1.0 PROJECT DESCRIPTION / SUMMARY:

1.1 Purchase UtilityScan Dual Frequency Ground-Penetrating Radar (GPR) system for Enslaved

Field Laborers Project (PMIS 328966). This purchase would include acquisition of a GPR cart, antenna, and proprietary software. This acquisition would also serve as a long-term investment in resource and facility management and survey at Petersburg National Battlefield.

1.2 Richmond National Battlefield Park is assisting with the coordination of this acquisition, as the investment in this equipment has long-term benefits for resource management and facilities programs at both Petersburg National Battlefield and Richmond National Battlefield Park, as well as other National Park Service units in Virginia.

2.0 OBJECTIVES:

2.1 Purchase GPR equipment per specifications.

2.2 Deliver to Richmond National Battlefield Park in Richmond, VA.

3.0 BACKGROUND:

3.1 Ground-penetrating radar (GPR) systems are one of several non-invasive tools that have been utilized in geophysical surveys to identify archeological resources and sites located underground. These systems generate radar pulses to image the subsurface and can detect reflected signals from underground structures and features. These systems can have a variety of applications including geological prospecting, locating buried utility lines, delineating burial sites, and identifying archeological features. Dual-frequency antennas (300 and 800 MHz) allow these systems to survey for shallow and deep targets underground simultaneously, allowing for efficient data collection. This antenna is ideal for locating the position and depth of metallic and non-metallic objects, archeological features, and underground infrastructure.

3.2 The Enslaved Field Laborers Project (PMIS 328966) offers an opportunity to understand and interpret the daily life and experiences of African Americans who lived at Whitehill Plantation in Petersburg, Virginia during the nineteenth century. This project seeks to examine how enslaved people created homes and families, asserted their humanity and dignity, and sought to survive and resist the institution of slavery. To accomplish this, the project will conduct archeological investigations to determine the location of the enslaved quarters and related features. To date, few archeological features have been located below the plow zone that pervades this site. Geophysical survey will help to locate a cemetery for enslaved workers located in the vicinity of the site, as well as additional archeological features and structures that will help delineate the enslaved workers’ village and inform targeted archeological excavations at the site.

3.3 While the acquisition of GPR system would serve the immediate needs and goals of the Enslaved Field Laborers Project (PMIS 328966), this system would also support a variety of applications that would be beneficial to Petersburg National Battlefield. This may include, but are not limited to, additional geophysical surveys of archeological sites, delineating unmarked burials across battlefield and domestic cultural landscapes, and locating unmarked utilities and other underground infrastructure in the park.

3.4 This GPR system could also be utilized by other National Park Service units in Virginia that have similar resource management and facilities needs. These units may include Richmond National Battlefield Park, Fredericksburg and Spotsylvania National Military Park, George Washington Birthplace National Monument, and Appomattox Courthouse National Historical Park. Sharing a GPR system would allow for cost-sharing of resources for training, technical support, and equipment maintenance, and would underscore collaboration between park staff and the regional office.

4.0 SPECIFIC WORK / TASKS:

4.1 Purchase a GPR system that can be utilized for geophysical survey in support of the

Enslaved Field Laborers Project, as well as future resource management and facilities projects at Petersburg National Battlefield Park. The GPR system will be purchased according to the specifications outlined below:

4.1.1 UtilityScan 300/800 MHz Dual Frequency Antenna

4.1.2 Four-Wheel Rugged Cart

4.1.3 Antenna and Cart Weight: approximately 66 pounds

4.1.4 Panasonic Toughpad Touchscreen Interface

4.1.5 Storage Capacity for Toughpad: approximately 128 GB

4.1.6 RADAN 7 for UtilityScan Software

4.1.7 3D Module for RADAN Software

4.2 The contractor warrants that for a period of 12 months from the delivery date (“Warranty

Period”) to the government, the products will be free from defects in materials and workmanship. For the duration of the Warranty Period, this limited warranty is transferrable as to the contracting vendor’s products. The warranty on software products is not transferrable to a subsequent purchaser unless specifically indicated otherwise. For select products, including data acquisition systems based on UtilityScan, the Warranty Period is extended to 24 months (“Extended Warranty”). Accessories such as batteries and control cables, antenna skid plates and capsules, and laptop cables or computers are not included under this Extended Warranty. In all cases, the contractor’s warranty obligations are limited to repairing or replacing parts or equipment returned to the contractor, transportation, and insurance pre-paid by the government, without alteration or further damage, and which, in the contractor’s sole judgment, were defective or became defective during normal use.

4.3 The government, as purchasers of data acquisition systems including UtilityScan, are eligible to attend regularly scheduled training classes held at the contractor’s headquarters at no additional charge during the original product warranty period. The government is responsible for all travel, food, and lodging expenses and other incidental expenses associated with attending trainings. The government will contact the contractor for class schedules and registration. Additional on-site training may be available. The government will contact the contractor for pricing information and details. The contractor’s training classes are intended for instructional purposes only. Completion of a training class does not confer any stated level of expertise and the contractor is not liable for damages resulting from any use of misuse of equipment by persons trained by the contractor.

4.4 The government agrees to furnish the contractor with a tax-exempt purchase certificate.

4.5 The contractor will use commercially reasonable efforts to meet the time for delivery specified on the order however, does not assume a firm obligation for delivery at that time, The government is responsible for any corrective action if the purchase order reflects an incorrect shipping address at the time of product shipment.

4.6 The delivery of the products to a common carrier will be deemed a satisfactory delivery to the government. At the time the order is placed, the government may designate the carrier for shipment, the amount of insurance, and the nature of the coverage. If the government fails to so designate any or all such items, the contractor may, on behalf of and the benefit of the government, insure to full value the products shipped or declare full value thereof at the time of delivery to the common carrier selected by the contractor, and select, at the contractor’s discretion, the insurance carrier. If the government does not provide freight forwarder information or an account number (FedEx/UPS/DHL), the freight charges will be added to the order. The contractor will select, at its discretion, the types and amount of packaging. In the event of loss or damage of any of the products during shipment, the government shall make claims for any and all losses solely against the carrier. By accepting this order, the government authorizes the contractor to file export declarations if needed or as required by laws and regulations of the United States.

4.7 Delivery from manufacturer to Richmond National Battlefield Park

4.7.1 GPR system to be securely transported to Richmond National Battlefield Park

6.1 One awarded, any questions regarding order specifications and delivery schedule will be coordinated with Richmond National Battlefield Park Archeologist.

6.2 Delivery will be on business day (M-F, 8:00 am to 4:00 pm), excluding federal holidays.
