STATEMENT OF WORK
1.0
INTRODUCTION
The EESC Leetown Science Center Fish Health Building has a need to replace the existing glasswasher with the upgrade of all the lab space. The existing unit has encountered several issues in the past couple years and is now pass it life of use.
2.0
BACKGROUND
The National Fish Health Research Laboratory and the Animal Health Team are part of the U.S. Geological Survey’s Eastern Ecological Science Center, located at 11649 Leetown Road, Kearneysville, WV 25430. Research conducted at this facility includes study of infectious and noninfectious diseases of fishes and other aquatic organisms. The facility also conducts research on invasive fish species with the intent of better understanding the adaptations these fish are applying in these new, nonnative habitats and developing ways to stop their spread and potentially eradicate them.
3.0
SCOPE
The scope of work includes but is not limited to:
Supply and install a glasswasher that meets or exceeds the characteristics listed below.
Laboratory Glassware Washer, Single Door, Electric-Heated (480V, 3-
PH, 3-Wire, 60 Hz), Printer, Non-Vented
Stainless-steel, cabinet enclosed washer can accommodate three loading accessories for simultaneous processing of various size laboratory glassware. Color touch screen microprocessor control system provide for cycle set-up, selection, monitoring and cycle alarms. The washer is equipped with a manual drop-down door that is constructed of double pane tempered glass. Three detergent injection pumps. Quickly washes and dries lab glassware in research facilities and laboratories. The efficient, cabinet-style glassware laboratory dishwasher features a space-saving footprint and holds small, medium, and large items. Seismic Mounting.

Installation
Installation Service Package includes all necessary labor and materials required to do the following:
• Uncrate the equipment at the site and inspect for shipping damage
• Assemble or re-erect the equipment
• Assemble equipment piping packages and accessories
• Install standard final panels
• Move the equipment to specified facility location. Customer to provide clear, unimpeded ingress to installation site.
• Put the equipment into its place and level it
• Make all air, steam, water & drain utility connections from building termination to the equipment meeting all regulations
• Make electrical connections to the equipment meeting all regulations
Meets or exceeds STERIS 300 XLS non vented glasswasher
Existing unit will be removed by owner
All materials shall be disposed of in an environmentally friendly manner, recycling wherever possible.
The contractor shall submit costs for labor, materials, travel, and any other category that is part of the total cost as part of the bid.
Contractor shall not proceed with any work until all required submittals are approved by the Facility Manager (FM).
This project must be completed within 60 days after receipt of order 4.0
APPLICABLE DOCUMENTS

TECHNICAL REQUIREMENTS
Contractor shall obtain all permits required by federal, state and local regulations prior to commencement of work. All required paperwork and calculations required to obtain any permits shall be provided to the and FM and the Contracting Officer’s Representative at time of submission as well as the permits themselves upon receipt of the documents from the permitting agencies.
Contractor must be licensed to work in the State of West Virginia.
6.0 Period of Performance 09/11/2023 thru 9/15/2023
7.0. Other Requirements
Outages and Interruptions:
The contractor is advised that the Science Center will continue to perform research functions during the contract. Work shall be conducted as to minimize interruption to service. Contractor shall notify FM at least 3 days prior to any and all outages and interruptions. Contractor shall not proceed with work without approvals from the FM. Changes to the schedule require the submission of a new schedule to the FM for review.
Normal working hours for the construction work at the Science Center shall be 7:30am- 4:00pm, Monday - Friday. The contractor and sub-contractors (if required) shall not work Saturdays, Sundays, legal holidays, or non-normal working hours, unless otherwise authorized by the FM. Request to work other than the normal hours shall be made, and approved, in writing through the FM. Work performed during “other than the normal hours” shall not change the total cost to the government.
Changes/Clarifications:
All work must be completed as shown in the contract documents. If ‘no cost’ change orders are to be made, a written request to the COR must be made detailing why the work cannot be completed as shown, as well as the corrective action suggested by the contractor. For change orders which will alter the price or requirements of the contract, the FM and the COR’s approval must be given in writing before beginning the work described.
Disposal and Transporting of Debris and Material:
All materials and construction debris shall be removed from the work area and placed in an approved dumpster or removed from the site daily by the contractor.
Organization and storage of contractor(s) items at the site:
The FM shall designate areas where the contractor can store or place materials and equipment for short-term storage in preparation for installation. There is limited space on site for the storage of contractor equipment. There is no inside storage space available. Storage and security of materials and equipment as required for the performance of the contract requirements are the responsibility of the contractor. The contractor shall be responsible for making all arrangements for the receipt of materials and supplies at the job site. Government personnel are not permitted to receive or sign for items delivered to the site. Upon completion of the contract, the contractor shall remove all equipment and excess materials, and shall restore the site to its original condition, as approved by the FM, at no additional cost to the government.
Site Cleanliness:
The contractor shall maintain the site free of construction debris outside of approved containers (dumpsters). The contractor shall provide dust protection and shall maintain cleanliness of the work site by promptly removing debris, tools, and excess material.
Contractor Parking, Security, and Smoking Regulations:
The contractor shall maintain a daily log of all contractor and subcontractor employees (date, name, arrival time, departure time) and provide a copy of the log to the FM at least weekly. The FM will designate a parking area (or areas) for the contractor to park vehicles. There shall be no smoking in any buildings at any time. All personnel that smoke will have to do so outside in designated smoking areas.
Environmental Protection:
The contractor and subcontractors shall perform all work and activities in accordance with local, state, and Federal environmental regulations.
Safety:
The contractor and subcontractors shall perform all work and activities in accordance with local, state, and Federal safety regulations, including OSHA, NEC, and USGS policy.
Notice to the Government of Delays:
In the event the contractor encounters difficulty in meeting performance requirements, or when it anticipates difficulty in complying with the contract delivery schedule or date, or whenever the contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this contract, the contractor shall immediately notify the COR and the FM in writing, giving pertinent details. This data shall be informational only in character. Notice under this provision shall not be construed as a waiver by the Government of any delivery schedule or date or any rights or remedies provided by law or under this contract.
