1. General:
The Division of Training, National Conservation Training Center (NCTC), of the U.S. Fish and Wildlife Service (USFWS) in Shepherdstown, WV is seeking an experienced subject matter expert for the delivery of two training courses: Partnership and Community
Collaboration: Managing by Network (MbN) and Collaborative Conservation: Partnerships in Practice (C2P2)
Partnership and Community Collaboration: Managing by Network (MbN) is the Academy’s flagship interagency course designed for federal employees, and features 22 partnership and community collaboration competencies defined by OPM, related federal authorities and partnership cultures. MbN webinars combine peer learning, expert lectures, and reflective discussion so that employees can begin to directly apply learning on the job.
Collaborative Conservation: Partnerships in Practice (C2P2) is designed for federal agency employees actively involved in community-based partnerships who want to further develop their understanding and use of social science concepts, practices, and tools to strengthen community engagement and achieve long-term human and ecological outcomes.
These advanced-level course builds on the foundational skills taught in the Managing by
Network course. Participants cultivate their professional competencies for partnership and community collaboration by learning from conservation leaders and their experiences of real-world implementation, and then transferring and applying that knowledge to their partnerships.
The Partnership and Community Collaboration Academy is an experienced provider of online training for DOI and other government agencies to build core competencies and capacity related to partnership and collaboration. The Academy employs best practices for adult learning in webinar and classroom settings
Now entering its 15th year, the Academy recognizes more than 1100 alumni from its training courses, representing 15 federal agencies. The Academy’s training programs are co-hosted by federal partners including the BLM, NPS, USFS and USFWS as well as DOI Office of Collaborative Action and Dispute Resolution and US Army Corps of
Engineers.
1. Place of Performance and Period of Performance
The Partnership and Community Collaboration: Managing by Network course is to be held virtually, on-line January 11 – June 1, 2023.
Collaborative Conservation: Partnerships in Practice is to be held August 29 – 31, 2023 in person here at NCTC in Shepherdstown, WV.
3. Scope
The contractor shall provide the following:
• Facilitate pre and post - course conference calls
• Revise and update course materials based on participant feedback and current Service policy and priorities
• Deliver Partnership and Community Collaboration: Managing by Network
• Deliver Collaborative Conservation: Partnerships in Practice
• Provide course materials and supplies
• Provide non-federal instructor fees, travel and lodging exspenses during the on-site week at NCTC (C2P2)
2. Deliverables and/or Delivery Schedule:
I. Design and delivery of Partnership and Community Collaboration: Managing by
Network; January 11 – June 1, 2023.
II. Design and delivery of Collaborative Conservation: Partnerships in Practice; August
29 – 31, 2023
5. Data Management Plan (DMP) for Science Data Agency Reference. The general criteria is if the contract has a data collection component.

7. Evaluation and Acceptance
The contractor will be evaluated as detailed herein.
1. Documented knowledge expertise about conservation and collaboration and partnerships within Federal government including: the 22 partnership and community collaboration competencies defined by OPM, related federal authorities and partnership cultures.
2. Documented experience in instructional design and cooperative interaction with an instructor team and course coordinators.
3. Documented ability to instruct and assist students in reaching the objectives of this course.
4. Past performance on projects similar in size and scope to this requirement.
