Statement of Work Bear River Migratory Bird Refuge Janitorial Requirements for the Visitor center

DESCRIPTION OF SERVICES: The contractor shall provide all management, tools, equipment, and labor necessary to ensure the janitorial services are performed at Bear River Migratory Bird Refuge visitor center, located at 2155 West Forest Street, Brigham City UT 84302 in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance. The building contains estimated 10,000 square feet of cleaning area within the scope of work, at ground level.

PERFORMANCE PERIOD: It is expected that the performance periods under the resulting contract will be for the base period of September 1, 2023, through August 31, 2024. The service can be renewed on an annual basis, provided funding is available (September 1, 2024, through August 31, 2028.)

BASIC CLEANING SERVICES: The contractor shall accomplish all cleaning tasks to meet the requirements of this Statement of Work, including providing all necessary cleaning supplies and tools as quoted. Cleaning will be performed in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance. A checklist of detail is provided at the end of the contract to establish standards of expectation for the following areas in the visitor center: public area including bathrooms, auditorium, theater, teaching lab, entryways, exhibit hall, classrooms, hallways; staff office area limited to the to two bathrooms, one small locker room with bathroom and shower and a kitchen.

MAINTAIN FLOORS: Floors shall be swept, dust mopped, damp mopped, wet mopped, and dry buffed, according to checklist and as needed to ensure they have a uniform glossy appearance and free from dirt, debris, dust, scuff marks, heel marks, other stains and discoloration, and all foreign matter. Baseboards, corners, and wall/floor edges shall also be cleaned. Chairs, trash receptacles, and other moveable items shall be moved to maintain floors underneath these items. All moved items shall be returned to their original and proper position.

REMOVE TRASH: All trash containers and recycling bins shall be emptied and returned to their initial location each cleaning visit. Any obviously soiled or torn plastic receptacle liners shall be replaced. The trash shall be deposited in the outside dumpster. Trash receptacles shall be left clean, free of foreign matter, and free of odors.

CLEAN INTERIOR GLASS/MIRRORS/ENTRYDOORS: Clean all interior glass, including entry door glass, partitions, walls, display cases, directory boards, inside of windows, etc. Entry doors are to be cleaned inside and outside. After glass cleaning, there shall be no traces of film, dirt, smudges, water, or other foreign matter.

CLEAN EXTERIOR GLASS WINDOWS/ENTRY DOORS: Clean all exterior door windows, leaving no traces of film, dirt, smudges, water, or other foreign matter. Coordinate with Refuge staff to ensure cleaning does not disturb nesting migratory birds.

CLEAN DRINKING FOUNTAINS AND SINKS: Clean and disinfect all polished metal or porcelain surfaces, including the orifices and drain, as well as exterior surfaces of the three fountains. Drinking fountains and sinks shall be free of streaks, stains, sports, smudges, scale, and other obvious soil.

VACUUM CARPETS/FLOOR MATS/SEATING: Vacuum all carpeted areas in the public areas of the visitor center. After vacuuming, the carpeted areas shall be free of all visible dirt, debris, litter, and other foreign matter. Any spots shall be removed by carpet manufacturer’s approved methods as soon as noticed. All tears, burns, and raveling shall be brought to the attention of the government representative. Area and throw rugs are included each time to receive the same service. All interior and exterior floor mats shall be vacuumed, and debris underneath removed. After vacuuming mats shall be free of all visible lint, litter, soil, and other foreign matter. Soil and moisture underneath mats shall be removed, and mats returned to their normal location. Cloth on approximately 200 seats in the auditorium will be vacuumed and/or cleaned biannually or as needed with direction from stall

CLEAN CARPETS: Spot clean or shampoo dirty carpets over an area of 2 square feet of less. Spots must be removed immediately. Shampoo or steam clean all carpets annually

GENERAL SPOT CLEANING: Perform spot cleaning on a continual basis. Spot cleaning includes, but is not limited to removing, or cleaning smudges, fingerprints, marks, streaks, spills, etc., from washable surfaces of all walls, partitions, vents, grillwork, doors, door guards, door handles, push bars, kick plates, light switches, temperature controls, and fixtures. After spot cleaning, the surface shall have a clean, uniform appearance, free of streaks, spots, and other evidence of soil.

GENERAL DUSTING: All horizontal surfaces must be dusted or cleaned to eliminate dust and insect/spider web collection including ceiling corners, windowsills, window blinds, countertops, cabinetry, and Front Desk in Visitor Center.

BASIC RESTROOMS/STAFF LOCKER ROOMS CLEANING SERVICES: The contractor shall accomplish all cleaning tasks to meet the requirements of this Statement of Work according to attachment A. completing the check list.

