U.S. Fish & Wildlife Service, Office of Law Enforcement Use of Force Training Program
STATEMENT OF WORK
The U.S. Fish & Wildlife Service, Office of Law Enforcement (OLE) is seeking the services of a best value-training venue to conduct our recently developed Use of Force Training Program (UFTP).
The UFTP is a long-term program building a solid foundation of basic use of force skills/principles, supplemented with advanced training to meet specific needs assisting OLE in reducing risks and liability.
The 2022 UFTP session will include standardized training to all OLE Special Agents (SAs) for consistent investigative operations. It will specifically include use of force policy/legal standards, control tactics, tactics, safe weapon handling and marksmanship. This training session will also focus on current operations SAs routinely encounter to include search/arrest warrant service and protecting SAs/operatives working in covert circumstances.
The UFTP will provide instruction and the opportunity for SAs to apply use of force policy and legal standards in scripted scenario-based exercises with increasing stress and complexity. SAs will make decisions regarding when it is necessary to escalate in force to control an enforcement situation or de-escalate and defuse the situation maintaining safety for the SA, the suspect(s) and public.
SAs will be instructed on best practices to reduce risks through operational and contingency planning. SAs will receive instruction on working as a team progressing to numerous meaningful repetitions safely approaching, securing, and processing structures for search and arrest warrants. SAs will also receive instruction on working as a cover team protecting undercover operatives, performing extractions, and providing aid to undercover operatives and suspects through scenario-based exercises.
The UFTP 2022 will include all OLE SAs (approximately 240). The class sizes will need to be manageable to maintain training quality with student/instructor ratio and minimal downtime. The UFTP 2022 will conduct ten (10) training sessions of 24 students each. All ten (10) sessions will be completed in 2022 with a flexible schedule to adjust as needed per operational priorities.
The OLE Branch of Training and Inspection (BTI) will provide training material, staffing, equipment, and logistical support for the UFTP. BTI is located in Brunswick, Georgia. Due to the number of training sessions, staffing, and logistical demand, the training venue will need to be located a reasonable driving distance (4 hours or less) from the BTI.
SAs (students) will attend the UFTP from all over the United States, Alaska, Hawaii, and Foreign Attaché Stations. The training venue will need to be a reasonable driving distance (2 hours or less) from a major international airport and close to an interstate.
The UFTP will utilize graduated phases of training: static, dynamic, and interactive. Training will start with very specific instruction with demonstration then progress to drills and exercises practicing learned skills and techniques. The training will culminate into scripted scenario based training exercises with professional role players. The training venue will need to provide specialized capabilities with all-inclusive venues, support, and amenities in close proximity to accomplish the goals of the UFTP effectively and efficiently. This will include onsite double occupancy housing and meals (Breakfast/Lunch/Dinner).
