STATEMENT OF WORK

For

BURRO CREEK RECREATION SITE JANITORIAL CONTRACT

Task: Maintain the Burro Creek Recreation Site for five days per week, Friday through

Tuesday, for twelve (12) months, September 10, 2021 through September 9, 2022 for

Bureau of Land Management’s Kingman Field Office. Janitorial contract would include four (4) additional one-year options covering the periods of September 10, 2022 through

September 9, 2023; September 10, 2023 through September 9, 2024; September 10, 2024 through September 9, 2025; and September 10, 2025 through September 9, 2026.

FORMAT:

Background: The purpose of the work project is to provide safe, clean, properly operational and visually pleasing recreation site for the public. Protect the natural and structural resources and prevent any possible safety and health problems from occurring.

Scope of Work:

The Contractor shall provide all necessary management, supervision, labor and supplies (other than Government Furnished Property), required to perform the janitorial and maintenance services for the Burro Creek Recreation Site (see Appendix 3). Required services include the following items:

• Cleaning Two (2) Public Facilities (Restrooms) – Required tasks associated with cleaning these two (2) facilities include thoroughly cleaning all toilets, sinks, fixtures

(mirrors, partitions, toilet paper/paper towel holders, and door handles), water fountains, storage shelving, and floors. Each restroom has three (3) flush toilets, one (1) urinal, two

(2) supply closets, one (1) drinking fountain, one (1) foot wash, and two (2) trash receptacles.

• Collecting Trash and Removing Trash – Required tasks include emptying ALL trash receptacles weekly from October 1 through April 30 and every two weeks from May 1 through September 30 when any trash exists in the container, removing all litter and waste from the entirety of the campground, bagging and tying all waste (litter or trash from receptacles), wiping down trash container lids on a monthly basis, and sweeping off concrete slabs where trash receptacles are affixed to on a monthly basis. Trash shall be removed from the site and hauled to the Stephens Ranch and placed in the two (2) three

(3) yard metal dumpsters.

• Cleaning 23 Individual Camp Sites, 1 Group Site, and Day Use Area – Required tasks include hosing off all concrete slabs located within the group site and day use area, raking site areas, cleaning all picnic tables regularly, and regularly removing ash from fire-rings and grills after camper or day use.

• Maintenance of Water System – The Burro Creek Recreation Site water system operates off of a well pump and generator. In order for the site to have water, the generator must

2 | P a g e be run to keep the 10,000 gallon tank full. The generator must be run enough to maintain a 3,000 gallon level in the tank. There is an indicator on the side of the tank that shows the tank level. Instructions on how to run the generator properly would be provided upon award of the contract to the Contractor or Contractor employee by the Government. As of May 2021, the water system operation is under review by the Bureau of Land

Management. Therefore, this component of the contract is subject to change at the direction of the Contracting Officer’s Representative (COR) named in this document.

Any change in work, would be either less than or equivalent to the current requirement.

The Contractor or Contractor employee shall provide a physical presence on-site 20 hours a week at the Burro Creek Recreation Site. Required days of service are Friday through Tuesday.

Service at the site is required prior to 12PM daily to ensure that interaction between the

Contractor or Contractor employee and the recreational user is kept to a minimum. This means having a minimum of one responsible person physically present at the site to maintain appropriate physical condition of the property and cleanliness of facilities during that time.

The janitorial and site maintenance work specified under Deliverables below are acceptable minimum standards. The Contractor or Contractor employee is required to inspect the site and facilities throughout each day and perform cleaning and site maintenance work as needed to ensure a pleasing, neat, clean appearance.

Period of Performance: September 10, 2021 through September 9, 2022. Include four (4) additional one-year options covering the periods of September 10, 2022 through September 9, 2023; September 10, 2023 through September 9, 2024; September 10, 2024 through September

9, 2025; and September 10, 2025 through September 9, 2026.

