BLM BURNING MAN OPERATION 2023
STATEMENT OF WORK (SOW)
SOW for Personnel Tracking Devices 2023 Burning Man Event
PROJECT TITLE:
2023 Burning Man Event BLM Personnel Tracking Devices
BACKGROUND:
The Burning Man Recreational Event is an international art festival and an experiment in a “temporary community dedicated to radical self-expression and self-reliance”. The temporary community of Black Rock City (the Event) is created for nine (9) days and becomes one of the largest cities in Nevada. The event takes place on the Black Rock Desert within the Black Rock/High Rock NCA, managed by the Winnemucca District Office. A Special Recreation Permit (SRP) is issued to Burning Man Project (BMP), which is responsible for all activities within Black Rock City. The SRP has approximately 16 general stipulations and additional stipulations. The BLM also generates a Closure Order for the event that is announced in the Federal Register, which designates the event area as a temporary closure and documents temporary restriction of certain activities within the temporary closure.
To accomplish this safely, BLM needs to maintain awareness of employee locations during the event. Due to the amount of personnel and movement at the event a high degree of accuracy and timeliness is important to the tracking of the employees. The BLM currently maintains 4 Delorme InReach SE model devices and 96 Garmin Mini2 model devices for this purpose and activate 100 devices for the event. The SE devices were purchased in 2013 and 2014. 36 of the Mini2 devices were purchased in 2022. The batteries for the devices are rechargeable and most of the older devices have begun to fail. BLM needs to replace the remaining (4) SE devices. The intent for these devices is not for texting but texting is required in case of emergency.
SCOPE:
Order 4 new personnel tracking devices to replace aging devices. Activate (100) devices from 10 August 2023 to 9 September 2023.
OBJECTIVES:
Required equipment, services, tasks and responsibilities of the contractor shall consist of the following:
1. Deliver 4 new personnel tracking devices to the government for ownership by 1 August 2023 that meet the following requirements:
· Must have internal rechargeable batteries that last 12 hours at 30 second tracking interval.
· Must be able to charge via a USB cable.
· Battery must be able to last for 1 year when powered off due to time between events.
· Must be lite weight, under 4 oz.
· Must have a built-in display capable of displaying texts and messages.
· Must be IPX7 waterproof.
· Must be rugged and meet impact resistant standards.
· Must be compact.
· Must be able to clip on and have a carabiner style clip.
· Must have Bluetooth capability.
· Must be capable of connecting to an application on an iPhone or Android cellular phone.
· Must be capable of two-way messaging.
· Must be capable of SOS alerts.
2. Activate 100 personnel tracking devices on 10 August 2023.
· IMEI numbers will be provided for the existing government owned 96 devices.
· IMEI numbers for the 4 new devices will be provided when delivered.
3. Deactivate all activated 100 personnel tracking devices on 9 September 2023.
4. Vendor must be able to meet the following criteria and provide the following services.
· Must provide 30 second polling/tracking on all 100 devices.
· Must provide for minimal emergency text messages. Calculate at 2 texts per device for the covered period.
· Must be able to provide InReach Airtime for existing Delorme InReach SE devices and the 4 new personnel tracking devices on the same API Integration.
· Must be able to provide a single web source for API Integration and DeLorme mandated GEOS.
· Must have a 24/7 technical support with direct access to programming and server support.
· Must be able to provide Annual Short Burst Data service and support for iridium short burst data hardware.
· Must provide Enterprise back-office support.
· Must comply with Garmin's 2019 IPC Inbound API version 2.0 for existing devices and new devices on the same portal.
· Must provide InReach Portal Connect (IPC) Inbound for the ability to remotely control and communicate with an InReach device, manage tracking settings, send location requests, and send text messages to the existing InReach and new devices.
GOVERNMENT FURNISHED REQUIREMENTS:
The tasks and responsibilities of the government shall consist of the following:
1. Provide IMEI numbers of existing government owned Delorme InReach devices to be activated.
Delivery:
New devices will be delivered to Kevin Wisemore at 1340 Financial Blvd, Reno NV 89502 by August 1st, 2023.
PERIOD OF PERFORMANCE:
From Contract Award through completion.
PERIOD OF SERVICE:
August 10th, 2023 through September 9th, 2023.
