Bureau of Indian Affairs / Office of Justice Services Law Enforcement Officer Badges
Statement of Work
1. Background The Bureau of Indian Affairs, Office of Justice Services is transitioning from Police Officer badges to new position titles. This transition is due to an update within the OPM official position titles. BIA OJS anticipates that this transition will begin during the timeframe of the award and will require the addition of tasks and personnel with specific expertise to accomplish.
The first steps will include transitioning to new position title FEDERAL OFFICER which BIA OJS requires the contractor to provide custom badges.
2. Objectives The Bureau of Indian Affairs, Office of Justice Services will require the manufacturing and supply of custom law enforcement officer badges.
The finished products shall match the OJS logo design. Badges must carry a lifetime warranty against manufacturing defects under normal wear and tear. Engraving must be of quality standard.
3. Requirements
BIA OJS will require to purchase the following quantities:
Quantity: CLIP: 250 each, PIN: 250 each, total of 500 badges.
Engraving: FEDERAL OFFICER Each officer will be issued 1 clip and 1 pin.
Sequence shall be starting from 10001 - 10250.
4. Specifications
VHB Style: BC2443 Finishes: VHBKK Enamel Type: Hard Enamel Enamel Color: Blue Lettering Style: Block Attachment: Safety Catch & Wallet Clip Size: 3.13”H x 2.19” W Weight: less than ¼ lb.
The seal and lettering are in the dye of the badge except for the title panel

Each badge will be numbered on the front side of the badge starting with 100.

All badges must carry a lifetime warranty against manufacturing defects under normal wear and tear to include the detachment of safety catches, joints, posts, panels, and seals or the discoloration of the enamels. All badges will have a guarantee against any other manufacturing defects for a one (1) year period beginning from the date of the original invoice.
Each badge shall be manufactured in a way that allows the lettering on the lower banner to be changed by the manufacturer without the creation of a new dye.
5. Security Controls The contractor shall have in place appropriate security controls to ensure that all BIA OJS dyes, and badges produced are accounted for and delivered accurately. Any BIA OJS badges, complete or incomplete, that do not meet the contractor’s quality control standards for delivery to the BIA OJS shall be immediately destroyed at the contractor’s facility and at the contractor’s expense. These security controls must be detailed in the proposal for evaluation. The BIA OJS holds the right to reject any delivered finished product due to flaws in the construction, banners, coloring, soldering, wording etc. The contractor must replace or refurbish/repair badges rejected by the BIA OJS at the contractor expense and will expedite the completed product back to the BIA OJS.
The contractor shall submit a quality control plan with their proposal to be evaluated by the BIA OJS evaluation team. Upon award of the contract, the quality control plan shall become part of the statement of work.
Unless otherwise directed by the contracting officer, the contractor shall store the dyes in a secure area at the contractor’s facility. The dyes and secure storage area are subject to Government inspection. A complete inventory of all dyes must be submitted to the Government at the beginning and end of each contract period or upon request by the BIA contracting officer. No badges will be produced from the BIA OJS dyes or design unless ordered directly by an authorized BIA contracting officer by purchase order award.
