Purchase of EMS Lynx II Tissue Processor for Histology
Statement of Work (SOW)
1.0 Introduction
The purpose of this procurement document is to obtain and deliver an EMS Lynx II Tissue Processor for Histology with all system components listed within this SOW to the U.S. Fish and Wildlife Service, New Mexico Fish and Wildlife Conservation Office, located at 3800 Commons Ave. NE, Albuquerque, NM 87109.
The Contractor must furnish all products listed herein.
2.0 Points of Contact
The customer agency Project Point of Contact (POC) will be the liaison at all times between the customer agency and awarded Contractor. The Contractor will be required to comply with the requirements set forth by the Project POC.

3.0 General Requirements
The product and services called for under this SOW must be performed in accordance with the terms, conditions, and specifications stated herein until such time as said services are completed to the satisfaction of the Government.
4.0 EMS LYNX II TISSUE PROCESSOR FOR HISTOLOGY REQUIREMENTS
The successful Contractor awarded this project must provide all components, hardware, and parts necessary for proper assembly, installation, and operation for the tissue processor for histology described in the specifications below.
The requested item must be suitable for histological processing, with a reagent carousel suitable for holding cassettes and component parts that are compatible with the following reagents:
formalin, alcohol, xylene, xylene substitutes, water, paraffin, and 10% bleach solution for system cleaning.

4.1 EMS LYNX II TISSUE PROCESSOR FOR HISTOLOGY
The EMS Lynx II Tissue Processor for Histology will be used for a variety of fisheries biology applications specific to reproductive ecology studies.
Mandatory Requirements/Specifications:
• 12 reagent vials for HP processing, each 125 ml volume
• 12 reagent vials for EM processing, each 25 ml volume
• 10 Programs for EM and 10 programs for Histology
• Two independently controlled heating/cooling stations
• Easy replacement of reagent carousel
• Paraffin Processing
• Sample agitation
• Vacuum infiltration during processing
• Ability to choose between plastic and metal containers for improved chemical compatibility and heat transfer
• External media-based interface to a personal computer (PC) for ease of programming and allowing for the editing of programs on a PC and the transfer of programs between the LYNX II and the PC
• Built-in fume extraction and ability to connect the discharge hose to lab exhaust system
• Internal battery back-up during power fail to protect the samples
• Ability to continue run after power interruption
• User Friendly Operator Interface
4.2 Product Requirements
The successful Contractor awarded this project must provide all components, hardware, and parts necessary for proper assembly, installation, and operation, even though certain items may not be specifically described in the specifications. Contractors must include the cost of such components, hardware, and parts in the quotation price.
5.0 Delivery Requirements and Inspection
1. Upon award, the Contractor must submit an estimated timeline it takes from time of awarded contract to the delivery of the Lynx II Tissue Processor for Histology.
2. Delivery of the equipment must occur during normal business hours, unless otherwise specified in writing by the Project POC. Normal business hours are 7:30 a.m. – 4:30 p.m.
(MST), Monday through Friday; except for federal holidays. Recognized U.S. Federal Holidays are as follows: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday.
3. Unloading the product is the sole responsibility of the common delivery carrier. No labor or equipment will be provided by the government to unload the supplies.
4. All shipping and handling charges must be included in bid or be paid by the contractor.
5. The Contractor must provide the Project POC with all tracking numbers from the common carrier used to deliver the items.
6. Any incorrect, missing or damaged product must be replaced, at no expense of the Government, within five (5) business days.
7. Responsibility and liability for loss or damage items during transit must remain with the contractor until final inspection and acceptance by the customer agency.
8. The Contractor must ensure that all products comply with the specifications listed herein.
5.1 Delivery Location and Inspection
Delivery will be conducted at the following location:
U.S. Fish and Wildlife Service New Mexico Fish and Wildlife Conservation Office 3800 Commons Ave. NE Albuquerque, NM 87109
Upon delivery of the product(s), the Project POC will inspect packages and product to insure accuracy of shipment. The Project POC will have 10 business days, from the date of delivery, to inspect and test the Lynx II Tissue Processor for Histology. If any parts were damaged during transit or if there was in an inaccuracy of the order or product shortage, the Contractor must replace all damaged product and ship the corrected or items missing within five (5) business days.
6.0 Manuals and Warranty Documentation Requirements
1. The Contractor must provide all user guides and technical, installation and maintenance manuals for the Lynx II Tissue Processor for Histology.
2. The Contractor must provide all general conditions of warranty for all components of the new Lynx II Tissue Processor for Histology.
7.0 Project Close-out
1. The Contractor will protect all warranties by immediately correcting all omissions, mistakes or damage.
2. The Project POC will sign off on the delivery order if it is determined that the product is in compliance with the purchase order/contract.
