I. Descrip�on of Work

Scope of Work

The Carson Na�onal Forest is pursuing road recondi�oning and maintenance ac�vi�es to be accomplished during Fiscal Year 2024. These opera�ons are to be completed along Na�onal Forest System Roads (NFSR) 161, 161D, 161E, and 161E1 within the Camino Real Ranger District. Work is necessary to accommodate access, stabilize roads, and drainages within the Hermits Peak-Calf Canyon Fire perimeter. These roads will accommodate future post-fire �mber cu�ng opera�ons and will be subject to the transport of heavy machinery and log hauling.

The project landscape is flat and located at the mid eleva�ons of the area (~10,000 feet). The landscape is used by the public for firewood cu�ng and a trailhead (Serpent Lake Trail #19) is located near the end of NFSR 161. Future objec�ves are to priori�ze passenger car access and moderate comfort for NFSR 161 and storage for NFSR 161D, 161E, and 161E1.

Road maintenance on NFSR 161 will include grading, brushing, culvert cleaning, spot surfacing, and culvert replacement. Road maintenance on NFSR 161D will include road opening, brushing, and grading.

Road maintenance on NFSR 161E will include road opening, brushing, grading, drainage dip construc�on and maintenance, and road widening. Lastly, road maintenance on NFSR 161E1 will include brushing and grading.

Technical Requirements and Tasks

This contract contains seven different tasks, each of which are applicable to at least one of the four roads. Each road requires a different combina�on of such tasks as detailed in the lists below.

NFSR 161D: Task 1, Task 4, Task 5

NFSR 161E: Task 1, Task 4, Task 5, Task 6

NFSR 161E1: Task 1, Task 4

The following are detailed descrip�ons of each of the seven tasks. See the atached Road Maintenance T- Specifica�ons atachment for more informa�on.

1. Surface Blading (T-803)

Surface blading shall smoothen the roadway surface and orient the roadway towards the fill slope (i.e., outslope the roadway).

The slope of the road shall remain consistent with the included Drawings and Specifica�ons and the width of the traveled way shall not change unless specifically instructed by the CO. All berms created from blading opera�ons and all pre-exis�ng berms shall be removed and all suitable material shall be incorporated into the surface of the traveled way unless otherwise agreed with the CO. Turnouts shall be included with the blading of the traveled way.

Blading shall be accomplished with a series of grader passes parallel to the road centerline. All corruga�ons, depressions, and washouts shall be removed by scarifying or undercu�ng such defects. Fines accumulated from blading opera�ons or from drainage dip addi�ons or maintenance shall be redistributed on the road surface. Rocks, woody debris, and other material greater than three (3) inches in size that remain on the traveled way shall be sidecast from the road. Sidecas�ng into a body of water of any kind shall not be permited.

Blading shall result in a result in a roadway free of potholes and washboards and in a surface accessible to high-clearance vehicles.

Surface blading shall also accomplish road widening in loca�ons detailed in Exhibit A. In these loca�ons, the road template shall be extended by the lengths described in Exhibit A. Road widening shall be balanced along both the cut and the fill slope. No new material shall be brought in to accomplish road widening. The width of the road at all other loca�ons shall not change unless otherwise approved in wri�ng by the CO.

Suitable material generated from road widening shall be incorporated into the exis�ng road surface. Unsuitable material generated from road widening shall be sidecast. Sidecas�ng into a body of water of any kind shall not be permited.

2. Surfacing Repair (T-804)

Surfacing repair shall be accomplished in placing imported aggregate on the en�re width of the traveled way in loca�ons as marked by the COR. These loca�ons are also detailed in Exhibit B.

Aggregates shall conform to the requirements detailed in the atached Forest Service Surface Aggregate specifica�ons (FSSS 703). These requirements are specifically listed in part (b) Surface course aggregate and in Table 703-3 Limits for Surface Course Grada�on and Plas�city Index.

Aggregate shall be compacted in a number of li�s as detailed in Exhibit B. Each li� for aggregate placement shall be no greater than two (2) inches. Surfacing repair shall result in a smooth and firm driving surface.