Location:

• The Burro Creek Recreation Site (see Appendix 1) is located adjacent to Burro Creek in

Mohave County, Arizona, approximately 17 miles southeast of Wikieup, Arizona. The entrance is located one mile south of the Burro Creek Bridge on U.S. Highway 93, then

1.5 miles west via the paved access road.

• The Stephens Ranch (see Appendix 2) is located in Mohave County, Arizona, approximately 7 miles north of Wikieup, Arizona. The entrance is located at milepost

17.9 on the east side of U.S. Highway 93.

Site Visit Information: A site visit can be arranged by contacting Matthew Driscoll, Outdoor

Recreation Planner, at (928)352 – 5729 or by email at mdriscoll@blm.gov. Date for site visits shall be determined upon demand as a mass site visit shall be conducted.

2. The Contractor shall maintain a 30-day stock of supplies. The Contractor shall notify the project inspector (PI), park ranger, or COR named in this document of the need for supplies. BLM personnel shall deliver supplies to the Contractor within 7 days following notification by the Contractor as to need for the supplies.

B. Services-

The Government shall provide the following services for the direct performance of this contract:

a. Training that is directly related to the performance of the contract such as safety and equipment operation.

b. Manuals and instructions for the maintenance and repair of Government furnished equipment and property.

c. Recreation Site rules and regulations.

C. Facility-

The Contractor or Contractor employee shall use the pump house and the supply closet connected to each restroom at the Burro Creek Recreation Site for storage of the Government

Furnished Property used to perform the services under this contract.

Deliverables:

Daily Minimum*

The Contractor or Contractor employee shall:

a. Clean the flush toilets, grab bars, urinals, stall doors, main entrance doors, sink basins, mirrors, and drinking fountains with an appropriate solution of cleaning agent and water to remove all dirt, stains and foreign material and then wipe dry. The towels, rags, sponges, water, etc. used to clean toilets and urinals shall not be used to clean sinks, drinking fountains, grab bars, or doors.

b. Fill the toilet paper dispensers

c. Empty and clean sanitary napkin receptacles with a disinfectant

d. Sweep facility floors and concrete sidewalks of all foreign material

e. Sweep spider webs from all walls and ceilings

f. Remove all unauthorized graffiti from the walls if it can be easily scrubbed away, if action is required other than scrubbing, notify the PI.

h. Check all drains, unclog all stopped or sluggish drains and ensure they are clean and functioning properly, and notify the PI if more than minor maintenance is needed.

i. Hose off the dump station slabs of foreign material and report any damage to the PI.

j. Patrol the recreation site and keep it free of all litter, glass, and other debris. Litter picked up would be placed in trash bags provided by the Government.

k. Be alert for and inspect all building facilities for mechanical failure, including water valves, spigots, dump stations, septic systems, and perform minor maintenance on plumbing fixtures, etc. as needed. Take whatever remedial action is necessary to correct or prevent further damage concerning malfunctions and notify the PI.

l. Check the water storage tank daily and fill as needed to ensure a minimum 3,000 gallon water supply at all times. The generator is used to operate the pump for this purpose. See note above on water system operation.

* These services shall be required more than once per day if visitors jeopardize the sanitary conditions in the restrooms. This is dependent upon the size of visitor crowds and type of visitor use.

Weekly Minimum

The Contractor or Contractor employee shall:

a. Wash the walls, stall partitions, and light fixtures with a solution of water and a cleaning/disinfectant agent and rinse clean in order to remove foreign material. Mop the floors with a solution of water and a cleaning/disinfectant agent to remove foreign material.

b. Clean the fire-ring grills within one inch of the bottom ring by removing all cold ash and unburned material from the fire-rings. The collected ashes shall be placed in garbage bags in the garbage cans and removed to the dumpsters at the BLM Stephens Ranch.

c. Obliterate all rock-lined fire rings that accumulate as a result of user construction. The collected ashes shall be placed in garbage bags in the garbage cans and removed to the dumpsters at the BLM Stephens Ranch.

