SCOPE OF WORK

604 LEE DRIVE, FREDERICKSBURG VA, 22401

FREDERICKSBURG AND SPOTSYLVANIA NATIONAL MILITARY PARK

REPLACE ROOF ON CURATORIAL/LOG BUILDING

HISTORY

This building is a unit of the Fredericksburg and Spotsylvania National Military Park. The log type building was constructed by the Civilian Conservation Corps (CCC) in the 1930’s and is on the National Register of Historic Places established for the First Order of Significance. At the present time this building is used by the National Park Service as storage facilities for collections and curatorial and used daily by the National Park service.

DESCRIPTION OF WORK

The work will consist of the replacement in kind of the exis�ng metal roof on a Historic building located in the Fredericksburg batlefield of Fredericksburg and Spotsylvania Na�onal Military Park. All work performed on this contract will be designed to provide a watertight roof system with proper grade and closures to transport water from the roof. The contract will also include the removal of the existing metal roof and disposal of replaced roof and debris. Also included will be the replacement of any rotting or damage underlayment (one by six plus or minus wooden purlines. Contractor will add felt type vapor barrier between wood structure and metal roof.

Included in this work will be the replacement of all existing flashings and valleys including drip edges. All work will be done in accordance with Roofing Manufactures Best Building Practices. All seams are to be tightly constructed and locked. Contractor will replace all flashing required. Contractor will remove air vents and replace with two vents for airflow, one non mechanized (inlet 10 in) and one mechanical with exhaust fan to draw air out (10 in at 550 cfm), NPS will be responsible for wiring electrical feed and hookup. Contractor will remove existing gutters before installation of roof, and reinstall gutters after installation of metal roof.

All prospective bidders on this project must be able to show proof of work with references on similar roofing projects using standing seam roofing material. The work will include the cutting, forming, and shaping of continues length pans and flashing to provide a watertight unit. Samples of material to be used should be submitted to the Contracting Officers Technical Representative (COTR) at or before the pre-construction meeting. These samples will be reviewed for size, color, and texture. At this time any “approve equals” shall also be submitted for review by the (COTR).

The successful bidder will be required to provide a writen one (1) year guarantee to cover any defects in material or workmanship when might result in leaking of water or mel�ng snow due to holes, poor seam construc�on or loose material.

FIELD VERIFICATION

Contractor must field verify all quantities and dimensions affecting the work of this contract before placing a bid, and must field verify all new and existing dimensions affecting the work of this contract before ordering products.

CONSTRUCTION MATERIALS

All materials shall be contractor-furnished from outside the park.

CONTRACTOR'S USE OF PREMISES

No on-site work shall be performed on weekends and Federal holidays unless otherwise directed by the Contracting Officer’s Technical Representative (COTR).

Noise at the work site shall be kept to the minimum necessary to accomplish the work. Radios and/or music are not allowed.

Contractor shall always conduct his operations to ensure the least inconvenience to the public.

Establishment of a construction camp within the park shall not be permitted.

Contractor must confine storage of equipment and supplies to areas designated by the COTR.

Contractor must confine all opera�ons to work limits of the project to prevent damage to architectural features and natural surroundings. If damage does occur, Contractor shall restore damaged areas to original condi�on at no addi�onal expense to the Government.

Contractor shall not remove, injure, or destroy trees or other plants without prior approval. Contractor must consult with the COTR before removing roots and branches that interfere with construction.

Contractor must not fasten ropes, cables, or guys to existing trees, and must carefully supervise construction operations near trees and plants to prevent damage.

HAULING

Contractor shall comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the COTR. A special permit will not relieve the Contractor of liability for damage that may result from moving of equipment.

PERMITS

All permits required to do the described work shall be obtained by the Contractor.

ACCIDENT PREVENTION

The Contractor is expected to ensure a safe environment for all personnel and visitors and shall comply with all applicable sections of the Occupational Safety and Health Act (OSHA). In case of conflicts between Federal, State, and local safety and health requirements, the most stringent shall apply.

Equipment or tools not meeting OSHA requirements will not be allowed on the project sites.

Contractor must meet the requirements of NIOSH and MSHA for personal protective equipment.

Contractor must have a first-aid kit available at the work site.

The Contractor shall report all accidents to the COTR as soon as possible and assist the COTR and other officials, as required, in the investigation of the accident.

DISPOSAL

The Contractor shall:

Immediately remove hazardous rubbish from the project site.

Place other construction debris in refuse containers at least daily.

Dispose of refuse at least weekly, in a legal manner, at public or private dumping areas outside the park.

Not burn or bury refuse inside the park.

Unless otherwise specified, all removed material becomes the property of the Contractor and shall be disposed of outside the park.

INVOICING

All invoices shall be electronically emailed to the Project Manager/COR for approval in PDF format prior to submission for payment. Also, invoices MUST be submitted utilizing the Invoice Processing Platform System, US Department of Treasury, http://www.ipp.gov. The PDF copy of the invoice must be in the exact amount entered into IPP. Put IPP invoice number on your invoice.

Invoices shall also reference the contract number, task order number, project title, park name, total task order amount, period of performance start and end date, percentage of work complete referenced to scheduled task number and amount due.
