1 PROJECT INTRODUCTION

1.1 Location of Facilities
Red Rock Canyon National Conservation Area Visitor Center is located on W. Charleston Blvd (State Route 159). Physical address for the Visitor Center is 1000 Scenic Loop Dr, Las Vegas, NV 89161.

1.2 Short Description of Required Services
The purpose of this solicitation is to rent a double wide trailer to serve as a temporary office space for RRNCA employees. This project calls for the following actions to be taken:
1. Deliver a mobile office trailer to the specified location in Section3.
2. Set up mobile office trailer.
3. Provide weekly service to the septic and water tank for the trailer facilities.
4. Disassemble and remove trailer once services are no longer required.
1.3 Purpose
The employees of RRNCA require a temporary office space while improvements are made to the administrative building. There is already a double wide office trailer on site. The trailer shall be located adjacent to the existing trailer in the lower parking lot of the RRNCA Visitors Center (VC). The parking lot is paved asphalt. Power is run to the existing trailer through overhead power lines. The solicited trailer will hook up to the existing power source. There is no water or septic on site. The trailer shall include an ADA compliant restroom with water and septic tanks that are serviced weekly.

2 Description of Services Required
2.1 Contractor shall provide a office trailer with a minimum size (nominal, exterior dimensions of box) of 24’ x 60.
2.2 Trailer shall have a minimum of 4 corner offices with working switch lights, at least one power outlet (2 preferred, but not required) and their own operable interior doors.
2.3 The mobile office trailer must have two “Front Doors” both of which must be able to be locked from the interior and exterior of the trailer.
2.4 One of the building’s front doors must have an ADA compliant ramp for access. The other shall have a set of stairs.
2.5 The stairs and the ramp shall be delivered and attached by the Contractor within 2 working days of delivery of the trailer.
2.6 The building “Front Doors” should have direct access to a open space area that measures a minimum of 600 square feet.
2.7 The open space must have direct interior access to all offices. Access Via hall or direct access is acceptable.
2.8 The mobile office trailer must be capable of accepting electrical power from an existing temporary utility line strung from the current administrative building. Contractor connection to power is not required.
2.9 The mobile office trailer walls should be floor-to-ceiling.
2.10 The mobile office trailer must be 10 years old or newer.
2.11 The land where the mobile office will be located is in a paved asphalt area.
2.12 Trailer skirting is required and must be secured with all openings sealed.
2.13 Paneling trim adhered and in place.
2.14 Paneling in good shape and secured properly, no holes or excessive nails.
2.15 The main access road to the lot where the trailer will be placed is asphalt. See Exhibit 3 for delivery route.
2.16 There is no water or sewer at the site.
2.17 An ADA compliant restroom shall be located within the trailer. The trailer shall include a water tank with a minimum size of 100 gallons serviced weekly. The trailer shall include a waste tank with a minimum size of 100 gallons serviced weekly.
2.18 A used trailer is acceptable if it is in good condition with working lights and thermostatically controlled HVAC (cold/heat), HVAC unit is of high capacity and high efficiency.
2.19 Heating and air conditioning is required and must be in good working order.
2.20 All windows shall have working blinds and operable locks, window security bars are preferred, not required.
2.21 Windows: glass in good condition.
2.22 Flooring: carpet is required.
2.23 Floor is solid throughout trailer.
2.24 Floor adhered properly to subfloor, with limited non-removable marks and expected gaps.
2.25 Electrical outlets working and wired correctly, GFCI’s in operable condition.
2.26 Interior lighting: standard fluorescent lighting is acceptable.
2.27 Light fixtures attached properly, wired correctly, switched and in working order.
2.28 All underneath insulation covered, and fabric or other material secured.
2.29 Electrical panel in good working order and must be lockable from the outside, a key must be provided for access.
2.30 Roof structure is solid and roofing material is in good condition with no visible deficiencies.
2.31 Contractor is responsible for all services calls within 48 hours of contact.
2.32 Trailer shall be placed with breaker panel adjacent to breaker panel on the existing trailer as shown in Exhibit 2.
2.33 Contractor shall bag non-re-installable material such as floor tile, levelers, trash and/or siding and dispose of off-site in accordance with applicable Federal, State and local regulations.
2.34 Contractor shall repair any damage caused by their operations at their cost.
3 Project Administration
3.1 Project Coordination
3.1.1 Contractor shall notify Government a minimum of 5 working days before initiating on-site work area work efforts.
3.1.2 Government shall provide the resources necessary to keep the work area free of Red Rock Canyon NCA visitors.
3.1.3 Government personal shall be available by phone or email and will be on-site as needed to respond to Contractor questions. Contact information will be provided when notice to proceed is issued.
3.1.4 Government shall be available for on-site pre-solicitation and pre-construction when requested.
3.2 Period of Performance/Site Access/Work Hours/Protection
3.2.1 Period of Performance: a. Work shall commence no later than 30 business days from the issuance of notice to proceed. b. Period of performance is for one base year with up to four 6-month extension options from notice to proceed. c. The Contractor shall notify Government five working days in advance of initiating work at the site and obtain Government approval for that date.
3.2.2 Site Access: a. The Contractor shall have full use of areas needed to perform the work. Contractor’s use of premises is limited only by Governments right to perform work. Schedule and sequence operations necessary to complete the work. b. Government shall install as needed signs and protective barriers to prevent the public from parking in the designated area during the project period of performance.
3.2.3 Work Hours: a. Work shall be performed Monday through Friday, 7:00 a.m. to 5:00 p.m. except on weekends and legal holidays. Work at other times shall be prior approved by Government.
3.2.4 Protection: a. Protect any areas adjacent to the project site from any debris. Comply with governing regulations pertaining to environmental protection. Ensure safety of persons in the work area. Provide temporary barricades as required to protect personnel and public from injury.