3. Drainage Structures (T-805)

Drainage structure maintenance shall remove sediment and debris blockage from culverts.

Sediment and vegeta�ve slash shall also be removed from catch basins. Lastly, outlet ditches, headwalls, and riprap shall be cleaned.

Drainage structures shall be cleared of all foreign material and vegeta�ve growth. If foreign material of vegeta�ve growth cannot be cleared manually, the CO shall be no�fied within five (5) business days for an acceptable solu�on.

Culvert catch basins shall be cleared of all accumulated material. The backslope adjacent to the catch basin shall be cleaned of all loose material at least fi�een (15) feet from the catch basin.

The transi�on from the inlet channel to adjacent ditch lines shall be cleaned. Material removed from pipes, catch basins, backslopes, or ditch lines shall be sidecast over fill slopes. Sidecas�ng into a body of water of any kind shall not be permited.

Culvert cleaning shall result in improved flow through culverts and promote resource protec�on.

4. Roadway Vegeta�on (T-807)

Roadway brushing efforts shall remove all vegeta�on on and adjacent to the roadway and turnouts that impedes vehicular travel. This includes all brush from the road shoulder to at least six (6) feet from the edge of the road shoulder. A typical sec�on of roadway for these opera�ons is shown in Exhibit C.

All material from the roadbed shall be cut to a maximum height of one (1) inch. All �mber cut in these efforts shall be stored off the traveled way where sight distance is not adversely affected.

Sidecas�ng of vegeta�on into a body of water of any kind shall not be permited.

Brushing shall result in improved sight distance and shall consequently improve the ability of the prudent driver to avoid poten�al sta�c and oncoming hazards. Brushing shall also reduce the severity of collisions with roadside hazards.

5. Barriers (T-810)

Berms preven�ng access to the road shall be completely removed through the excava�on of material that forms a barrier. Material composing a berm shall be used as fill in adjacent ravines and compacted. If the material composing a berm is insufficient to completely fill in the adjacent ravine over the en�re road prism, the CO shall be no�fied within five (5) business days for an acceptable solu�on. The removal of a berm and the elimina�on of a ravine shall result in open access to the road.

6. Drainage Excava�on (T-814)

Excava�on shall be used to enhance exis�ng drainage dips to the road and add new drainage dips. Drainage dips shall be excavated at the appropriate loca�ons as detailed in Exhibit D.

Exis�ng features shall be modified to reflect the included Drawings and Specifica�ons, and new features shall reflect the included Drawings and Specifica�ons in their original construc�on.

The lateral slope of the road shall be maintained in a manner consistent with the included Drawings and Specifica�ons. Maintenance opera�ons shall maintain the exis�ng width of the traveled way unless specifically instructed otherwise by the CO.

All berms created due to excava�ons for drainage improvements shall be removed and all suitable material shall be incorporated into the surface of the traveled way unless otherwise agreed upon with the CO. Turnouts shall be included in drainage excava�on opera�ons.

These opera�ons shall improve the draining ability of the road, minimize future costs associated with road maintenance, and promote resource protec�on.

7. Culvert Installa�on (T-815)

A single culvert replacement shall be conducted on NFSR 161 at milepost 1.40. The diameter of the new culvert pipe shall be forty-eight (48) inches and the length of the new culvert pipe shall be forty (40) feet. The new culvert pipe shall be supplied by the Contractor.

The excava�on and founda�on for the new culvert must be approved by the Forest Service before the pipe is placed and backfill is conducted. Backfill shall be compacted in li�s no greater than six (6) inches with no unsuitable material within such li�s. Rocks greater than three (3) inches in size shall not be placed within two (2) feet of the pipe on any side. Backfill shall con�nue un�l the top of the pipe is covered by at least two (2) feet of material.

The culvert founda�on shall be composed of mineral soil. The pipe shall be in contact with the founda�on for its en�re length and the pipe shall be �lted downwards towards the culvert outlet at a grade of no less than four (4) percent.

The replaced culvert shall become property of the Contractor and must be removed from Forest Service land. The new culvert installa�on shall maintain the structural integrity of the roadway and promote resource protec�on.

