Salem Maritime NHS Wharves Emergency Stabilization PMIS # 251274d and new 311539a
1. BACKGROUND
Salem Maritime National Historic Site (SAMA) preserves grounds and buildings to commemorate the Maritime History of the Unites States. Salem Maritime National Historic Site was founded in 1937 as the first National Historic Site and encompasses just under 9 acres.
Awardee will provide all supervision, labor, management, supplies, equipment, disposal and any other services as required to complete the project.
2. PLACE OF PERFORMANCE
Derby (DW) and Central Wharf (CW), Salem Maritime National Historic Site, Across from 174 and south of 193 Derby St., Salem, MA 01970.
3. PERIOD OF PERFORMANCE
Upon receipt of Notice to Proceed, the project will start within 10 days, and completion of project will be accomplished in 30 days after it starts.
4. EXAMINATION OF SITE
004-1: Prior to bidding, the Contractor is encouraged to thoroughly examine the both sites and the Contract Documents to ensure his/her knowledge of conditions and requirements affecting the work. No claim for extra compensation or extension of time will be allowed for Contractor's failure to comply with this requirement nor with any condition at the site, whether or not in agreement with conditions shown or called for on the Bid and Contract Documents, be allowed as a basis for such claims, except as may be otherwise specifically provided for.
004-2: The date, time and location for the site visit will be provided on the RFQ.
5. Submittals and Reviews:
Submittals are required to be submitted and approved by the CO and COR prior to start of both installation(s) of the garden border and stone dust path project. Complete schedule of the supplies to be furnished and installed, which includes but is not limited to, manufacturer's literature and installation for hardware, material, such as stone stone tailings, pilings, hardware, and any other miscellaneous not mentioned in this Statement of Work.
6. SCOPE OF WORK FOR SAMA.
This project consists of the following services, supplies and equipment at Salem Maritime National Historic site. Awardee is required to provide all labor, supervision, supplies, equipment, tools, materials, all supplemental or miscellaneous items, appurtenances and devices incidental to or necessary for the Project. NPS will coordinate filing for and communications around natural resource compliance requirements, which will be implemented by the Awardee. All efforts will be made to prevent sediment and excess material from entering the ocean or surrounding landscape, and the contractor will utilize standard containment devices as specified by the Salem Conservation Commission in the Order of Conditions.
The contractor will perform the following repairs and replacements, intended to correct existing safety and condition problems and help stabilize Derby and Central Wharf until a major renovation and improvement effort can be undertaken in approximately 5 years. This project includes all demolition, removal from the site and cleanup of all items being replaced and work areas, including unused materials and all spaces impacted by the work. Contractor will ensure all work is performed in a manner that protects the safety of their employees, NPS staff and visitors. All work areas will be identified by awardee using brightly colored visible barriers.
Base Contract
6-00010a: Replace two broken pilings Supporting the wood deck of Pedrick Storehouse. There are two broken pilings, approx. 12” diameter, the 3rd and 4th from the SW corner of the dock, that will be removed and replaced in kind, Marine Pressure treated 35’ piles driven to match elevation of existing pilings. Awardee will remove and re-install dock deck planking, framing, fasteners and hardware as required to access pilings for removal and replacement, and/or will use temporary bracing or other supports to create access and support the deck during the piling work. Each piling is secured to the outboard deck framing timber with four 3/4” x 20” galvanized bolts, 8 total, that will be replaced in kind, and installed using new bolts and nuts.
Other hardware will be re-used. Two damaged planks in close proximity to the broken pilings will be replaced, these are 2”x8”x14’ white oak. This work will be performed from the top of the wharf or from a work barge or float secured with lines to the wharf or spuds to the ocean bottom, just west of the repair area, and may include a crane and pile-driving equipment.
6-00010B: Fill, Grade and install erosion control fabric at the corner between Hatches Wharf and Central Wharf. In this area where there is substantial erosion, fill the uneven eroded area and improve grade and stability by installing clean road mix fill material to match grade to approx.. 4” below grade. On top of the new fill, install approx 144 SF of 4” tall, 8oz., diamond pattern ground stabilization system cloth, held in place with stakes approx. ½” diameter made of galvanized steel or stainless steel. The area is irregularly shaped, approx. 12’ x 12’, and requires varying fill amounts from 4” to 10”. The pockets of this material will be filled with a mix of ½” to 2” gravel and stone dust, with 1” of stone dust of stone dust or other small gravel NTE 3/8” placed and graded over the cloth/fill mix, approx. new fill 2 material 2 cu. yards.
