Scope of Work Independence National Historical Park Service
Inspection, Testing, Maintenance and Certification of Vertical Transportation
Equipment (FFP Base +4)
1. Background
1) The site, Independence National Historical Park, and its subordinate parks, Edgar Allan Poe House
N.H.S, Thaddeus Kosciuszko N.M., and Gloria Dei N.H.S, cover approximately 55 acres and 50 buildings, mainly in the Old City Section of Philadelphia. The buildings in the park represent a wide age range from anywhere in the early 1700s to the early 2000s. The Park's Headquarters is located at 143 South Third Street Philadelphia PA, 19106. The VTE covered in this PWS are located in the main park in Old City.
2) This is a non-personnel services contract to provide elevator maintenance, testing, annual inspections, with a base & 4-year inspection services to the National Park Service (NPS). The
Government shall not exercise any supervision or control over the contractor employees performing the services herein. Such employees shall be accountable solely to the Contractor, who, in turn, is responsible to the Government.
3) The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the elevator services as defined in this Performance Work Statement ( PWS) except for those items specified as
Government-furnished property and services.
4) The contractor shall also adhere to the manufacturer recommended preventative maintenance and corrective maintenance, industry standards, and any laws/regulations related to elevator services to ensure the elevators in all structures are continuously and fully operational to the highest level of effective and economic performance.
S) Type of Contract: Firm Fixed Price
1) This SOW encompasses all activities associated with the operations, maintenance inspections, certifications, reporting and repairs of the listed elevators and lifts for American
Standard Safety Code for Elevators, Dumbwaiters and Escalators; to include monthly inspections/maintenance, regular (as needed) maintenance, and urgent maintenance. Attachment 2

I} Labor hours shall be approved in advance, via the Consent to Purchase (CTP} form
(Attachment 6). The Contractor shall submit and route the CTP request form and all associated documents to the COR and CO for validation/signature. Once signed, a formal modification to the contract will be executed.
Task 2 (OPTIONAL CLIN 0004 -Other Direct Costs) is a FFP CLIN with a Not to Exceed (NTE) amount of $$.
1} ODCs are defined as items/services that were not pre-priced on contract but must be priced and determined fair and reasonable before purchase. ODCs are fully incorporated into the contract through the CTP form (see Attachment 6}. The cognizant CO will make a determination that the items/services are within scope and will take the necessary steps to negotiate and add materials and/or services that are within the scope of the contract, as needed throughout the life of the contract. If the Contractor needs to purchase materials, supplies, or equipment, the equipment type, and quantity will be described and accounted for on the CTP request form and the Contractor will assume management and accountability of the items for the duration of the contract.
