SECTION 1.0

BACKGROUND

The purpose of Pullman National Monument is for the benefit of the present and future generations: to preserve the historic resources; to interpret the industrial history and labor struggles and achievements associated with the Pullman Company, including the rise of and the role of the Brotherhood of Sleeping Car Porters; and to interpret the history of urban planning and design of which the planned company town of Pullman is a nationally significant example.

Pullman National Monument’s National Park Service structure is only the Administration Clocktower Building, located in the center of the 12 acre factory site at the corner of S. Cottage Grove and 111th St, Chicago, IL. The address is as follows:

The above sites are occupied by staff and the public during normal business hours, 9:00 a.m. to 5:00 p.m. Monday through Friday. No services will be performed on federally observed holidays, see the below list.

SECTION 2.0

SCOPE

Scope of Services:

Bi-Annual preventative maintenance services to include belt and filter replacement, greasing motors and bearings, clear condensate drains, clean coils, check couplings, gaskets, and fixtures.

Inspect HVAC systems during bi-annual preventative maintenance services.

Fill with necessary fluids, refrigerants, and oils during bi-annual preventative maintenance services.

Perform additional preventative maintenance according to manufacturer specifications if not specifically called out.

As needed repair, replacement, and installation of filters, belts, motors, bearings, connections, valves, ancillary piping, drainage systems and devices, as well as cleaning of coils and system components within multiple park locations.

The locations and systems shall be found in tables A & B listed in Section 8.0 below.

SECTION 3.0

OBJECTIVES

3.1 The contractor shall supply and furnish all labor, equipment and materials to maintain the HVAC systems and respond to emergency calls in the Buildings that are listed below in Table A: List of Building / Facility

3.2 The contractor shall supply furnish all labor, equipment and materials to maintain the HVAC systems listed below in Section 8.0 Table B in working condition during the months of operation throughout the performance period.

SECTION 4.0

TASKS

4.1.1 Preventive Maintenance (PM): Routine maintenance shall be in accordance with the manufacturer’s recommended frequency or best practices of the industry (ASME) for basic maintenance on the system. At the beginning of each cooling (May +/- 30 days) and heating season (October +/- 30 days), the contractor should ensure that the system is transitioned from heat to cooling and from cooling to heating. All of the input and export functions are calibrated (e.g. differential pressure switches) and are in full operation. The Trained and Certified Technicians shall only accomplish repairs and maintenance. Refer to equipment Operation and Maintenance Manuals for preventative maintenance and warranty details.

4.1.2 Maintenance Parts and Materials:

a. Preventative Maintenance Base Bid shall include the cost of all labor, equipment and materials needed to perform this service.

b. Written invoice and report shall be provided to the COR or designated representative after each inspection, service repair, preventative maintenance repair, or emergency service call repair.

c. All replacement parts, pipes, filters, belts, bearings, motors, valves, gaskets, and other materials used in the performance of this contract shall be new and of the type, quality, grade, and be composed of characteristics appropriate for the respective manufacturer.

4.1.3 Repair Service Calls

Response, diagnosis, repair and provide the materials required for repairing and bringing the HVAC systems to proper working order with a minimum down time of repairs. Duration of the repairs shall be coordinated with the COR. The contractor is obligated to perform all Service Calls. Should a fix not be completed on initial Service Call, contractor shall consult with the COR or their designated representative to reschedule a new Service Call.

4.1.4 Work beyond testing and inspection, and the parameters of the Service Calls shall require prior approval of the Park’s Contracting Officer before commencement of work. Such needed work will be documented in writing with firm fixed prices established for each repair and submitted separately from the annual inspection to the COR or their designated representative to reschedule a new Service Call.

4.1.5 Technician requirements: Lead technician will hold appropriate and current Illinois Certification for all work performed on HVAC, air conditioning, Freon recovery systems, the universal EPA license, and refrigeration license.

4.2 Reserved.

4.2.1 Contractor will respond to emergency calls within four (4) hours of the call.

Emergency call in definition: Any condition that will affect the life, safety and health of personnel or result in destruction or the permanent damage to resources will require a notice to proceed from the Contracting Officer.

4.2.2 The contractor shall provide 24 hour emergency services. In an instance where the COR or his designated representative, determines an emergency exists, the Contractor shall have service personnel on site within four (4) hours.

4.2.3 The Contractors assigned technician will hold appropriate Certification or Illinois Board of Licensures issued and current licenses for work performed on HVAC mechanical systems.