Submitals shall include the following unless otherwise required in the specifica�on:

1. Date and revision dates.

2. Project name and contract number.

3. Name of Contractor, subcontractor, supplier, and manufacturer.

4. Specifica�on sec�on number.

5. Field dimensions and rela�on to adjacent structures.

6. Applicable standards such as ASTM or Federal Specifica�ons.

7. Contractor's stamp, ini�al or signature, cer�fying the review of the submital, verifica�on of field measurements and compliance with contract documents.

8. Provide all submitals within 14 calendar days of the contract award unless otherwise required by the specifica�on.

All submitals shall be sent to the Contrac�ng Officer (CO) and the Contrac�ng Officer’s Representa�ve

(COR).

Timely submission of deliverables is essen�al to successful comple�on of the requirement. All deliverables shall be prepared and submited according to format, content, and schedule described in the SOW.

The contractor is required to provide writen progress reports on a weekly basis throughout the dura�on of the contract. Reports shall be sent to the COR by email and are due by 5 PM on Friday of each week following contract award. Progress reports shall cover all work completed during the specified period and shall present the work to be accomplished during the subsequent period. These reports shall also iden�fy any problems that arose and a statement explaining how the problem was resolved. This report shall also iden�fy any problems that have arisen but have not been completely resolved and provide an explana�on.

II. Project Loca�on

The project is located on the Camino Real District of the Carson Na�onal Forest in Taos County and Mora County, New Mexico. See the atached map for specific loca�ons. The coordinates of the beginning of NFSR 161 are 36.07035 N, -105.45579 W. 161D intersects 161 at MP 2.16, and 161E intersects 161 at MP

4.31. 161E1 intersects 161E at MP 0.22.

Direc�ons from Taos, NM:

Head west on NM-68 un�l reaching the intersec�on with NM-518. Turn le� onto NM-518 East for approximately 29.4 miles un�l reaching NFSR 161 on the right.

III. Price Range

IV. Specific Work Requirements

Contractor shall provide all equipment, supplies, superintendence, materials, and labor necessary to complete the work in accordance with the specifica�ons and drawings.

Work shall be conducted in accordance with the Southwest Region Road Maintenance T-Specifica�ons and the atached drawings.

Warning signs and temporary traffic control shall be provided and placed in accordance with the Manual on Uniform Traffic Control Devices (MUTCD) standards while work is in progress. All traffic control efforts are incidental to the contract.

All removed exis�ng components/material will become property of the contractor and must be hauled off Forest Service land and legally disposed in accordance with State and Local laws.

V. Measurement and Payment

Measurement for all work done on this project shall be outlined in the atached Schedule of Items (SOI).

Contractor shall provide all equipment, supplies, superintendence, materials, and labor necessary to complete the work in accordance with the specifica�ons and drawings.

All invoices shall be processed through IPP.

VI. Prosecu�on of Work

(a) Construc�on ac�vity shall be limited to the hours of thirty (30) minutes a�er sunrise to thirty (30) minutes before sunset, Monday through Friday, unless other hours are approved in wri�ng by the CO.

The Contractor shall conduct ac�vi�es so that interference with the public shall be kept at a minimum.

Any ac�vi�es requiring closure to the public shall be scheduled with the COR at least 10 business days in advance.

(b) The Contractor shall use measures and precau�ons necessary to warn and protect the public and Government personnel during work at the project site. Such ac�ons include, but are not limited to, furnishing and maintaining barricades and signs around the work site and roping off the area.

(c) Staging areas will be discussed during the pre-work mee�ng or site visit. Such areas will be located to minimize site disturbance and promote resource protec�on.

VII. Commencement and Comple�on of Work

The Contractor shall be required to (a) commence work under this contract within 1 calendar days of the No�ce to Proceed date, (b) prosecute the work diligently, and (c) complete the en�re work ready for use within 45 days of the No�ce to Proceed date unless otherwise approved in wri�ng by the CO. The �me stated for comple�on shall include final cleanup of the premises.
