Statement of Work for Propane || Big Stone National Wildlife Refuge || POP 02.20.24 – 02.19.2029
1. General:
1.1 Big Stone National Wildlife Refuge, 44843 County Road 19, Odessa, MN 56276
Liquid Propane to the bulk tanks located at 44843 County Road 19, Odessa, MN 56276.
1.2 Purpose/End application: contractor shall provide all tools, equipment, materials, transportation, and supervision for the delivery of Liquid Propane for heating.
1.3 Contractor Qualifications: Contractor must be able to obtain and haul fuel.
2. The address the fuel will be delivered and pumped into the bulk fuel tanks is: 44843 County Road 19, Odessa, MN 56276 during the period of February 20, 2024, through February 19, 2029.
2.1 The address the propane is 44843 County Road 19, Odessa, MN 56276. There are two above-ground propane tanks: 1,000-gallon propane tank, referred to as “tank by the north shop,” and one 1,000-gallon propane tank, referred to as “tank by the south shop.” Both tanks are owned by the station.
2.2 Performance start and end dates: February 20, 2024 – February 19, 2029.
2.3 Normal duty hours: Monday through Friday, 8:00 a.m. – 4: 00 p.m.
2.4 Non-duty hours include weeknights, weekends, and Government holidays (New Year’s Day; Birthday of
Martin Luther King Jr.; Washington’s Birthday; Memorial Day; Juneteenth Independence Day; Independence
Day; Labor Day; Columbus Day; Veterans Day; Thanksgiving Day; and Christmas Day).
3. Scope:
3.1 Contractor shall provide all tools, equipment, materials, transportation, and supervision for the delivery of
Liquid Propane for heating.
3.2 Delivery Schedule: Refuge Employees (including, but not limited to: Administrative Assistant: Deborah
Hoffman; Refuge Manager: Michael Budd; Maintenance Technician: TBD). Employee will contact vendor to obtain current pricing and order Delivery of Liquid Propane for heating, to be delivered when needed.
4. Product and Quantity:
4.1 Employee will clearly state to the vendor, the product required, timeframe requested for delivery, and approximate quantity. Requests shall be on an as-needed basis.
4.2 Should the propane level in the tanks reach a level requiring maintenance, vendor would be available to assist with returning tank to level of safety, and perform necessary services.
5. Data Management Plan (DMP)

5.1 A condensed Data Management Plan (DMP) will be implemented, with the employee contacting the vendor and recording the quoted cost per gallon. The lower bid will generally result in the request for fuel from said vendor.
5.2 A record of the bids acquired, or lack thereof, will be included with the payment processing documents.
6. Government Furnished Equipment (FGE)
6.1 Tanks for Liquid Propane for heating, are all property of the Big Stone National Wildlife Refuge, 44843 County Road 19, Odessa, MN 56276.
6.2 There are two above-ground propane tanks: one 1,000-gallon propane tank, referred to as “tank by the north shop,” and one 1,000-gallon propane tank, referred to as “tank by the south shop” Both tanks are owned by the station.
7. Evaluation and Acceptance
7.1 The contractor will be evaluated as detailed herein, with Government Acceptance contingent upon delivery of propane as agreed upon by the vendor and refuge employee.
8. Quality Control / Quality Assurance
8.1 Propane will meet all government regulations.
