Chalk Butte Class III Cultural Resources Inventory Project
STATEMENT OF WORK
I. Introduction and Background
The contractor shall conduct a Class III cultural resource inventory of 400 acres in one block centered around Chalk Butte. The inventory shall be located in T32N, R107W, S19-20 and S29-30 on land managed by the BLM Pinedale Field Office. The inventory block is not marked on the ground. The contractor shall be supplied with a shapefile of the inventory block and shall locate boundaries electronically using the NAD 83 UTM 12N coordinate system. All sites shall be recorded or fully updated using Wyoming Cultural Property Forms (WYCPF) and evaluated to make recommendations of eligibility.
This is a proactive Section 110 project. The results of the inventory will be used in tribal consultation efforts and to aid in the development of cultural resource management objectives for Chalk Butte.
II. Project Location and Scope
The project area is located in western Wyoming, approximately 15 aerial miles southeast of Pinedale. The survey areas are publicly accessible by existing two-track roads, and by foot. The contractor shall not drive off existing roads.
III. Statement of Work
The contractor shall conduct a background file search, Class III inventory of 400 acres, site recordation/updates as appropriate, site evaluations, and eligibility recommendations for the National Register of Historic Places. The contractor shall complete WYCPFs for all cultural resources identified. Due to its location on a butte, much of this terrain is rugged. Sloped areas are not excluded from inventory (unless they are too steep to walk).
The contractor shall adhere to Class III inventory and reporting standards as defined by the Wyoming State Historic Preservation Office Format, Guidelines, and Standards for Class II and III Reports. Wyoming SHPO Metadata GIS and Photographic Standards shall be followed.
The contractor is required to have a current BLM Cultural Resource Use Permit and shall follow the permit stipulations. The contractor shall also adhere to Secretary of the Interior’s Standards and Guidelines for Archaeology and Historic Preservation.
The contractor shall notify the COR and Point of Contact (POC), by telephone and with written confirmation, immediately upon the discovery of human remains, funerary objects, sacred objects, or objects of cultural patrimony (as defined in 43 CFR 10.2) and must immediately stop any activities connected with such discovery and make a reasonable effort to protect the discovered remains or objects.
IV. Government Supplied Property
A list of general legal locations of areas to be inventoried and a map are supplied with this solicitation. The BLM will provide GIS shapefile of the inventory polygon. GIS shapefiles available upon email request to the Contract Officer.
V. Funding/Schedule Work schedule and partial payment shall be divided into three phases. The Contractor may start work after a pre-work conference with the Contracting Officer’s Representative (COR) and POC is completed and a fieldwork authorization request is approved in WyoTrack.
Phase I, Background literature search/ Field Work = Due 60 Days After Award; 40% Partial Payment
Phase II, Draft Report and Data Products Submission = Due 90 Days After Award; 20% Partial Payment
Phase III, Final Report and Data Products Submission = Due 150 Days After Award; 40% Partial Payment
VI. Deliverables The contractor shall prepare a Class III inventory report, including WYCPFs and Wyoming Isolated Resource Forms, following the standards set forth in the Wyoming State Historic Preservation Office Format, Guidelines, and Standards for Class II and III Reports and the BLM/WY SHPO State Protocol (2014). The contractor shall enter the project in WyoTrack. The draft report and WYCPFs shall be submitted to the BLM for initial review and comment through WyoTrack and as one (1) hard copy with color maps and photographs. The BLM shall have up to 30 days for review. The contractor shall complete revisions and prepare the final report in accordance with BLM recommendations.
The contractor shall submit the final report to the BLM through WyoTrack, and as one (1) hard copy with color maps and photographs upon completion of the project. The final report, WYCPFs, all GIS information (including original field data files and GIS shapefiles), all photographs taken as part of this project, and copies of field and research notes and maps shall also be submitted in electronic format.
Notifications: The contractor shall notify the BLM at least two weeks before commencing fieldwork by email and/or phone call to the Contracting Officer’s Representative (COR) and the Point of Contact (POC) and by submitting a fieldwork request through WyoTrack. The contractor shall also notify the COR and POC by phone or e-mail when fieldwork is completed. Email notifications shall be sent when the draft and final reports and data products are submitted to the BLM. All deliverables shall be submitted to the COR and POC and/or through WyoTrack, as described above.
Privacy Act and Data
This requirement does not include any classified material or information technology. Contractors shall not be accessing a government/BLM facility. In the event that a contractor would be required to access a government/BLM facility (e.g. to conduct a records search), the Purchase Order must include specific instructions and necessary security requirements.
Contractors shall be responsible for protecting all information used, gathered, or developed as a result of work under this Purchase Order and as detailed in the resulting Statement of Work. The contractor shall protect all Sensitive but Unclassified (SBU) government data. All compiled or derived information, work papers, drafts, and final documents developed or accessed, or any product/system developed are the property of the United States Government. Information acquired or generated by the Purchase Order is subject to the Privacy Act. All site-specific records, photographs, and maps generated in the course of the agreements, including original field maps and notes, will be considered BLM property and will be turned over to the Order COR upon completion of the project. The contractor’s Contract Manager will be responsible for ensuring that all excess site-specific documents, maps, site forms, etc., (i.e., those not submitted as deliverables, internal review drafts, etc.) are properly disposed of upon completion of the project.
Confidentiality
To protect site information of Purchase Order from unauthorized disclosure, all site location and content information must be kept in strictest confidence. The contractor shall make the information available only to the Order COR and PI and must take whatever internal measures are necessary to ensure that confidential material is protected. All contractor employees working under Purchase Order, in addition to any other personnel at the Government’s request, will be required to sign formal non-disclosure and/or conflict of interest agreements to guarantee the protection and integrity of Government and/or Contractor information and documents. This non-disclosure form is included below. The Contractor shall not release, communicate or otherwise disseminate information to any other parties without the written consent of the CO, COR, Project Inspector, and POC. All BLM and Wyoming Cultural Use Permit Stipulations shall be followed.
Confidentiality. The State Director may withhold information about the location and nature of permitted work if disclosing it would compromise the protection of archaeological resources and/or National Register properties.
Non-Disclosure Agreement
BLM Cultural Resources Confidentiality and Non-Disclosure Agreement
The contractor shall provide signed confidentiality agreements from all participants in the award prior to initiation of the award. These signed agreements shall be provided no later than the close of the solicitation.
Confidentiality Agreement - I agree to keep confidential any protected information that I may develop or otherwise acquire as part of my work with the Bureau of Land Management. I understand that with regard to protected information, I am an agent of the Bureau of Land Management and must not share or release that information through any means, except as specifically authorized by the Bureau of Land Management. Lastly, I understand that protected information must not be disclosed through any means including websites, maps, scientific articles, presentations, and speeches.

EVALUATION AND AWARD CRITERIA
Respondents shall supply a written proposal which includes; 1) qualifications and experience of key personnel, 2) past performance, 3) and quality control plan. One-page resumes of all key personnel shall be submitted. Respondents will submit a list of clients (no more than 3) for past and present similar projects covering the past three years. This list will serve as a list of references to obtain past performance information (quality, timeliness, cost control, business relationships) related to the respondent’s current and past work. The quality control plan will show how the respondent intends to meet the tasks associated with this contract.
Respondents will then be evaluated on the specific evaluation criteria listed below. The selection of respondents will be based on an evaluation of written responses to specific evaluation criteria. The final award will be made to the most qualified respondent, if the cost is within the budget available for this project.