6-00020: Fill existing holes in wharf faces by Replacing 8 large granite stones, of irregular sizes and shapes, approx. 4’ x 2.5’x1.5’, that have fallen from the outer courses of Wharves, mostly from the east and south side of Derby Wharf. Lift and fit these into position where there are voids in the outer face of the wharf, and secure then in place with pin (chink) stones. This work will most likely be performed with an excavator or small crane operating from the top of the wharf, but may require an excavator working from the ocean bottom just west of DW at low tide. Pin stones will be recovered from the ocean bottom at the base of the wharf sides where possible, or brought in new as needed, and all joints within 3’ in all direction from the outer edge of each of the 8 replaced stones will have pin stones replaced where there is a void space between the granite course stones larger than 5”x 5”. Work will be performed by hand or with a mini-excavator, with workers standing on the ocean bottom at low tide, or from a small work barge or float secured to the wharf with lines at other stages of the tide.
Options
6-00030: Add 60 tons of large and medium 3” to 12” stone. In multiple locations on the east side of Derby Wharf, just to the west of the granite wall that supports and forms this face of the wharf, the inside (west) side of the upper courses have been exposed over the years due to erosion, tidal action and storms. In the locations indicated on the map, place new stone in these voids, against the west side of the granite block outer wall, with a suitable angle of repose to remain stable, to a height at least 6” above the bottom of blocks in the top course, to fill voids and provide support to the wall and erosion control in these locations. The stone placed in these locations will be a mix of 30 tons of 3-6” medium tailings (large trap rock) and 30 tons of 6-12” large tailings. Work will be performed by hand or with a mini-excavator.
7. DELIVERY and Laydown
Delivery of materials to the park may be brought in as and when needed, keeping vehicles to established paths and roads. Items stored outside will be done at the Contractor’s own risk.
Delivery times and details will be coordinated with the COR. Contractor will have access to a laydown and storage area on Central Wharf near the Forester Foundation or Picnic area, Not to exceed 1000 SF, to store supplies and equipment related to this project, exact location to be determined by the COR.
8. MONETARY ADJUSTMENTS FOR INADEQUATE PERFORMANCE
It is mutually agreed that failure to satisfactorily accomplish work in accordance with the specifications and provisions stated herein when due to the fault of the contractor, shall constitute a deficiency under this contract. All work will be regularly inspected by the COR and any deficiencies will be reported in writing to the contractor. Corrective action by the contractor shall be taken promptly and the work satisfactorily accomplished. Deficiencies in daily tasks shall be completed within the day the deficiency is noted. The Contracting Officer will make the sole determination as to the existence of a deficiency in performance, the corrective action(s) to be taken and the timeliness of deficiency correction. If deficiencies are not corrected in a satisfactory and timely manner, work will not be accepted for payment and/or a monetary deduction will be made.
8-001: The Contractor shall be required to furnish all labor, materials, and equipment for cleanup and restoration of all disturbed areas or features, which have been damaged during work.
8-002: The Contractor shall take all necessary actions to prevent air and water pollution by any material and /or equipment used during the contract.
8-003: The Contractor shall keep the site clean and free of trash and other debris. All debris shall be disposed of, off site, at the end of each day unless otherwise directed by the CO or
COR.
9. ADDITIONAL INFORMATION
a. Vehicles shall not be permitted on sidewalks or lawns without prior approval from the CO.
