PERFORMANCE WORK STATEMENT (PWS)

Remove Tree at Commandant’s House 2nd Avenue Charlestown Navy Yard

Boston National Historical Park Charlestown Navy Yard

Boston, MA

1.0 Background

1.1 The purpose of Boston National Historical Park is to preserve, protect, and interpret for the benefit and inspiration of all people, the historic structures and properties of outstanding national significance located in Boston and associated with the American Revolution and the founding and growth of the United States.

Boston National Historical Park consists of the Charlestown Navy Yard with its associated buildings, Bunker Hill Lodge and Bunker Hill Museum, and Dorchester Heights Monument in south Boston.

2.0 Scope

2.1 The Government requires the removal of a large tulip poplar tree immediately west of the Commandant’s House. The work site is located off 2nd Avenue adjacent to the Commandant’s House, accessed by a circular driveway (see attached diagram for location). Contractor must provide the best method of removal and disposal of the tree to be included with the documentation for bid quote.

2.2 The scope includes safely removing the approximately 65’ tall tree, grinding the stump to a minimum 12” below grade, backfilling with loam to an even grade, and removing all debris from site. The work must be done without harming adjacent structures, the general public, and NPS employees.

2.3 The tree must be removed with minimal site disturbance. Any damage to the adjacent landscape, including hardscape, must be repaired in kind in coordination with the COR and per their approval.

2.4 Contractor must provide all labor, material, tools, and equipment necessary for the removal of the tree, the grinding of the stump, and site restoration and clean up.

2.5 Contractor to be responsible for any permitting or police detail costs required if a crane is needed outside of the park boundaries on Chelsea St.

2.6 Contractor must use OSHA approved methods during the entire project including the removal, cleanup, and disposal of all debris. The work will meet all the required codes and standards for the state of Massachusetts.

3.0 Objectives

3.1 Remove tulip popular tree located immediately west of the Commandant’s House.

3.2 Grind stump to minimum 12” below grade.

3.3 Infill tree pit with clean loam, free of debris to match adjacent grades.

3.4 Reseed with sun/shade mix of grass seed.

3.5 Use extreme care to avoid any damage to structures and other vegetation at this

National Historical Site.

4.0 Tasks

4.1 Coordinate all work with the COR; The NPS requires this to minimize the disruption of the Park’s normal operations and to provide public safety.

4.2 Identify and mark any utilities within work area to avoid damage during construction.

4.3 Properly secure work area with highly visible barrier acceptable to the COR, remove tree and grind stump.

4.4 Backfill with loam to match adjacent grades. Spread sun/shade grass seed mix.

4.5 Removal of debris and clean-up of job site by the contractor. Clean site afterward with broom and dustpan and/or blower to the condition it was before.

5.0 Delivery

5.1 The Government requires that the contractor complete the contract within ninety workdays after the contract is awarded.

5.2 Contractor must coordinate work schedule with COR, requesting workdays with a minimum of one week’s notice. Due to previously scheduled events and activities, some days may be unavailable per the discretion of the COR.

5.2 Contractor must also provide any guidelines on necessary routine maintenance.

This can be completed in PDF, (MS word or Excel) and submitted electronically to the COR along with one hard copy provided at the close-out of the project.

6.0 Government Furnished Property

6.1 The Government shall not provide any government furnished property. All tools, equipment and material shall be contractor furnished.

7.0 Security

7.1 Parking at the site is limited. Prior to starting any work, the contractor shall contact the COR for coordination of access to the property and for parking on the property.

NPS will provide for contractor vehicles that are needed to be on site.

7.2 Work areas will be managed in accordance with section 4.2. Signage posted e.g.

Area under Construction with (Do Not Enter) signs on fencing or secure barriers.

7.3 Laydown space will be restricted to the work area. There is limited space in the

Navy yard.

8.0 Place of Performance

8.1 Yard adjacent to the Commandant’s House on 2nd Avenue Charlestown Navy Yard, Charlestown, MA.

8.2 Location is provided as map and photos within the PWS (Performance Work Statement).

9.0 Period of Performance

9.1 Ninety days from date of award.

9.2 Hours of work shall be 7:30 AM to 4:00 PM, Monday through Friday, except as otherwise arranged with Contracting Officer.
