1.0BACKGROUND
1.1LEASE HISTORY

The involved oil and gas leases were issued under the Mineral Leasing Act of 1920, as amended, and have expired due to cessation of production. The BLM have both surface and mineral responsibilities for the involved wells.

1.2 WELL HISTORY

The involved wells were drilled on valid oil and gas leases. These wells did establish oil and gas production but have not been commercial in the recent years. The involved lessee/operator failed to properly plug and abandon the wells. Because of this, the BLM is now responsible for proper plugging.

1.3EXISTING WELLBORE DETAILS
A.In general, the wells may have:

1. Surface casing cemented to surface.

2. Intermediate casing, if present, cemented with a minimum amount of cement.

3. Production casing and partial liners, if present, cemented with a minimum amount of cement, typically only brought above the producing horizon.

4. Open hole portions of varying diameters. No casing was set in this portion of the hole.

5. Already have partial well isolation by means of subsurface tools, i.e. cast-iron bridge plugs.

B.See Appendix 4.1 for site specific well plugging and abandonment specifications.
2.0OBJECTIVE

The contractor shall properly plug and abandon the orphan wells in a manner, which will prevent environmental damage. This involves placing cement plugs at strategic depths in the well, circulation of spacer fluids, welding and placing a metal well identification plate.

The contractor shall also remove any leftover equipment left onsite.

Work shall be completed by December 31, 2021.

Surface reclamation is not part of these requirements.

3.0 PROCEDURE

The contractor shall analyze the existing well data, investigate, and visit the job site, and provide plans for plugging the wells at the site. The BLM will attend site visits as requested by the contractor. The contractor shall implement the plan per the Statement of Work.

All BLM or State of Colorado wildlife and seasonal restrictions will be adhered to by the contractor.

The BLM may restrict access to the sites during periods of inclement weather to minimize road damage.

3.1PLUGGING AND ABANDONMENT PLAN
3.1.1GENERAL
A.Description: The plan submitted by the Contractor shall provide for the plugging and abandonment of an orphaned oil and gas well situated on land in a semi-arid environment.
B.Submittals: All submittals shall be signed and dated by the Contractor, furnished in sets of three, and be identified by the project number. Submittals requiring BLM approval will be returned (one set) to the Contractor within three days of receipt. Submittals by the contractor to the BLM shall include:
1.Records: A daily tour sheet (driller's log) shall be kept on the work site. This sheet shall keep a current description of all activities conducted during each 24-hour period. All service company's reports shall be kept at the work site. All records shall be available for inspection during the job and shall be submitted to the Contacting Officer’s Representative (COR) at the conclusion of the job.
2.Operational Plan: The Contractor shall provide a work schedule with any updated changes daily. The BLM Project Inspector (PI) will be on the work site during the plugging operation to ensure that needed approvals for changed conditions can be expedited.
3.Changes in the Plugging Method: All changes the Contractor proposes to the plugging program shall require approval prior to implementation. If unexpected conditions occur at the time of plugging, operations shall be immediately shut down and the BLM COR and PI immediately notified. The BLM PI will be on the work site during plugging operations to provide the COR information to provide prompt approval of the needed changes.
3.1.2PRODUCTS AND EQUIPMENT
A.Drilling Mud. Drilling mud used for plugging operations shall be bentonite, water and weighing agent slurry with a minimum density of 9.0 pounds per gallon and a minimum viscosity of 38 seconds. Additives shall be environmentally safe, containing no heavy metals or hazardous substances, and be provided in sufficient quantities on the well site to contain the well bore pressure.
B.Cement. Cement used for plugs shall be API Class G or H. Dry weight of cement shall be 94 lb/sack (sx). Dry bulk cement shall be delivered by truck. Cement shall conform to the following:

C.Cement Additives.
1.Calcium Chloride (CaCl2) may be used to reduce the wait-on-cement (WOC) time for the cement plugs. The Government will determine, based on site conditions, when CaCl2 will be added to the cement. The amount of CaCl2 added to the cement will be determined at the well site.
2.Silica Flour or Silica Sand shall be added to cement exposed to static bottom-hole temperature above 230 Fahrenheit to prevent heat degradation of the cement. The Government will determine, based on site conditions, when this additive will be added to the cement. The amount of silica flour or silica sand added to the cement will be determined at the well site.
D.Water. Water used for drilling and cementing operations shall be potable water. If the water is from a non-potable source, the water shall be tested to ensure compatibility with the cement. The Contractor shall submit a copy of the compatibility test to the Contracting Officer and the use of such non-potable water will only be used upon BLM approval.

