BLM - Alaska Fire Service Totson Mountain Power System Upgrade AFS Facilities at Totson Mountain, Alaska Specifications

1.0 Wind Generator

Successful bidder will provide one (1) Ampair 100 wind turbine (or equivalent). Wind turbine will be a low-maintenance model capable of handling expected environmental conditions at the top of a mountain in western Alaska. Turbine will meet or exceed the following specifications:

· 100 Watt or greater maximum power rating at 24V/DC

· Generates at least 60 watts of power at a 20 knot windspeed

· Rectified DC Output

· Startup Wind Speed rated at 6 knots or less

· Weight not to exceed 35 lbs

· Turbine blades between 35” and 40” in diameter

· Designed for Marine environments

· Rated to survive a three (3) second gust of wind at 136 knots or greater

2.0 Wind Generator Tower

Successful bidder will provide one (1) 10ft Rohn 45G (or equivalent) guyed lattice tower mounted onto a Rohn BPH45G (or equivalent) hinged base, along with all necessary hardware to erect the tower on the existing concrete footing. Tower will meet or exceed the following specifications:

· Steel tower rated for a minimum of 90mph winds

· Galvanized for corrosion resistance

· Compatible with hinged base to ease of installation and maintenance

· 1 ¼” tubular steel legs with continuous solid round steel 7/16” bracing

3.0 Batteries

Successful bidder will provide ten (10) Sun Xtender PVX-1040T 12V batteries (or equivalent). Batteries should be high-quality, long-life AGM Deep-Cycle Batteries that meet or exceed the following specifications:

· Weight per battery not to exceed 65 lbs

· Non-spillable AGM deep-cycle battery

· Nominal Capacity 24hr discharge (at 25 ℃) of 104 Ah

· Nominal Capacity 1hr discharge (at 25 ℃) of 65 Ah

· Maximum dimensions of 13” x 7” x 9”

· M8 threaded insert terminal connections on the top of the battery

4.0 Guy Wires for Solar Panel

Successful bidder will provide two steel cables (wire rope) of appropriate length, two stainless steel turnbuckles for tensioning, and all necessary hardware to attach the guy line from each end of the existing solar panel assembly to existing concrete footings on the ground. Bidder will determine appropriate gauge of wire rope to handle expected wind loading at site.

5.0 Solar Panel Junction Boxes and Wiring

Successful bidder will provide one Photovoltaic Solar Panel Junction Box for each solar panel currently installed on the site, as well as new arctic-grade wiring of an appropriate gauge to replace existing wiring between the panels and the charge controllers inside the shelter. Junction boxes will meet or exceed the following specifications:

· Weatherproofed to a minimum of IP65

· Rated for a solar panel of at least 180 Watts

· Rated for a temperature range of at least -40 ℃ to +90 ℃

· UL-Rated

6.0 Circuit Breaker and Generator Wiring

Successful bidder will provide wiring between the generator, generator charge controller, junction box, and battery banks that meets or exceeds the following specifications:

· Rated for a temperature range of at least -40 ℃ to +90 ℃

· 2-guage or larger

· Constructed of stranded copper

Successful bidder will provide one DC Circuit breaker for the generator charging circuit that meets or exceeds the following specifications:

· Rated for 100 Amps of current at 24V/DC

· Connections sized to accommodate 2-guage wire

· UL-Rated

Successful bidder will provide one DC Power Junction Box for the generator charging circuit that meets or exceeds the following specifications:

· Rated for a minimum of 100 Amps at 24V DC

· Connections sized to accommodate 2-gauge wire

7.0 Generator Fuel Line Protection

Successful bidder will provide materials necessary to construct two (2) low concrete barriers, one on each side of the outdoor section of the generator fuel line. Barriers will be five (5) feet long and at least six (6) inches tall.

8.0 Power System Monitoring and Remote Control

Successful bidder will provide materials necessary to assemble a remote monitoring system for the Totson Power System. Unless otherwise specified below, all components in this system will be rated to a minimum temperature of -30C or colder and a maximum temperature of +40C or hotter. Monitoring system will have minimal standby power draw and will include a built-in webserver to allow monitoring functions to take place entirely on the LAN (will not require a connection to the internet). This monitoring system will consist of the following components or equivalent compatible devices that meet or exceed the below specifications:

1. System Control Units:

a. One (1) Control by Web X-418-E Web-Enabled Industrial Analog Input Module AND One (1) Control by Web X-420-E Web-Enabled Instrumentation-Grade Data Acquisition Module (or equivalent), providing a combined:

i. Minimum of 12 channels of 16-Bit Analog Input, with channels supporting some combination of Single Ended, Differential, and 0-20mA input. Minimum Logging Rate of 25Hz, Minimum Sample Rate of 50Hz.