The request for vehicle access shall include the methods proposed intends to protect the lawns and sidewalks from damage. All lawns, plants, sidewalks, pathways, furnishings, fixtures, structures, infrastructure or other property damaged by the Contractor shall be restored to their original condition or better at no additional cost to the Government. The Contractor shall coordinate all access to performance areas through the CO or COR.
b. Fueling of gasoline-powered or diesel-powered equipment including chain saws, chippers and pumps, shall be accomplished at least 25 feet from buildings and with the use of large plastic containers in which to refuel. Fuel, oil, or other chemical spills shall be reported to the COR and properly cleaned up and remediated immediately. Contractor will be solely responsible for all costs of clean up and remediation.
c. The Contractor shall not permit heavy equipment or vehicles or the stock piling of heavy materials off hard surface roads without the expressed permission of the COR.
d. Trailers will not be parked in the yard or anywhere not designated by the COR. Any damage to grounds such as ruts, skid marks, tire marks will be repaired by the contractor at his or company expense.
e. All access for work and delivery to the site will be during normal business hours (M-F 7:00 to 4:00 PM) unless temporarily approved otherwise by COR. An escort will be provided during any necessary entry into non-public or secure areas. No work will be accomplished during federal holidays, during inclement weather, in advent of an emergency or during planned park events.
No special security needs are present. Contractor is responsible for any and all equipment or supplies left on the premises. The Government will not be responsible for Contractor’s equipment, tools, supplies, or vehicles against thief, damages, vandalism, if stored or left unattended
10. TRAVEL
The work is located at the Salem Maritime National Historic Site and Saugus Ironworks National Historic Site, as stated above in Place of Performance. Parking is available on the street or parking lots or as assigned through the COR. No additional travel requirements are expected.
11. OTHER UNIQUE REQUIREMENTS:
Additional care must be taken while working around exhibits and visitor areas. No obscene language on clothing will be allowed. Appropriate clothing and shoe wear must be worn inside of the site’s areas. No smoking or tobacco products in or around the buildings (within 50 feet of buildings or entrances). The COR will show the crew members where the established smoking areas are located. No inside lunch areas are available. Clean-up of work and storage areas will be accomplished each day. No trash or debris will remain in the work site over-night.
Contractor’s vehicles will be parked be at the discretion and coordination of the COR to prevent impact on the visiting public. During the rehabilitation and border installation phases of the project, work will be done to prevent the greatest impact on the visiting public. Areas that need to be closed will be coordinated with the COR. There is very limited storage room available. Any requests or arrangement must be cleared through the COR.
12. DISCOVERY
Portions of the current project area are sensitive for Historic period archeological resources.
NPS policy mandates the protection and/or management of such resources and this project will be conducted to minimize the possibility of impact to significant sites or features that may be present within the project area. If during the work, articles of unusual value or of historical or archeological significance are encountered, the ownership of such articles by the National Park
Service is retained, and information regarding their discovery shall be immediately furnished to the Contracting Officer. Resolution shall be handled as a change-in-the-work.
13. SITE DETAILS
Lay down and parking: The contractor may have a laydown area for material and work, in an area of up to approx. 1000 Square feet, located on the Central Wharf path near the picnic area, behind 193 Derby St., or just to the east of the ruin (Forester) foundation to the east of 193 Derby St. This area may also be used for a small trailer, dumpster, equipment and supply storage, or parking and will be coordinated with the COR during project set-up. Areas used for work or lay-down by the awardee will have their perimeters marked with bright marking equipment that does not penetrate the ground, and will be returned to their original condition at the end of the project, with any waste or debris associated with the project will be removed from them.
Ground Disturbance: All digging must be approved through the COR before starting. Digging may not occur without supervision from the approved National Park Service staff member due to the archaeological importance of this location, and compliance with preservation and cultural resource standards.
14. General
Laws, regulations, and policies: The contractor shall abide by all laws, regulations, and policies regarding the National Park Service. The contractor shall follow and adhere to all reasonable requests and directions of the Contracting Officer. The contractor shall ensure that all of its activities promote the highest degree of protection to all park resources, employees and visitors.
Demolition and debris: The contractor shall not begin demolition until authorization is received from the Contracting Officer. Disposal of all debris is included in this project.
Dust and Debris Control: It is the awardee’s responsibility to prevent the spread of dust and debris to any portions of the surrounding areas, and to prevent dust and debris from becoming airborne. Any areas used by the awardee will be kept in clean and orderly condition.
