FISH AND WILDLIFE SERVICE
Statement of Work
GENERAL: The existing patrol boat requires significant upgrades and repairs to ensure operational reliability and safety. The current engine, decking, electrical systems, and various onboard components are outdated, degraded, or nonfunctional, compromising the vessel’s effectiveness for its intended use. This project aims to modernize the boat’s systems, enhance durability, and restore full functionality to support operational needs. Immediate action is critical to prevent further deterioration and ensure the vessel remains serviceable.
SCOPE: The contractor will perform a comprehensive refurbishment of the patrol boat, including engine replacement, decking overhaul, electrical system upgrades, and inspection/repair of critical components. The work includes, but is not limited to, the following:
• Remove and dispose of the old engine. Replace it with a KEM 6.2L V8 VVT DI (L87) engine or equivalent. Modify engine mounts and engine harness as necessary to accommodate the upgraded engine.

Engine Speed: 5000 rpm, minimum 400 peak horsepower, Block: Cast Aluminum, Cylinder head: Cast Aluminum, Oil-jet piston cooling, Advanced oiling system - variable displacement pump, High-strength aluminum alloy pistons
• Replace old decking with either: (1) aluminum diamond plate deck (approximately 3/16” thick), media blasted to dull the mirror shine, or (2) marine plywood covered with textured vinyl or gritty deck paint.
Use stainless steel hardware/screws for installation. Clean sediments, gravel, and detritus accumulated under existing deck boards and inspect the interior hull surface for damage or wear.
• Inspect and overhaul all 12V accessories, including wiring, ring/spade terminal connectors, and nonfunctional switches. Replace as needed. Install a Blue Sea Systems fuse block or equivalent to protect all new 12V accessories. Remove all old, unused, or nonfunctional law enforcement officer (LEO) accessories and wiring.
• Inspect and service the following components: battery switch(es), search light, wiper motors (replace blades), radio, antenna, mount, and wiring connections. Reuse the existing Humminbird GPS/depth finder.
• Install two 1100 GPH Attwood Sahara bilge pumps (three-wire configuration: brown, black, and brown with white chaser stripe). Connect the solid brown wire directly to the positive battery terminal with a crimped 10A inline fuse before the ring terminal. Load test and install two new batteries.
• Rebuild or replace the heating system, including ducting. Inspect and replace navigation and anchor lights as needed.
• Inspect and update the steering system (cable versus hydraulic options to be evaluated). Install new shift/throttle cables and inspect the remote control for proper function.
• Inspect, service, or replace the jet pump/impeller, including rubber boots, bellows, and anodes. Replace all fuel and vent lines, filler hose, and hose clamps. Inspect the gas tank interior for debris and water, evacuate as necessary, clean and sand the surface under the fuel sender gasket, and reseal the tank.
• Inspect and replace the anchor rode if worn. Ensure a bow eye or cleat is present in or near the anchor locker to secure the bitter end.
• Lubricate and clean window tracks for smooth operation, inspect window gaskets for damage, and repair or replace screens as needed.
INSPECTION AND ACCEPTANCE: The work will be inspected by FWS personnel or a designated Contracting Officer’s Representative (COR).
GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION: Vendor is responsible for all equipment, supplies, and materials required to complete the work unless otherwise specified.
