1.0 Background
The U.S. Department of the Interior protects America’s natural resources and heritage, honors our cultures and tribal communities, and supplies the energy to power our future. Steamtown National Historic Site operates and maintains a live railroad yard, showcasing live, coal-fired steam locomotives, diesel locomotives and various types of railroad equipment. Rail traffic, consisting of but not limited to passenger yard shuttles, mainline excursions, and commercial freight, that operates regularly throughout yard.
The 52-acre site also hosts active Locomotive and Restoration Shops, a Visitor Center, History and Technology Museums, a 250-seat Theater and a fully operating Roundhouse and Turntable.
The Site operates year-around and receives thousands of visitors. Waste Removal is an ongoing operation, and many kinds of waste are generated including construction wastes, recyclables, common trash.
2.0 Scope
Waste from the Site is divided into groupings, based on the kinds of waste and the proper disposal of each kind. The Waste generated include:
a) Trash – usually destined for the Landfill.
b) Streamline Recyclable – Paper, Cardboard, Plastics, Glass, Beverage Cartons, Rigid Plastic. Metal Cans, Aluminum Cans, etc.
c) Construction Debris.
We are seeking a Contractor who shall provide containers, pick-up, and disposal of the waste materials for the following:

1. One 8-yard covered dumpster for disposal of trash for a total of 52 weeks. Waste Container Dumpster will be empty each week for a total of 52 weeks of pickups.
2. Two 8-yard covered dumpsters for recycling of commingled recyclable materials (Glass and Plastics; Cardboard and Paper). Recycling Container Dumpster will be emptied one (1) time each month for a total of Twelve (12) pickups.
3. Four additional short-term 40-yard containers for disposal of trash during special events, and construction contracts. This will be as needed basis when called.
Disposal based on provided inventory on the containers at the time of pickup.
All shipping containers shall meet DOT regulations Non damaged, intact, non-leaking.
The Contractor will offer a bid to be for a minimum of twelve (12) months; subject to an optional annual renewal for up to an additional four (4) years.
3.0 Objectives
Facilitate the maintenance of a clean and safe environment for the employees and all visitors to the 52-acre Site. Have the services operate in compliance with the federal Laws, Regulations as well as local handling and disposal requirements.
4.0 Tasks
Contractor shall provide containers, pick-up/replacement and disposal over the course of one year for the following:
1. One 8-yard slant-top covered dumpster placed in “bone yard”, for disposal of trash from offices, lunchrooms, and maintenance shop areas. 8-yard covered dumpster shall have a removal rigid plastic or metal cover [40 CFR 243.200- 1(a)]. [See Appendix 1 for illustration of required 8-yard slant-top covered dumpster.] Approximately fifty-two (52) pickup / replacements a year, one per week, to be billed per pickup / replacement. Container time on the Site is NOT a billable expense.
2. Two 8-yard covered dumpsters for recycling of commingled glass/plastic recyclable materials, and office paper/cardboard; placed in the “bone yard”. [See Appendix for illustration of required 8-yard slant-top covered dumpster.] Pickup for recycling containers on a monthly basis (12 per year); to be billed per pickup / replacement. 8-yard covered dumpster shall have a removal rigid plastic or metal cover [40 CFR 243.200-1(a)]. Container time on the Site is NOT a billable expense.

3. Additional short-term 40-yard container for trash on an as needed basis when called. [See Appendix for illustration of required 40-yard container.] Approximately four (4) pickups per year, container to be placed in “bone yard”, for disposal of trash from maintenance shop areas, and special events; to be billed per pickup / replacement. Container time on the Site is NOT a billable expense.
Monthly pick-up and replacement of 8-yard covered dumpsters for recycling. 40-yard dumpsters will be on an on-call basis. Weekly trash removal and replacement shall be between the hours of 6:30 a.m. to 12:00 p.m. Monday though Friday. All pickup tickets must be signed by a Steamtown NHS employee at the time of pickup. The Contractor shall provide 24-hour advanced notice prior to any pickup/replacement indicating the date and time of the scheduled trash pickup/replacement.
5.0 Delivery
Performance under the contract is specified above and shall occur at least weekly over the term of the Contract. The Contractor shall provide 24-hour advanced notice prior to any pickup/replacement indicating the date and time of the scheduled pickup/replacement.

7.0 Security/Laws
The National Park Service carries out its responsibilities in parks and programs under the authority of Federal laws, regulations, and Executive Orders, and in accord with policies established by the Director of the National Park Service and the Secretary of the Interior.
Policies are designed to improve the internal management of the National Park Service.
They are not enforceable legal tools. An example of NPS policy is section 7.3.2.1 of Management Policies (2006), dealing with the content and design of park brochures. If you have questions about NPS policies, please contact the Office of Policy.
Regulations are mechanisms for implementing laws and for enforcing established policies. Regulations have the force and effect of law, and violations of the same are punishable by fines, imprisonment, or both. Examples of NPS regulations include those on pets (36 CFR 2.15), metal detectors (36 CFR 2.1(a)(7)), and alcoholic beverages (36 CFR 2.35) in the parks.

NPS regulations published in title 36 of the Code of Federal Regulations are basically detailed statements of how policies will be applied to the public. Once published in this form, they apply to everyone, and their violation may invoke a fine and/or imprisonment.
The National Park Service also publishes regulations to tell the public how we will administer various programs, such as concession activities, the National Register of Historic Places, and the Land and Water Conservation Fund.
Laws are enacted by Congress with (and in some circumstances without) the approval of the President. The Office of Legislative and Congressional Affairs serves to facilitate the appearance of NPS witnesses at congressional hearings, articulate NPS positions on legislation proposed by Congress, and coordinate NPS responses to congressional committee oversight requests and other inquiries from the Hill. 9.0 Period of Performance
As stipulated in the Contract, to be for a minimum of twelve (12) months; subject for an optional annual renewal for up to an additional four (4) years.
APPENDIX 1:
• The 8-yard slant-top covered dumpsters provided shall be substantially similar to the containers illustrated in the following pictures. The 8-yard covered dumpster shall have side positioned sliding doors for the introduction of materials – trash or recyclables.
• The 40-yard container shall be substantially similar to that in the following illustration.