d. Clean picnic tables and benches with a solution of water and a cleaning/disinfectant agent to remove foreign material and stains.

e. Check and maintain the water purification and supply system in accordance with the

Government furnished instructions, to include the following items f through j.

f. Regularly inspect the water purifier using the Ultraviolet Monitor to ensure that the germicidal lamp is still in operation, notify the PI if it is non-operational.

g. Record the readings of the generator hours, water flow readings on the Government furnished forms everyday water is pumped.

h. Operate the campsite and upper restroom water valves on a weekly basis to move water through the lines from May 1 through September 30.

i. Inspect generator for proper fluid levels before every start up and notify the PI of any maintenance needs.

j. Be alert for and inspect all water system facilities for mechanical failure, including generator, pumps, breaker switches, and propane tank prior to activation of the pump.

Take whatever remedial action is necessary to correct or prevent further damage concerning malfunctions, notify the PI of any issues, even if corrected.

Monthly Minimum

a. Clean the trash container lids so that they are free of dirt and foreign material with a solution of water and a cleaning/disinfectant agent.

b. Sweep all dirt, debris, and foreign material from trash container concrete pads. If necessary, use a solution of water and a cleaning/disinfectant agent to remove other foreign material or debris.

Trash Collection

The Contractor or Contractor employee shall:

a. Empty all garbage cans and replace all liners if any trash exists Thursday through

Sunday as follows:

October 1 through April 30 – As needed weekly

May 1 through September 30 – As needed once every two weeks

b. Bag, tie, cover, haul and dump all collected garbage into the dumpsters at the BLM

Stephens Ranch. The Contractor or Contractor employee is responsible for all trash transported on State and County roads from the recreation site, and the transportation and disposal of waste in accordance with Federal, State and Local Laws.

Personnel:

The contractor shall be responsible for the performance of the work and the overall management and coordination of this contract, and is required to act as a central point of contact with the PI and subsequently BLM.

In the performance of these required services, the Contractor or Contractor employees shall present a favorable image in their communications with the public in their appearance, general conduct and on-the-job behavior at all times.

Identification of Contractor Employees – The Contractor shall provide to the Contracting Officer

(CO), within five (5) calendar days after beginning performance of work, a list of all employees who shall perform under this contract. This list shall include the full name of each employee.

The Contractor shall notify the CO in writing of any addition, deletion or change within two (2) working days following such change. The BLM shall furnish identification tags that the

Contractor employees are required to wear.

Control of Contractor Employees. Assignment, transfer and reassignment of Contractor personnel shall be the prerogative of the Contractor, however when the Government directs, the

Contractor shall relieve any person who endangers or disrespects life, property or national security.

The Contractor shall contact the PI at least once a month to discuss the conduct of the work and alleviate any minor misunderstandings that may arise during the performance of the work. The

Contractor shall be available to take immediate action to have deficiencies corrected, if required, that may called to his/her attention. The designated PI for the purposes of this contract is:

Security:

The contractor shall safeguard all Government property at all times.

Key Control – The contractor shall establish and implement methods of ensuring that all keys issued to the Contractor or Contractor employee by the Government are not lost or misplaced and are not used by unauthorized persons. No keys issued to the Contractor by the Government shall be duplicated. The Contractor may be required to replace, re-key or reimburse the

Government for the costs or replacement of locks, cards and re-keying. The Contractor shall report the occurrences of a lost key to the CO no later than one (1) hour after discovery of the loss. The Contractor shall prohibit the use of keys issued by the Government by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by the Contractor’s employees to permit the entrance of persons other than Contractor’s employees engaged in the performance of assigned work in those areas. Immediate family members of contract employees, other than other Contractor’s employees, are not authorized access to secured work areas.

Emergency Situations:

The Contractor shall notify appropriate authorities listed below in the event of emergency situations (e.g. structural fire, public disturbances, disasters, criminal actions, property damage, personal accident, fatalities, etc.). The Contractor shall also contact the PI or BLM Kingman

Field Office at 928.718.3700 during the hours of 8:00 a.m. through 4:30 p.m., Monday through

Friday, excluding Federal Holidays. Document all information in writing pertinent to any vandalism including vehicle identification and license number.

