Scope of Work
Abate All Asbestos on Canadian National Locomotive #3377
Steamtown National Historic Site 150 S. Washington Ave.
Scranton, PA 18503
Part I: General Information
History: This steam locomotive was built by the Canadian Government Railways in 1919 at the Canadian Locomotive Company in Kingston, Ontario. The locomotive is of the 2-8-2-wheel arrangement or known as a Mikado type locomotive. Before the #3377 was acquired by the Steamtown Foundation, the CN Railway performed a heavy rebuilding of the locomotive and it was stored as usable until the Railway ended its use of steam power entirely. The #3377 was then donated to or purchased by the original Steamtown Foundation collection that was relocated from Bellows Falls, VT to Scranton, PA in the 1980’s. The #3377 has been utilized as a spare parts engine for the other CN engine, the #3254 that has been in service as an excursion engine since the late 1980’s. The #3254 has reached the end of its service life and will require a full mechanical restoration with replacement of many major critical worn out parts that are no longer available and would be cost prohibitive to replicate. Since the #3377 was given a major overhaul before being donated by the CNR, a visual inspection of the external mechanical portion of the locomotive, it can be determined that it is in very good shape and should be considered for rehabilitation as a future excursion locomotive at Steamtown NHS.
Justification: Steamtown provides a live steam railroad experience to the visitors of the park by running passenger train excursions to various locations in the Pocono Mountains of Pennsylvania. Steamtown is currently working on the restoration of a mainline steam locomotive and the project will be completed over the next few years. These mainline steam locomotives required a major inspection every 5 years which could take up to three years to complete. In order to maintain the steam railroad visitor experience during the times when equipment is being inspected, a second locomotive is highly recommended. The rehabilitation of the #3377 would be an excellent candidate. Before the #3377 final cost determination of work can be made, a full mechanical and boiler inspection must be performed. The boiler exterior is still covered with asbestos insulation under the failing sheet metal jacket that surrounds the boiler. Asbestos is falling out of the lower portions of the jacket and contaminating the frame, wheels, and running gear of the locomotive as well. In order to perform a full inspection in a safe manner, the asbestos must be fully abated.
Current Condition of the Locomotive: The locomotive is being stored in the Steamtown NHS coal yard
· Locomotive is separated from the tender
· Many detail parts are missing from the locomotive
· Water and air pumps are not on the locomotive
· Most of the piping is still attached and some has asbestos insulation
· Running boards (wood) are present but very deteriorated
· The cab is still in place
· Handrails are still attached
· Jacketing is in place. It is very rusted especially along the bottom
· Large pieces of asbestos are falling from the lower portion of the boiler
Part II: Work Requirements

Contractor Shall:
· Construct a containment enclosure per OSHA and EPA standards for asbestos abatement
· Inside work area will be provided however a liner capable of holding negative air pressure for the purpose of asbestos abatement shall be constructed by the contractor so that the indoor work area shall not be contaminated with asbestos and must pass a final industrial hygiene inspection.
· Provide insurance coverage and documentation for all work described in this scope.
· Hire an air monitoring company to perform air quality monitoring per OSHA, EPA, and Department of Labor standards and regulations.
· Remove all items from the locomotive that will inhibit full asbestos abatement. Removed items must be preserved without damage for future re-use on the locomotive.

· Sheet metal jacket shall be abated and labeled for use as templates for new jacket.
· Cab can be removed for abatement but must be placed back on to locomotive in proper position after abatement. The cab shall be bolted in place with a substantial number of bolts to hold it in position while moving the locomotive back into storage location.
· Shall provide all tools, lifting equipment, air handling equipment, and materials to perform all work.
· Shall provide the proper transformer and electrical hookup to power all electric abatement and power tools.
· Shall pass final clearance inspections required by Federal, State, and Local regulations of regulated area and surrounding area by qualified third-party inspector provided by Steamtown NHS as required by Federal, State and Local regulations. Contractor shall notify Steamtown 10 business days prior to inspection date, to schedule inspection of site by an approved inspector in the state where work is performed.