4.3.1 Confined Spaces: Technician will hold appropriate OSHA Certification and comply with all OSHA standards for entering any confined space or areas marked confined space that the technician may have to gain access to in relationship to all work outlined within this contract.

4.4.1 The intent is to award this contract as Base plus up to three option periods; see Contract Line Item Schedule.

Throughout the period of the period of performance, the contractor shall provide proof of and shall be required to maintain insurance in accordance with the liability insurance clause. Contractor shall provide proof of insurance to the Contracting Officer after award.

SECTION 5.0

DELIVERIES

5.1.0 All PM, inspections, testing and repairs shall comply with the manufacturer’s requirements and those of the Illinois State Codes, NEC, NFPA, OSHA, UL.

5.1.1 PM, Inspection and Test Results:

The results of all PM, inspections, testing and repairs must be documented in writing within two weeks for each building and electronic copies submitted to the COR. The Contractor shall keep records in a computerized format so that a database of information can be kept on each annual, semiannual quarterly testing and inspection. The database shall be provided to the Government once per season or as requested by the Government.

5.2.0 The Contractor shall provide to the Government a copy of the company’s Safety Plan.

5.2.1 The Contractor shall provide to the Government a copy of the company’s Safety Plan if it has been revised anytime during the contract period.

SECTION 6.0

GOVERNMENT FURNISHED PROPERTY

6.1.0 The Government will furnish no materials or tools. All materials and tools are Contractor furnished from outside the park.

6.1.1 Within the capability of existing building systems, electrical power at existing outlets for the Contractor to operate such equipment as is necessary in the performance of this work.

6.1.2 Hot and cold water as necessary for the contractor to perform its requirements herein and limited to the normal water supply provided in the building. No special or additional heating or cooling of the water will be provided.

SECTION 7.0

SECURITY

7.1.0 The Contractor shall give the COR twenty-four-hour notice for non-emergencies prior to starting any work. The Contractor shall report to the NPS Administrative offices at 11001 S Cottage Grove, Chicago, IL daily to log the time the contractor started work, the location of the work being performed and the reason for the work being performed. The Contractor shall report to NPS Administrative offices daily at the completion of their work day and the office will record the time the Contractor stopped work for the day. While in collections storage and sensitive areas within the Park the Contractor will be escorted by National Park Service employee at all times. Service technicians shall have credentials displayed and or wear a company uniform with company name visible. Representatives of contractor’s office will be allowed to park vehicles in areas designated by park personnel.

7.1.2 Contractor personnel or equipment shall not come in contact with any museum displays, artifacts etc. at any time. There shall be no use of any tobacco products or consumption of any foods or liquids in any areas unless designated by park personnel. If smoking area is requested, the technician shall ask for direction from the park personnel. The same applies to all foods and liquids.

7.1.3 No technician at anytime shall be permitted to drill, nail, screw, remove etc. any piece or pieces of historic fabric. The technician shall request from the COR clarification if the need arises.

SECTION 8.0

PLACE OF PERFORMANCE

8.1.0 Preventive Maintenance and repair services shall take place at the following National Park Service locations:

8.1

CONTRACTOR’S USE OF PREMISES

8.1.1 Contractor may only park NPS authorized vehicles inside the Pullman site in public parking areas in a manner which does not interfere with site visitors or site employees. The contractor is responsible for their vehicles and equipment if they are to park on City owned streets at locations outside of the PULL site.

8.1.2 Public restrooms will be available for the contractor employees to use. Common housekeeping rules apply; use of facilities may be prohibited if determined by COR.

8.1.3 All work shall be completed in such a way as to create no damage and to protect the surrounding property, collection, fabric etc.

Section 9.0

PERIOD OF PERFORMANCE

9.1.0 The intent is to award this contract as Base plus up to three option periods; see Contract Line Item Schedule.

Section 10.0

RESTRICTIONS

10.1.0 No wireless devices are to be integrated into any existing systems and/or any expansion of any system. Each device associated with each system shall be physically connected by hard wire to the associated control panel or hard wires leading to control panel.

10.1.4 No active listening devices such as radios, ipods, etc. shall be permitted at any of the afore-mentioned properties. This includes devices using ear buds.

Explanation: each of the aforementioned properties is staffed with personnel and they are also open for public tours. Music, loud conversation, etc. would be a disturbance to the staff and/or visitors and shall not be permitted.