3.1.3 PLUGGING EQUIPMENT

The Contractor shall provide the following equipment and goods:

A.Completion/Work Over Rig: The rig shall have the capacity to operate to a depth of 5,000 feet. The rig shall be furnished with crew and supervision. Provide the manufacturer's name, size and capacity for the rig and the following required accessory equipment:
1.Tubing tools for 2-7/8” or 2-3/8” work string, including any necessary bits, scrapers, cast iron bridge plugs or cast-iron cement retainers appropriately sized for the casing string involved.
2.Power swivel for any rotational work necessary to clean out the existing wellbore to set the plugs at the required depth.
B.Well Control Equipment: The well control equipment shall consist of a full opening valve capable of providing full closure of the wellbore during non-operational periods.
C.Circulating Equipment: The circulating equipment shall consist of the mud pump and mud tanks. The mud pump shall be capable of discharge volumes and discharge pressures required for the individual wells. Enough mud tanks shall be furnished to contain the drilling mud required for plugging operations.
D.Cementing Equipment: The cementing equipment shall be capable of batch mixing of cement slurry. A mud/multi-purpose pump shall be provided that can pump the cement slurry to the plug depths as specified.
E.Storage Tanks - Well Fluids: Enough storage tanks shall be furnished to contain all well fluids circulated from the well during plugging operations. Hazardous materials or hydrocarbons shall dispose of in an approved State facility.
F.Plug and Abandonment Marker: Shall be a metal plate at least 1/4" thick and welded in place. A weep hole shall be in the plate. The following shall be inscribed on the plate:

· Operator Name

· Well name and number

· Federal lease number

· Location: 1/4, 1/4 Sec., Township, Range

3.1.4EXECUTION
A.PLUGGING REQUIREMENTS:

In general, the orphan wells shall be plugged following the standards established in Onshore Oil and Gas Order No. 2 [54 FR 39528, Sept. 27, 1989], Section G. Drilling Abandonment Requirements:

“The following standards apply to the abandonment of newly drilled dry or non- productive wells … All formations bearing usable-quality water, oil, gas, or geothermal resources, and/or a prospectively valuable deposit of minerals shall be protected. …The hole shall be in static condition at the time any plugs are placed (this does not pertain to plugging lost circulation zones). … Plugging design for an abandonment hole shall include the following:

1. Open Hole.

i.A cement plug shall be placed to extend at least 50 feet below the bottom (except as limited by total depth (TD) or plugged back total depth (PBTD)), to 50 feet above the top of:
a.Any zone encountered during which contains fluid or gas with a potential to migrate;
b.Any prospectively valuable deposit of minerals.
ii.All cement plugs, except the surface plug, shall have sufficient slurry volume to fill 100 feet of the hole, plus an additional 10 percent of slurry for each 1,000 feet of depth.
iii.No plug, except the surface plug, shall be less than 25 sacks without receiving specific approval from the authorized officer.
iv.Extremely thick sections of single formation may be secured by placing 100-foot plugs across the top and bottom of the formation, and in accordance with item ii hereof.
v.In the absence of productive zones or prospectively valuable deposits of minerals which otherwise require placement of cement plugs, long sections of open hole shall be plugged at least every 3,000 feet. Such plugs shall be placed across in-gauge sections of the hole, unless otherwise approved by the authorized officer.

2. Cased Hole. A cement plug shall be placed opposite all open perforation and extend to a minimum of 50 feet below (except as limited by TD or PBTD) to 50 feet above the perforated interval. All cement plugs, except the surface plug, shall have sufficient slurry volume to fill 100 feet of hole, plus an additional 10 percent of slurry for each 1,000 feet of depth. In lieu of the cement plug, a bridge plug is acceptable, provided:

i. The bridge plug is set within 50 feet to 100 feet above the open perforations;

ii. The perforations are isolated from any open hole below; and

iii. The bridge plug is capped with 50 feet of cement. If a bailer is used to cap this plug, 35 feet of cement shall be sufficient.

3.Casing Removed from Hole. If any casing is cut and recovered, a cement plug shall be placed to extend at least 50 feet above and below the stub. The exposed hole resulting from the casing removal shall be secured as required in items 1i and 1ii hereof.
4.An additional cement plug placed to extend a minimum of 50 feet above and below the shoe of the surface casing for intermediate string, as appropriate).
5.Annular Space. No annular space that extends to the surface shall be left open to the drilled hole below. If this condition exists, a minimum of the top 50 feet of annulus shall be plugged with cement.
6.Isolating Medium. Any cement plug which is the only isolating medium for a usable water interval or a zone containing a prospectively valuable deposit of minerals shall be tested by tagging with the drill string. Any plugs placed where the fluid level will not remain static also shall be tested by either tagging the plug with the working pipe string, or pressuring to a minimum pump (surface) pressure of 1,000 psi, with no more than a 10 percent drop during a 15-minute period (cased hole only). If the integrity of any other plug is questionable, or if the authorized officer has specific concerns for which he/she orders a plug to be tested, it shall be tested in the same manner.
7.Silica Sand or Silica Flour. Silica sand or silica flour shall be added to cement exposed to bottom hole static temperatures above 230°F to prevent heat degradation of the cement.
8.Surface Plug. A cement plug of at least 50 feet shall be placed across all annuluses. The top of this plug shall be placed as near the eventual casing cutoff point as possible.

