Solid Waste Management Service Statement of Work (SOW)
Turtle Mountain Agency Facility Management
1. Purpose
To provide refuse collection for the Bureau of Indian Affairs, Turtle Mountain Agency buildings and Government Quarters.
2. General SOW Specifications
A. Scope: The contractor shall provide all labor, equipment, supplies, materials, and incidentals, except as otherwise noted herein, necessary for the collection and disposal of solid wastes from those areas listed below for twelve (12) months, beginning November 13, 2021 to November 12, 2022, or the day after the award date, whichever is later, with the option to extend services up to six (6) additional months.
B. Description of Work: The work covered by these specifications consists of furnishing all necessary equipment, labor, supervision, and materials for performing all operations necessary for the collection, transportation, and disposal of all refuse specified in this SOW, complete and in accordance with these specifications and subject to the terms and conditions of the SOW.
C. Location: This SOW is to be performed in accordance with approved routes between the respective landfills and the BIA facilities, which include:
1. Administration & Property & Supply (Building No’s, 109 & 168), 1202 BIA Road 7, Belcourt, ND 58316
2. Roads Shop (Building No. 169), 1519 BIA Road 7, Belcourt, ND 58316
3. Government Furnished Quarters (GFQ) – 63 Buildings, Belcourt ND 58316
4. Detention Center & Social Services (Building No’s, 84 & 175) 1306 Francis
Sinclair St, Belcourt, ND 58316
5. Facility Management Office & Shops (Building No.133), 1062 1st Ave, Belcourt, ND 58316
6. Facility Management Grounds Shop (Building No. 186), 1062 1st Ave, Belcourt, ND 58316
7. Forestry (Building No. 169A) 1519 BIA Road 7, Belcourt, ND 58316
D. Government Furnished Property:
1. 8 – 4-yard trash hoppers
2. 63 – 95 Gallon trash bins
E. Performance of Work: Refuse collection and disposal will be conducted in conformity with applicable regulations to provide satisfactory protection of property and the environment. These regulations include but are not limited to the Resource Conservation and Recovery Act (RCRA), The Federal Facilities Compliance Act, 40 CFR Part 257 Classification of Solid Waste Disposal Facilities and Practices, and 40 CFR Part 258 Criteria for Municipal Solid Waste Landfills.
F. Supervision: The contractor will always provide competent supervision when work is in progress. The contractor is responsible for assuring that all work accomplished, and materials used, are in accordance with the specifications.
G. Applicable Publications, Laws, and Regulations: Unless specifically exempted by these specifications, all work accomplished under this SOW will conform to the requirements of all applicable Federal, Tribal, State and Local laws and regulations pertaining to environmental protection and occupational safety and health.
H. Collection of Waste:
1. Points and Frequency of Collections: The frequency of collections for the waste receptacles will be as follows:

2. Schedule of Operation: After the award and before work begins, the contractor will establish a schedule of proposed operations. This schedule will govern the days, and time of day, collections will be made. The schedule will be subject to change, provided the proposed modification contributes toward a more satisfactory service.
3. The contractor shall confine operations to daylight hours commencing not earlier than
7:00 am CST and continuing not later than 4:30 pm CST.
I. Transportation: All waste shall be transported from the collection point to the disposal area in closed packer-type bodies mounted on suitable trucks approved for hauling waste.
Transportation equipment shall be in acceptable sanitary condition. Transportation equipment shall not exceed maximum weight limit restrictions.
J. Vehicles: The cost of maintenance and repair of the contractor-owned vehicles will be the sole responsibility of the contractor.
K. Reports: Documentation must be provided to prove that all solid waste collected from
BIA facilities were properly disposed at municipal solid waste landfills (MSWLFs).
Documentation shall be in the form of an approved bill of lading procedure with tipping fee receipts, and/or equivalent process as proposed by the contractor, through the Agency Facilities Manager.
