Statement of Work
Cemetery Documentation and Management Plan
National Park Service
Natchez Trace Parkway
August 18, 2020
I. Project Description
Project Statement The National Park Service (NPS) is requesting proposals to conduct a comprehensive documentation and management plan for cemeteries located along the Natchez Trace Parkway (Parkway).
Project Goal The goal is to comprehensively document all cemeteries along the Parkway and develop a management plan with treatment recommendations. The information will be used to update the NPS' Cultural Resource Inventory System (CRIS) records and to request funding for treatment recommendations. The Parkway will share copies of the documentation with the Mississippi and Tennessee State Historic Preservation Officers, county libraries, local historical preservation groups, and genealogical societies.
Natchez Trace Parkway Overview Congress established the Natchez Trace Parkway on May 18, 1938 to commemorate the Old Natchez Trace. The Trace (another word for trail) was used by American Indians from the Paleo- Indian Period through the Archaic and Woodland Periods to the Mississippian era. They used the trail for hunting, trade, and travel between villages and remote population centers. Along the Old Trace, archeologists have found hunting camps, ceremonial centers, cemeteries, and villages.
Emerald, Boyd, Bynum, Bear Creek, and Pharr Mounds are just some of the archeological sites from past American Indian cultures. In later years, the trail was used for expansion of the Old Southwest. The United States Government designated the road as a postal route and funded improvements. Stands or inns were established to accommodate travelers and post riders. Men, such as Andrew Jackson and John Coffee, also used the trail as a military corridor during the War of 1812.
In later years, Civil War soldiers passed along its route. With the advent of the steamboat and postal route changes, the Old Trace’s importance waned. Some sections fell into disuse, while others were incorporated into county road systems.
After Congress authorized the Parkway's creation, each state's Department of Transportation purchased the right of way, and transferred the land to the U.S. Government. It was designed to follow the general route of the Old Trace but not on its exact location in order to preserve the trail while commemorating its route. The Parkway extends 444 miles from Nashville, Tennessee through Alabama to its terminus in Natchez, Mississippi. It encompasses 52,000 acres and has an average right of way of 825 feet.
For additional information, please see the Parkway's Foundation Document located here:
https:// www.nps.gov/natr/learn/management/upload/NATR-Foundation-Document.pdf
Project Location: Cemeteries are located along the Natchez Trace Parkway in Mississippi and Tennessee.

II. Scope of Work
• Contractor shall visit each cemetery and conduct a comprehensive inventory and assessment of the overall condition of the site, individual markers, enclosures, associated landscape, and environmental setting.
• Contractor shall research and provide a brief historical overview of each cemetery. The
Parkway has some existing background information on file that the Contracting Officer Representative (COR) will provide. The project proposal shall consider other reasonably available sources as part of a full research scope.
• Contractor shall use a cemetery survey form to record field data. Attached to this SOW is a form developed by the National Center for Preservation Training and Technology (NCPTT). Either this form or one equivalent shall be used. If a different form is used, it shall, at a minimum, capture all the information shown on the attached form. The NCPTT form can be downloaded here: https://www.ncptt.nps.gov/blog/documentation/
• Documentation shall include a site plan of the cemetery drawn to scale. It shall show marker locations and features such as fences, walls, and landscaped plantings. Each cemetery shall be shown on a topographic map with center point latitude/longitude coordinates. GIS data is available for most cemeteries. In those cases, the contractor shall confirm the coordinates but if no data currently exists, the contractor shall capture a center point location. GIS data for the cemeteries and the Parkway boundary are available upon request.
• Photographic documentation shall include:
o a minimum of 2 per cemetery placing the overall site in context;
o a minimum of 2 per marker capturing its full dimensions, front and back sides, and associated foot stone, if present;
o a minimum of 2 per enclosure sufficient to illustrate dimensions, materials, and workmanship;
o photographs shall be indexed and keyed to the condition survey form and site plan.
• The contractor shall provide treatment recommendations to preserve enclosures, markers, and overall grounds management. The report shall include associated cost estimates that can be used by the Parkway to request future funding for recommended treatments.
III. Project Deliverables The contractor shall prepare and deliver the following:
• Two complete hard copy sets of the report which must include all the components listed above in Section II under "Scope of Work."
• One complete digital copy of the report which must include all the components listed above in Section II under "Scope of Work."

Blackburn Cemetery was moved due to Parkway construction. The graves were disinterred and moved to a nearby location. The graves are marked by a single headstone. Gilliam Cemetery is represented by one marker that was found while mowing in 1996. The marker is stored at the Leipers Fork district maintenance office. The headstone needs to be assessed and original location researched to inform treatment recommendation. Pioneer Cemetery surrounds the Meriwether Lewis Monument. From 1925-1933, the War Department managed the site. At that time, management removed the upright headstones and replaced them with flush to the ground square marble markers.
Many of the original headstones are stored at the Meriwether Lewis maintenance district office and need to be assessed for long term storage and treatment.