9. Mud. Each of the intervals between plugs shall be filled with mud of sufficient density to exert hydrostatic pressure exceeding the greatest formation pressure encountered while drilling such interval. In the absence of other information at the time plugging is approved, a minimum mud weight of 9 pounds per gallon shall be specified.

10. Surface Cap. All casing shall be cut-off at the base of the cellar or 3 feet below final restored ground level (whichever is deeper). The well bore shall then be covered with a metal plate at least 1/4 inch thick and welded in place, or a 4-inch pipe, 10-feet in length, 4 feet above ground and embedded in cement as specified by the authorized officer. The well location and identity shall be permanently inscribed. A weep hole shall be left if a metal plate is welded in place.

11. The cellar shall be filled with suitable material as specified by the authorized officer and the surface restored in accordance with the instructions of the authorized officer.”

B.SITE SPECIFIC REQUIREMENTS: The BLM will provide site specific well plugging requirements to the Contractor via electronic media. See Appendix 4.1:
C.SALVAGE ITEMS: The contractor shall remove from the location all well bore items not utilized during the plugging operation. This includes salvaged casing, tubing, rods, and any downhole equipment. Contractor shall remove surface production equipment, including tanks and or pumping units.
D.ANCHORS: Anchors shall be removed or cut off below ground level.

4.0 APPENDICES

The wells to be plugged have a well bore diagram indicating the BLM’s knowledge of the status. Please note that the records may not be complete or correct.

Brine water or mud will always be on location to kill well as needed. Fluid between plugs will be minimum 9ppg.

1. MIRU, NU BOP and test BOP

2. Set a CIBP at 4822’ and cap with 12 sacks (a plug length of 100’) of cement with tubing.

3. Pressure test casing to 300 psi for 15 minutes.

4. If pressure test fails, run in with packer and attempt to locate holes (within 300’). Pump a 300’ length cement balance plug (90 sacks) to cover holes. Provide a minimum cement coverage of 50’ below and above the holes. Tag plug and pressure test casing again.

-- If there is indication of multiple sets of holes that span an interval greater than 500’, determine the location of the top hole. Run tubing 100’ below, then pump the 300’ length cement plug.

-- Reduce the volume of the cement plug if the estimated top of the plug will surpass the depth of 300’.

5. If the initial pressure test passes, perforate at 2500’ (stabilization plug) and 250’ (50’ below surface casing). If the initial test did not pass and cement plug(s) were placed to cover holes in casing, only perforate at 250’.

6. If perforate at 2500’, run tubing to 2550’ (50’ below perforations). Squeeze/ pump a 40 sacks cement plug. Tag plug, top of cement should be above 2450’.

7. Pull tubing to 300’ (50’ below perforations). Attempt to establish circulation.

-- If circulation is established, pump cement (with lost circulation material) until good cement comes to the surface (approximately 90 sacks).

-- If circulation cannot be established, still pump cement until good cement comes to the surface (approximately 45 sacks).

8. Cut off casing 4’ below ground level.

9. If there is no cement in the annulus, run in with 1” tubing to at least 50’ (or top of cement) and pump cement to the surface.

10. Top off 5 ½” casing as needed.

11. Weld on marker plate.

5. If the initial pressure test passes, perforate at 2325’ (stabilization plug) and 385’ (50’ below surface casing). If the initial test did not pass and cement plug(s) were placed to cover holes in casing, only perforate at 385’.

6. If perforate at 2325’, run tubing to 2375’ (50’ below perforations). Squeeze/ pump a 40 sacks cement plug. Tag plug, top of cement should be above 2275’.

7. Pull tubing up to 435’ (50’ below perforations). Attempt to establish circulation.

-- If circulation is established, pump cement (with lost circulation material) until good cement comes to the surface (approximately 130 sacks).

-- If circulation cannot be established, still pump cement until good cement comes to the surface (approximately 45 sacks).

8. Cut off casing 4’ below ground level.

9. If there is no cement in the annulus, run in with 1” tubing to at least 50’ (or top of cement) and pump cement to the surface.

10. Top off 4 1/2” casing as needed.

11. Weld on marker plate.

4.1.2.4. WELL COMPLETION REPORT

4.2GOVERNMENT BID SCHEDULE FOR SITE SPECIFIC WELL PLUGGING AND ABANDONMENT
A.METHOD OF MEASUREMENT AND PAYMENT:

The work described shall be measured and paid for on a lump sum basis for when the plugging is completed and accepted. Mobilization shall be included in the unit cost. The payment shall be based on the quantities of materials as required and described in the applicable plugging procedures. If additional time or materials are required to complete the plugging procedure, from those items stated within the well plugging procedures, additional payment will be made according to the unit price in the Negotiated Equipment or Services Schedule.
