STATEMENT OF WORK
CONFERENCE EVENT COORDINATION & MANAGEMENT FOR THE OFFICE OF JUSTICE SERVICES (OJS), UNITED STATES INDIAN POLICE ACADEMY (USIPA)
BACKGROUND
The United States Indian Police Academy (USIPA) identified a need to establish a conference type event to simultaneously host training and certification sessions for Tribal and Bureau of Indian Affairs public safety personnel in a central location. Through this conference type event, public safety professionals could travel to one central location and receive annual certification training that is specific to the Tribal Law and Order Act, the Violence Against Women Reauthorization Act, as well as the Indian Country Law Enforcement Act.
LOCATION AND SCOPE
The USIPA’s targeted location to host this three-day conference in Albuquerque, New Mexico at The Albuquerque Convention Center located at 401 Second Street NW, Albuquerque, New Mexico 87102. Conference dates are August 22-24, 2023 from 0830-1630 each day as reflected in Attachment 1. Expected participant count is around 150 with one main session room and four break out rooms. Conference event management services include, but are not limited to:
· Preplanning and post event follow-up
· Venue planning & coordination
· Event marketing
· Event registration and roster tracking
· Vendor/Instructor & attendee coordination and support
· Daily event management and evaluation
SPECIFIC TASKS
1. Secure venue, begin coordination with customer (OJS USIPA) Target Date: 120 days before start of conference*
2. Preplanning: Coordinate with the customer, venue planning, vendor coordination, and marketing planning and implementation.
Target Date: 90 days before start of conference*
3. Coordinate with the customer, logistical and admin support, event registration Target Date: 30 - 60 days before start of conference*
4. Post Event Close-out and Follow-up / After Action Report Target Date: within 15 days of conference completion
*Target dates are not absolute, and may vary depending on the actual award date of any contract for these services
CONFERENCE SCHEDULING
A conference schedule will be required as a deliverable within 30 days of contract award.
ORGANIZATIONAL CONFLICT OF INTEREST
Without prior approval or a waiver, in accordance with FAR 9.503, an awardee cannot simultaneously provide law enforcement assistance or similar support and be a technical performer. Therefore, all contractors as well as proposed subcontractors and consultants must affirm whether they (their organizations and individual team members) are providing law enforcement assistance or similar support to any OJS office(s) through an active contract or subcontract.
If the contractor is providing support or anticipates providing support to BIA, OJS, that creates or represents an actual or potential organizational conflict of interest (OCI), the contractor shall immediately disclose this actual or potential OCI in accordance with FAR Part 9.5. The contractor is also required to complete and sign an Organizational Conflict of Interest Statement in which the contract (and any subcontractors, consultants or teaming partners) agree to disclose information concerning the actual or potential conflict with any proposal for any solicitation relating to any work in any task order. All actual or potential OCI situations shall be handled in accordance with the FAR.
All affirmations must state which office(s) the contractor, subcontractor, consultant, or individual supports and identify the prime contract number(s). Affirmations shall be furnished at the time of proposal submission. All facts relevant to the existence or potential existence of organizational conflicts of interest (FAR 9.5) must be disclosed. The disclosure must include a description of the action the contractor has taken or proposes to take to avoid, neutralize, or mitigate such conflict. If in the sole opinion of the Government after full consideration of the circumstances, a proposal fails to fully disclose potential conflicts of interest and/or any identified conflict situation cannot be effectively mitigated, the proposal will be rejected without technical evaluation and withdrawn from further consideration for award.