Under no circumstances shall the Contractor or Contractor employees approach any visitor who appears to be violating any rules or regulations of the Site in an attempt to correct the violation.

Rather, the Contractor shall notify the PI or BLM, Kingman Field Office as soon as possible.

The Contractor shall promptly notify the PI of any unsafe working conditions and equipment that is not in good working order.

Miscellaneous:

Visitor/Public Contact – During normal business hours, on-site uniformed BLM personnel or the

Campground Host shall handle visitor management and public contact. In the absence of a BLM personnel/Campground Host or after normal business hours, the Contractor or Contractor employee may be asked questions by visitors relating to fees and regulations. The Contractor shall provide those visitors with directions to the recreation site rules and regulations that shall be posted at the restrooms and pay station.

Conduct – The Contracting Officer may direct the Contractor to remove any employee from the site who is not performing the various services in the best interest of the Government.

Conservation of Utilities – The Contractor shall be directly responsible for instructing employees in utility conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities.

Equipment Operation – The Contractor or Contractor employee shall operate all equipment in a manner consistent with its intended purpose and exercise care to avoid unnecessary wear, tear or damage. Promptly notify non-routine maintenance and repair needs to the PI.

Continuity of Services – Continuity of the services provided by this Statement of Work must be maintained without interruption.

Lines of Communication – Lines of communication shall be open between Contractor and the

COR and PI for questions or clarifications regarding these services. Requests for services outside the scope of this contract shall be referred to the CO.

Contractual Issues – Contractual issues may arise during this contract period. The CO shall be initial point of contact in resolving such issues.

Removal of Government Furnished Materials or Supplies – No Government furnished materials, supplies, equipment, or property shall be removed from Government facilities or property.

Alterations to Government Property – The Contractor employee shall not alter the physical structure of any Government owned property.

Quality Assurance Plan:

Introduction: The quality assurance plan is intended to measure the quality of goods and services purchased from the Contractor. To accomplish quality assurance the Government may utilize surveillance measures to ensure that the Contractor’s Performance is acceptable. The criteria for determining task performance are timeliness, work omissions, and any re-work needed.

Methods of Surveillance:

100% inspection – Weekly or daily observation and recorded reports indicating satisfactory or unsatisfactory performance of tasks may be used.

Planned Sampling – The Government may utilize scheduled evaluations resulting in an assessment of the Contractor’s performance.

Validated Complaints – Validated complaints may be recorded to indicate any deficient work.

Complaints must be verified by authorized BLM Personnel.

General Criteria for Tasks:

Timeliness:

Daily, weekly, bi-weekly, or one time tasks shall be completed in accordance with the delivery schedule or delivery date. Any failure to complete the tasks shall result in a non-satisfactory rating.

Re-work needed:

The Contractor is allowed a reasonable time to perform any work that is identified as unsatisfactory or has not been performed.

Quality Assurance Evaluation:

Scheduled and unscheduled surveillance reports may be utilized to record any observable, recordable defects of the Contractor’s performance. The resolution of any latent defects shall be in accordance with FAR Clause 52.246-04, Inspection of Services, Fixed Price, if included in the contract’s terms and conditions.

Level of surveillance:

The level of surveillance shall be determined by the Contracting Officer’s Representative or project inspector.

Analysis of Results:

A quality assurance evaluation shall summarize results from any observed and recorded defects in the Contractor’s performance.

Greening/Recycling/Waste Prevention Efforts: In accordance with federal efforts to reduce waste, the contractor shall also document all efforts related to recycling and waste reduction.

Contractors shall provide products and services that include: alternatives to hazardous waste;

bio-based products; non-ozone depleting substances; recycled products; and, environmentally preferable products as defined by the EPA. Preferred products and categories are listed on the