ii. Minimum of 2 channels of 0-5VDC Digital Input

iii. Minimum of 2 channels of Relay Output (Can be combined with Digital Input Channels)

iv. Minimum of 1 channels of Frequency Input for use with millivolt magnetic wind speed sensor, supporting an input frequency range of 0-20kHz sine or square wave

v. 1-Wire Digital Port with support for at least 8 sensors

vi. Built-In Webserver for Configuration and Remote Monitoring

vii. HTTP/HTTPS/TCP/NTP/SMTP/FTP protocol support

viii. Programmable with support for a scripting language (BASIC or similar)

ix. Powered by 9-28VDC and POE (Power Over Ethernet)

x. Capacitor or Battery Backup to retain Clock, External Variables, Relay State, and Counters for a minimum of two (2) weeks.

xi. Data Storage on Nonvolatile Flash Memory with a minimum storage of 3000K

xii. FCC 47CFR15 Class A Compliant

2. Wind Generator Monitoring Sensors:

a. One (1) OSI CTH-025X5T Hall-Effect DC Current Transducer – Extended Temperature Range or equivalent

i. Hall-Effect sensor with integrated output amplifier

ii. Clamped, Split-Core Design (non-invasive installation)

iii. 0-25 Amp DC Current Sensor Input

iv. 5VDC Sensor Output

v. 24VDC Input Power

vi. Minimum Operating Temperature of -40C or colder. Maximum Operating Temperature of +60C or hotter.

b. NRG Systems NRG 40 Anemometer or equivalent

i. Measurement Range of 1-96 m/s or greater

ii. Low-Level (millivolt) AC Sine Wave Output

iii. Output Signal 0Hz to 125 Hz

iv. Minimum Operating Temperature Range of -40C to +40C

3. Solar PV Monitoring Sensors

a. Two (2) OSI CTH-101X5T Hall-Effect DC Current Transducer – Extended Temperature Range or equivalent

i. Hall-Effect sensor with integrated output amplifier

ii. Clamped, Split-Core Design (non-invasive installation)

iii. 0-100 Amp DC Current Sensor Input

iv. 5VDC Sensor Output

v. 24VDC Input Power

vi. Minimum Operating Temperature of -40C or colder. Maximum Operating Temperature of +60C or hotter.

4. Generator Monitoring Sensors

a. One (1) OSI CTS-150 Selectable-Range AC Current Transducer or equivalent

i. Clamped, Split-Core Design (non-invasive installation)

ii. Selectable Sensor Range of 0-50, 100, and 150 Amps AC

iii. Minimum Input Frequency Range of 50-60Hz

iv. Temperature Effect of 0.007% / Degree C or less across an Operating Temperature Range of -40C to +60C

v. 5VDC Sensor Output

vi. Accuracy within 1% of full scale

vii. Minimum of 600 Volts Isolation, tested to a minimum of 3500 Volts

viii. RoHS Compliant

b. One (1) OSI DVT7X5 DC Voltage Transducer or equivalent

i. DC Voltage Transducer with user-selectable input ranges that include 5, 10, 15, 25, and 50 VDC

ii. Sensor Input Range from 50mV to 600V

iii. Sensor Output proportional to Voltage Input for Selected Range

iv. Over-Range Capability of at least double the selected range without damage to the sensor

v. Accuracy of 0.5% of full-scale or better

vi. Minimum of 500 Volts Isolation, tested to a minimum of 2500 Volts

vii. Minimum Operating Temperature Range of -30C to +60C

5. Battery Bank Monitoring Sensors

a. One (1) OSI DVT7X5 DC Voltage Transducer or equivalent

i. DC Voltage Transducer with user-selectable input ranges that include 5, 10, 15, 25, and 50 VDC

ii. Sensor Input Range from 50mV to 600V

iii. Sensor Output proportional to Voltage Input for Selected Range

iv. Over-Range Capability of at least double the selected range without damage to the sensor

v. Accuracy of 0.5% of full-scale or better

vi. Minimum of 500 Volts Isolation, tested to a minimum of 2500 Volts

vii. Minimum Operating Temperature Range of -30C to +60C

b. Three (3) OSI CTH-101X5T Hall-Effect DC Current Transducer – Extended Temperature Range or equivalent

i. Hall-Effect sensor with integrated output amplifier

ii. Clamped, Split-Core Design (non-invasive installation)

iii. 0-100 Amp DC Current Sensor Input

iv. 5VDC Sensor Output

v. 24VDC Input Power

vi. Minimum Operating Temperature of -40C or colder. Maximum Operating Temperature of +60C or hotter.

6. Electrical Loads Monitoring Sensor

a. One (1) OSI CTH-050X5T Hall-Effect DC Current Transducer – Extended Temperature Range or equivalent

i. Hall-Effect sensor with integrated output amplifier

ii. Clamped, Split-Core Design (non-invasive installation)

iii. 0-50 Amp DC Current Sensor Input

iv. 5VDC Sensor Output

v. 24VDC Input Power

vi. Minimum Operating Temperature of -40C or colder. Maximum Operating Temperature of +60C or hotter

9.0 Wiring and Miscellaneous Hardware

Successful bidder will provide any parts required to install and configure the above listed physical deliverables.
