Statement of Work:
May 28, 2021 History of Requirements:
The Bureau of Indian Education (BIE) at Navajo serves 100% Native American student population. BIE Navajo District is located in the remote communities of northeast Arizona, northwest New Mexico and Southern Utah. BIE-Navajo District has implemented the PLC at Work process to improve instructional leadership and instructional practices for all students, grades K-12. Professional development has focused on identifying and analyzing standards, implementing the Design in Five process, aligning assessments and assessment plans, and collaborating to create common assessments. These practices contributed to supporting school improvement, improving instructional initiatives, and achieving high quality student learning assessments through efficacious use of tools and resources.
Period of Performance:
• September 2021 (4 Days) – Education Program Administrators, BIE Bureau- Operated School Principals, Education Resource Center (ERC) personnel, teachers and Counselors
• October 2021 (3 Days) – Education Program Administrators, BIE Bureau-Operated School Principals, & Education Resource Center (ERC) personnel and Counselors
• November 2021 (4 Days) – Education Program Administrators, BIE Bureau- Operated School Principals, & Education Resource Center (ERC) personnel and Counselors
• February 2022 (5 Days) – BIE Bureau-Operated school principals, ERC personnel, Education Program Administrators, and Counselors
• April 2022 (4 Days) – BIE Navajo District and Education Resource Center (ERC) personnel, Education Program Administrators, and School Principals
• June 2022 (5 Days) – BIE Navajo District, Education Resource Center (ERC), school principals, teachers, Tribally-Controlled school leadership
25 Days Total Description of Services:
Professional development will focus and aligned to BIE Navajo District’s initiatives and the BIE’s Strategic Direction. It is also the overall intention of BIE-Navajo to continue to build teaching practices and create learning environments that support student learning; strengthen relationships between team members through collaborative professional learning communities, resulting in a collective responsibility and commitment to providing students a culturally relevant, high-quality education.
Professional Development will target the six areas of focus: 1) social-emotional and culturally responsive teaching 2) assessments, 3) response to intervention, 4) professional learning communities, 5) standards alignment and 6) leadership capacity building.
a. Evidenced-based practices and strategies in the areas of social-emotional and culturally responsive teaching infused into instructional practices.
b. Develop high quality standards-based assessments through the process of backwards planning by professional learning teams (PLT’s), supporting data-driven instruction, identifying student learning proficiency/non-proficiency, and re-teaching.
c. Develop response to intervention processes to ensure all students’ academic needs are identified and are being met at each grade level.
d. Strengthening the professional learning communities to demonstrate a collective ownership and shared commitment of collaboration, resulting in increased student learning proficiencies.
e. Determining relevant priority standards for each grade level aligned to College and
Career Readiness Standards
f. Leadership capacity building of principals, program specialist, teachers and counselors to identify, plan and implement next steps for their learning community to enhance student achievement and success. This will be provided through professional development sessions and planned coaching sessions.
Measurable Outcomes:
o Evidenced based practices and strategies are embedded in instruction o Quality assessments are used at all grade levels to monitor and student achievement o PLC is an embedded practice in all schools o School PLCs establish response to intervention tiers o School leaders will determine priority standards by grade level o Leadership will facilitate the change process in mind sets and school culture
What are the measurable activities and task, defined in a sufficient level of detail such that one can determine if the objectives are met?
• A plus delta will be conducted at the end of each professional development session and will involve soliciting input by all participants. The plus will capture the evidence that participants identified as most beneficial toward their learning as a professional, whereas, the delta identifies what the audience suggest to changed or improved.
• School leaders, teachers, and ERC personnel will make a determination on how their work (associated with the professional development they received) with teachers and leaders will be documented in their individual EPAP (performance evaluation), supporting their determination with a collection of relevant evidence.
• Participants will be expected to provide feedback on how the professional development resulted in a change of practice. This will be conducted through teleconferencing and/or face-to face with their leader.
What are the estimated milestones?
• During the contract duration, same day progress discussions will take place with the vendor, immediately after the professional development session.
• Throughout the contract duration, collaborative leadership discussions will be held to assess the progress of professional development services provided by the vendor, these discussions will take place periodically to determine the level of effectiveness and goal attainment.
What if any special resources are required?
• BIE-Navajo ERC will be responsible for reproduction of all handouts and other printed material.
• BIE-Navajo ERC will provide the venue, video equipment, and technical support for each professional development session.
• Provide supplemental resources and materials to align with each professional development topic, such as books (printed, audible and digital), foldable, posters, resource guides, and videos.
When meetings are to occur and reports required, as applicable: Dates, Region, Training sites.
• Vendor will provide evaluations to be completed by all BIE Navajo District participants, upon completion of each professional development session.
• Vendor will collaborate with customer in creating and finalizing the agenda for each professional development session.
• Trainings to be provided face-to-face or virtual.
