Statement of Work (SOW) for the
North Reno Recreation Area Bathroom Project Sierra Front Field Office
Carson City District
Background
The Bureau of Land Management (BLM), Carson City District, Sierra Front Field Office has prepared a plan to address public health and safety issues and administrative needs on public lands at North Reno Recreation Area located north of Reno, Nevada. This project will address public health and safety issues, increase regulatory oversight, provide adequate on-site security and safety of government agency personnel and property, and reduce impacts to natural resources.
Objective
Sanitation issues surrounding human waste is a major issue within the OHV area, and by providing portable toilet facilities, we hope to improve public health and safety and reduce impacts to natural resources.
Scope of Work
The contractor shall provide all resources necessary to accomplish the tasks and deliverables described in this Statement of Work. The contractor shall provide delivery, staking where needed, cleaning services, removal of all waste from within the units, and removal of portable toilet facilities on the following schedules broken up into two groups:
Base facilities: To be delivered and staged within BLM constructed bathroom cages; access will be provided to contractor where needed. Units are to be of a neutral color (ie., grey or tan), NOT blue. Once delivered, to be serviced ONCE weekly, preferability during the middle of the week, until the period of performance of this contract has ended:
Moon Rocks: One Standard Unit One (small) ADA Unit
Middle Flat: One Standard Unit One (small) ADA Unit
Prospect Hill: One (small) ADA Unit
Range Land: One (small) ADA Unit
Memorial Day Facilities (Special Event Service): To be delivered and staged within BLM constructed bathroom cages or surrounding said cages if cages are full; access will be provided to contractor where needed. Additional units are to be delivered on 5/23/2024 and are to be serviced ONCE daily until pick up on 5/28/2024. Additionally, DAILY servicing of the Base Facilities, described above, will occur during this period:
Moon Rocks: Three Standard Units
Middle Flat: Two Standard Units
Big Wash: Three Standard Units, One ADA Unit (staking required)
Prospect Hill: Two Standard Units
Range Land: One Standard Unit
Administrative Area: One ADA Unit, One Handwash Station
Period of Performance
The period of performance of this contract is from April 5, 2024, to November 15, 2024, or eight billing cycles, based on a 28-day cycle, from the date of award if the contract is awarded after April 5, 2024.
