STATEMENT OF WORK
Buenos Aires National Wildlife Refuge (NWR)
Sasabe, Arizona
Furnishing Aggregate Base
Introduction:
The Buenos Aires NWR (BANWR) located 70 miles soutwest of Tucson, AZ is soliciting suppliers to provide Class 1 Aggregate Base for use in maintaining refuge roads and parking areas. The refuge has numerous dirt/gravel roads to maintain that provide access to public and staff as well as border patrol interdiction. Two thousand (2,000) tons of the specified material conforming to the specifications below is to be furnished and delivered to the location noted on or before September 15, 2023.
Project Details:
Aggregate Base to be provided shall meet the requirements for Class 1 Aggregate Base as specified in the current edition of Arizona Department of Transportation Standard Specifications for Road and Bridge Construction with the following modifications allowed. The material provided shall be from American sources as required by Buy American clauses of the Federal Acquisition Regulation (FAR).
Aggregate Base may include up to 50% Recycled Asphalt Product (RAP). RAP shall be processed such that the composite product meets the noted specification for quality and gradation. A maximum of 50 percent of RAP, by weight, will be allowed. Material provided shall not contain hazardous materials or heavy metals.
The potential suppliers shall submit preliminary test data noting the percentages of salvaged materials and virgin aggregate materials and gradation with their proposal for evaluation.
Aggregate Base shall be delivered to the following locations on the BANWR at 31.7533363, -111.5140649 (see map 1). Stockpile areas are accessible with typical highway legal hauling equipment. Material shall be placed in stockpiles and will require the supplier to manage material once unloaded with on-site equipment such as a loader to further stack and consolidate stockpiles
Prior to commencing delivery, the contractor shall provide test reports for gradation (Arizona Test Method 201), fracture (Arizona Test Method 212), and resistance to abrasion (AASHTO T 96), as noted in the specifications representative of the material to be provided.
Approval by the Contracting Officer (CO) shall be required prior to delivering material. Additional sampling and testing may be required if the CO suspects any changes in the material being provided.
The specified material shall be weighed and tallied in a manner consistent with accepted methods as prescribed in the reference ADOT specifications. The contractor will record measured weight, date and time of loading and unloading materials for the delivered material. Acceptable documentation will be required to support pay requests.
Deliverables and Schedule:
• The proposal shall be in the form of a price per unit to provide a base quantity of 2,000 tons of Aggregate Base as specified, delivered to the stockpile areas noted. Contractors can contact Refuge staff to arrange site visits to inspect the stockpile areas prior to presenting their proposal.
• All Class 1 Aggregate Base shall be produced, delivered and stockpiled on or before September 15, 2023.
