurements of hauling vehicles will be used.
C. Embankment: Embankment material which includes the space occupied by the embankment and dam core trench will be measured in-place for minor retention dams. Embankment shall be classified as compacted or uncompacted as designated on the Work Summary Chart. The existing reservoir shall have their top and front slopes reconstructed.
D. Units: Measurements will be recorded in feet and volumes will be computed in cubic yards.
1. Nonprismoidal volumes will be calculated by the average end area method.
Formula: Volume = L(A1 + A2) / 27(2)
Where: L = Horizontal distance between cross sections.
A = Area of the cross section.
27 = Conversion factor for cubic feet to cubic yards.
2 = Divisor (averages of two areas).

DEWATERING AND CONTROL OF WATER

GENERAL
SECTION INCLUDES
This section identifies the construction requirements for dewatering and controlling water including but not necessarily limited to irrigation and canal operations, surface water runoff from precipitation, groundwater infiltration into excavations and the construction site, and canal diversions as may be necessary for the completion of the Work.

DEFINITIONS
Dewatering: Removal and control of groundwater from pores or other open spaces in soil or rock formations to allow construction activities to proceed as intended and includes relief of groundwater pressure.
Unwatering: Control and removal of ponded, seeping, or flowing surface water, or emerging subsurface water from excavated surfaces and from precipitation within and adjacent to excavations and construction zones using channels, ditches, gravel drains, gravel blankets, pipe, sumps, and discharge lines.
Canal Diversion: Routing flowing irrigation channels around the construction site using cofferdams, pipes, pumps, and other materials and equipment as may be needed according to Contractor’s means and methods, to allow construction activities to proceed as intended and to comply with any permit requirements.
SYSTEM DESCRIPTION
Design, install, operate, maintain, and monitor water removal and control facilities.
Design and layout facilities to collect discharge water from water removal systems and convey water to discharge points.
Select pump types and design discharge systems and settling ponds, if required. .
Coordinate system design with the SWPPP if necessary

PROJECT CONDITIONS
Conditions which may influence dewatering and water control include:
1. Frequency and rate of precipitation at the site and in the contributing drainage basin of natural channels, streams, and swales.
2. Subsurface conditions, including natural layering, thickness, permeability, and storativity of materials.
Water content and water levels and pressures in subsurface materials vary with location, depth, and material.

EXECUTION
GENERAL
Design, install, test, operate, maintain, and monitor dewatering and water control equipment facilities for the duration of construction.
Repair damage to work caused by inadequate performance of facilities, mechanical or electrical failure of equipment, or inadequate monitoring or maintenance of facilities.
Discharge and Disposal of Water:
1. Do not allow water resulting from dewatering and diversion activities to be discharged or disposed of in such a manner as to damage project or adjacent property.
2. Discharge water in compliance with construction permit requirements and all applicable laws and regulations.
DEWATERING AND UNWATERING
Temporary Facilities
1. Design, construct, operate and maintain temporary dewatering features as necessary to allow for inspection of the excavation bottom (i.e., no standing water) and to install materials in compliance with the specifications.
2. Remove temporary facilities when no longer required.
Water Removal and Control
1. Plans may be placed into operation upon approval, but approval does not relieve the
CONTRACTOR from responsibility for the adequacy of the unwatering and plans.
2. Remove water and maintain embankment, work areas, and borrow area free from water
31 23 19 -3 so that construction operations are performed in dry conditions. Continuously control water so there is no surface ponding during construction, including weekends and holidays and during work stoppage periods
3. The CONTRACTOR shall furnish all necessary labor, equipment, and incidentals necessary to dewater the project site during construction. All excavations shall be kept dry and free from water during all construction and the placement of materials. Water levels shall be lowered to an elevation at least 1 feet below the bottom of the excavations.
No groundwater or stormwater shall be allowed to enter or flow through this project site.
The CONTRACTOR shall, by pumping, dewatering wells, berming, or by other methods or combinations thereof, keep the construction area free from water.
4. At all times the CONTRACTOR shall provide sufficient protection to ensure the safety to personnel, equipment and materials, and the public for activities relating to dewatering. The CONTRACTOR shall be responsible for all damage to adjacent structures caused by dewatering activities.
5. The CONTRACTOR's dewatering program shall be conducted in such a manner as to avoid damage to existing structures. The CONTRACTOR shall be responsible for repairing all structures damaged because of the dewatering. No extra payment shall be made to the CONTRACTOR for repairing any structures damaged by dewatering.
6. Discharge water per all applicable obtained permits.
CLEANUP:
1. Upon completion of project tasks requiring temporary dewatering and diversion facilities specified herein, remove all such facilities, grade, and restore all disturbed areas to their original condition, and in accordance with these specifications.
2. All restoration is subject to approval by the Government.

Use of mechanical means to remove brush and woody vegetation from the upstream slope of the embankment between station 1+00 and 2+60. Remove root balls associated with the brush. Care should be taken to leave any rock rip rap on face of embankment
DEWATERING AND WATER CONTROL
Unwatering of reservoir impoundment area must be done before excavation and fill work to be done on embankment. High water line is at elevation 99.0 impoundment must be un watered down to elevation 96.0 at the highest elevation. As of 6-16-2023 water level is at 97.3 At this elevation approximately 10 surface acres of water.
