Part II: Tasks

1. FENCE CONSTRUCTION

Fencing must be installed according to these specifications and the detailed Fence and Gate drawings in Attachment B. Excess materials and any trash must be removed from the project site on completion of construction and disposed of in accordance with local, state, and federal regulations. Contractor will repair all ruts and scarred ground created by construction activities upon completion of fencing installation.

A. Fence Position: The fence will be installed so as to tie into existing landscape features so as to prevent travel around the fence. The goal is to block off potential or used (illegal roads) access points. Shape files are provided for the length of the fence, but exact location on the ground will be determined by landscape features.

B. Setting Posts: Dig hole for setting wood post on the ground at least 16 inches in diameter to a depth of 48 inches. Heavy equipment, such as pneumatic drill or mechanized auger, may be used to drill the post holes. Put the wood post inside the hole, plumb, and back-fill the hole with the excavated materials and compact the fill materials heavily, using water, up to the ground surface. After the wood posts are all erected, trim the top of the posts uniformly 46 inches above the ground. Along the fence line on the center of the wood face, and 5 inches and 24 inches below the top of the wood posts drill a hole using a 1-inch auger bit. Every other post should have reflectors mounted 6 inches below the top of the post on all 4 sides.

C. Post Spacing: The post and steel cable fence will be installed in a series of 300-foot sections. Gaps shall not be made between fence sections. For each fence section, posts shall be spaced 12 feet apart (12-13 feet average).

D. Steel Cable: The 1 inch steel cable shall be inserted into the holes of all posts. After the steel cable is inserted, secure with bolts and nuts on one end of the cable to the post, pull the cable until is it uniformly stretched and secure the other end of the cable permanently. Thus, each end of the cable is tightly clamped to both sides of the post. Steel cable is properly stretched when it is springy to the touch. Fastening bolts will be welded to disrupt the steel threads to deter vandalism and secure to bolts.

2. GATE CONSTRUCTION AND INSTALLATION

Gates must be installed according to these specifications and Attachment C, set in cement, with lock box installed, and connected to the constructed fence posts. Excess materials and any trash must be removed from the project site on completion of construction and disposed of in accordance with local, state, and federal regulations. Contractor will repair all ruts and scarred ground created by construction activities upon completion of fencing installation.

A. Construct 1 gate at the west entrance to the corridor. Location shown on Attachment A.

B. The gate will be 4 feet in height and constructed of heavy gauge steel. The gate will be mounted on both sides to concrete filled posts set in a concrete footer 5 feet below grade. The locking pin shall be protected in a lockbox. The gate and lockbox will be built to the specifications provided, except for the addition that each of the gate’s posts will have an eye welded at 3 feet and 2 feet above grade on the outside of the posts in order to receive a 1 inch diameter braided cable. The gate will be affixed to the pre-existing post and cable fence with the 1” braided cable through the welded eyes on gate post. See Attachment C for gate specifications.

Part III: Period of Performance

1. The performance period of this Contract shall be 90 calendar days following the date the Government issues the Notice To Proceed:

A. Construction shall occur during normal work hours. (7:45 am to 4:30 pm Monday through Friday, excluding Federal observed holidays).

B. Excessive heat (temperatures above 90) may affect work hours; however, any changes to the schedule will be coordinated with the government at least one day prior to any changes to the schedule.

Part IV: Environmental Considerations

Sensitive vegetation will be identified and flagged by BLM pre-construction – flagged areas will be diligently avoided by the contractor to minimize damage to sensitive vegetation.

1. All vehicles/equipment being used on this project shall be steam cleaned or pressure washed on contractor’s property prior to starting the project.

2. Contractor will ensure that all on-site personnel have completed desert tortoise and sensitive plant awareness training before on site work begins. This may be accomplished through consultation with BLM specialists.

3. No blading or scraping of the ground along the fence line or on any Bureau of Land Management administered land is permitted. Access roads shall not be constructed along fence lines or to the job sites but travel along the fence line is permitted.

4. Contractor shall repair all ruts and scarred ground created by construction, repair, or removal as directed by the Bureau of Land Management.

5. Camping at or near the job site only on land managed by the Bureau of Land Management is permitted as long as it does not exceed a maximum of 14 days in any one location. Camping is prohibited within 100 yards of any isolated water source springs, seeps, water troughs, windmills, small reservoirs, etc. Toilet facility requirements shall follow all Federal and State regulations. When a camp site is no longer needed, all garbage must be removed and properly disposed of.

6. No hazardous materials shall be stored or disposed of on-site. Fuel, oil, and grease needed for equipment maintenance during the working period may be stored on site where no leakage or spillage will contaminate the ground. The Contractor will be responsible for cleanup of any spilled materials. No equipment maintenance will be performed within, or near, any stream channel or waters where petroleum products or other pollutants from equipment may enter these waters.

7. Clean-up: All on-site trash will be kept in raven-proof containers and will be removed daily. Fencing supplies will not be considered trash. Excess materials and any trash must be removed from the project site on completion of construction and disposed of in accordance with local, state, and federal regulations.

8. Cultural Considerations: Because fragile and irreplaceable culture resources may be present in the area, project activities and any other action which causes disturbance of the earth's surface shall be limited to those areas approved by the Bureau of Land Management. Deviations from routes flagged or shown on the drawings are not allowable without prior approval of the Bureau of Land Management. Contractor shall insure that he, his employees, or his representatives do not collect archaeological artifacts. Should the condition of the cultural resources in the area be altered during construction due to unauthorized activity by Contractor or his employees, Contractor shall be responsible for all costs of mitigating the cultural resources involved. If deterioration of the archaeological sites is found to be occurring during the construction phase, work on the project shall be terminated until a data recovery plan is prepared and completed in accordance with the National Historic Preservation Act.

Contractor shall immediately bring to the attention of the Bureau of Land Management any and all cultural resources including, but not limited to, historic and pre-historic sites or artifacts, buried artifacts, and buried features such as fire pits, burials, and house floors discovered as a result of construction operations. Contractor shall immediately suspend all activities that might harm the object(s) and shall leave such discoveries intact until instructed to proceed by the Bureau of Land Management.

Pursuant to 43 CFR 10.4(g) the Contractor must notify the Bureau of Land Management by telephone, with written confirmation, immediately upon the discovery of human remains, funerary items, sacred objects, or objects of cultural patrimony. Further, pursuant to 43 CFR 10.4(c) and (d), the Contractor must stop activities in the immediate vicinity of the discovery and protect it from construction activities for 30 days or until notified to proceed by the Bureau of Land Management.