Inspection: Each phase of the services rendered is subject to Government inspection during the Contractor's operations and after the completion of the task. Any defective or unaccomplished work will be brought to the attention of the Contractor by the Contracting Officer or authorized representative within 1 business day. The Contractor shall meet with the Contracting Officer or his authorized representative to discuss the work in question within 2 business days after notification of faulty performance.
Reports: During the Contractor's performance of the work any unusual condition or situation affecting or potentially affecting the outcome of work covered under this contract shall be brought to the attention of the Contracting Officer's representative in a written report or memorandum.
Damage to government and private property: Extreme care shall be exercised to avoid damaging vehicles, trees, shrubs, plants, buildings, fences, turf, drains, manhole covers, cobbles, pavement, or brick. Features damaged or destroyed in the prosecution of the work shall be repaired or replaced as directed at no expense to the Government.
Workmanship: Use skilled and experienced personnel, carefully supervised, in such a manner as to ensure full compliance with safety requirements and to ensure work performed meets results specified in this Scope of work.
Title to materials: Except where specified in other sections, all materials and equipment removed, and not reused, shall become the property of the Contractor and shall be removed from the site. Title to materials resulting from demolition, and materials and equipment to be removed, is vested in the Contractor upon approval by the Contracting Officer to begin work.
The Government will not be responsible for the condition or loss of, or damage to, such property after notice to proceed with the demolition portion of this contract.
Compliance with environmental and safety regulations: During the performance of all work under this contract, the Contractor shall adhere to Environmental Agency Regulations (EPA) and Federal Occupational Safety and Health Regulations (OSHA), U.S. Army Corps of Engineering Safety and Health Handbook EM_3851-1, USCG 46 CFR parts 166 to 199 as well as all applicable federal, state and local requirements. If the Contractor fails or refuses to promptly comply with safety requirements, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken.
15. SAFETY
Awardee will submit a copy of their Safety Program.
Awardee is responsible for ensuring and monitoring safety of workers and visitors. The awardee will make use of temporary means, such as cones or other visible barricades (no ground penetration permitted) to keep visitors and NPS staff out of the work, lay-down and storage areas.
COVID-19: Prior to any onsite work beginning, provide, for review and acceptance, to the designated Contracting Officer’s Representative (COR) a completed COVID-19 Control Plan that meets the current Commonwealth of Massachusetts’ requirements (https://www.mass.gov/lists/reopening-general-business-guidance-documents-and-translations#covid-19-control-plan-template-). All Personnel Protection Equipment is provided to the contractor’s and their subcontractor’s employees at no-cost to the Government.
Contractor’s employees shall be made especially aware of the presence of visitors and staff at all locations and shall take necessary precautions to safeguard their well-being.
Contractor’s employees shall follow all applicable safety standards including operating all equipment in conformance with the manufacturer's operating instructions for each, and in compliance with OSHA standards and requirements.
Precaution shall be exercised at all times for the protection of persons, (including employees) and property. The safety provisions of applicable laws, building and construction codes shall be observed. Machinery, equipment and all hazards shall be guarded or eliminated in accordance with applicable safety provisions. Vehicles shall be identified and marked the contractor as work vehicles.
The Contractor shall provide and maintain in working order during work such fire protective equipment and devices as required by applicable safety standards and as they deem necessary and suitable for any possible class or type of fires. Extinguishers shall be non-freeze type of not less than (10) pound capacity each and must be readily available to staff operating equipment.
Vehicles and attached equipment shall be properly maintained to operate at operating sound levels as determined by the manufacturer of the equipment or industry standards. Equipment that is generating excessive noise or is otherwise objectionable to the Park shall be discontinued from use, at the Park's request, until repairs can be affected. Discharge of oils or other fluids is not permitted. The SAMA Facility Manager or COR shall be the judge of compliance with this paragraph.
16. DISPOSITION OF REMOVED GOVERNMENT PROPERTY:
All materials and equipment to be removed by the contractor and not reinstalled or recycled under this contract, including debris generated by this project, shall be removed at regular intervals from the site and disposed of off-site by the contractor. Recycling of debris is encouraged. Disposal of materials shall be in conformance with applicable Federal, state, and local pollution regulations at the contractor’s expense.