CLEAN AND DISINFECT: Completely clean and disinfect all surfaces, sinks, toilet dowls 19, urinals 6, lavatories, staff shower 1, dispensers, plumbing fixtures, partitions, dispensers, doors, walls, and other surfaces using germicidal detergent. After cleaning, receptacles will be free of deposits, dirt, streaks, and odors. Disinfect all surfaces of partitions, stalls, stall doors, entry doors (including handles, kick plates, ventilation grates, metal guards, etc.), and wall areas adjacent to wall mounted lavatories, urinals, and toilets.

· DESCALE SHOWERS, TOILET BOWLS AND URINALS: Descaling shall be performed monthly as a minimum and as often as needed to keep areas free of scale, soap films, and other deposits. After descaling, surfaces shall be free from streaks, stains, scale, scum, urine deposits, and rust stains.

· SWEEP AND MOP FLOOR: After sweeping and mopping the entire floor surface, including grout, shall be free from litter, dirt, dust, and debris. Grout on the wall and floor tiles shall be free of dirt, scum, mildew, residue, etc. Floors shall have a uniform appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film or standing water. Moveable items shall be tilted or moved to sweep and damp mop underneath.

· STOCK RESTROOM SUPPLIES: Contractor shall ensure restrooms are stocked sufficiently so that supplies including soap for the dispensers and paper products do not run out. Supplies shall be stored in designated areas.

Basic Weekly Cleaning Services.

Floors, baseboards, corners, and wall edges are free of dirt, dust, and debris. Trash is empty. Plastic liners are in good condition. Trash containers are free of odors and visible dirt. Trash is emptied into outdoor trash collection container. Entry doors, glass and mirrors have no traces of film, dirt, smudges, or water. Drinking fountains are disinfected and free of streaks, stains, spots, smudges, and scale and other deposits. Carpets are free of dirt, debris, litter, and other foreign matter. Dust is not visible.

Basic Restrooms/staff Locker Rooms/Staff Break Room/Lab area/Auditorium cleaning Services.

Areas are disinfected and free of dirt, deposits, streaks, and odors. Showers are disinfected and free of soap films, scum, and other deposits. Floors are free of litter, dirt, dust, and debris. Supplies are adequate until next service. Staffs break room cleaned including counter tops, sink, and surrounding area.

GOVERNMENT FURNISHED PROPERTY AND SERVICES: The Government will provide a janitorial closet (Approx 6-8 feet) with a mop washing station where they can store their tools and supplies. The government will also provide dispenser soap, toilet paper, urinal pads, plastic trash can liners, light bulbs, paper towels, and bathroom air fresheners. All other cleaning-related supplies to be provided the contractor. U.S. Fish and Wildlife Service equipment, such as radios, computers, phones, etc., shall not be used by the contractor or contractor’s employees.

GENERAL INFORMATION

QUALITY CONTROL: The contractor shall develop and maintain a quality program to ensure custodial services are performed in accordance with commonly accepted commercial practices and to the satisfaction of the government. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor shall review and implement the checklist attachment A: and have at least quarterly reviews. At a minimum the contractor shall develop quality control procedures addressing the areas identified in paragraph 2, Service Delivery Summary. The contractor, and not the government, is responsible for management and quality control actions to meet the terms of the contract. The role of the government is quality assurance so that contract standards are achieved.

QUALITY ASSURANCE: The government will periodically evaluate the contractor's performance and provide feedback. A discussion with contractor shall occur monthly for first quarter and quarterly, thereafter, upon satisfactory performance in first quarter. See Attachment A: Cleaning Checklist for quality assurance and expectations.

HOURS OF OPERATION: The normal business hours for the Bear River Migratory Bird Refuge are Monday through Friday 8:00 AM to 4:00 PM, except Federal Holidays. All cleaning services shall be performed during normal business hours.

FREQUENCY: Cleaning will be once a week, on Monday. If a federal holiday lands on a Monday cleaning will be done on Tuesday, Wednesday, or Thursday and will be coordinated with the government representative SECURITY REQUIREMENTS: Security requirements exist associated with this janitorial service requirement. They will be addressed during the initial meeting between the contractor, the Contracting Officer (CO), and the onsite Contracting Officer's Technical Representative (COTR). Contractor shall promptly report emergencies, safety issues, or hazardous conditions. Only the Contractor and Contractor's employees are authorized in the building. Note: The Contractor shall not bring children and/or pets to the project location. The project location includes all areas within and surrounding the building. (i.e., parking lots).

PATNERING: This contract encourages partnering between the Government and the contractor to ensure joint cooperation and the sound partnership of all parties involved in the execution of this contract. Partnering is the creation of government contractor relationship that promotes achievement of mutually beneficial goals. It involves an agreement in principle to share the risks involved in completing the project and to establish and promote a nurturing partnership environment. On an as-needed basis, representatives from each organization will be encouraged to participate in the partnering relationship.
