STATEMENT OF WORK (SOW)
PURCHASE AND DELIVER HEATING FUEL FOR THE MARTIN VAN BUREN NATIONAL
HISTORIC SITE
Background:
Fuel is needed to provide heat in the buildings at the Martin Van Buren National Historic Site. The Mansion and the Farm Cottage require #2 Heating Oil (Oil) whereas the north and south headquarters buildings and the Maintenance Shop require Kerosene.
MAVA is NOT within boundaries of a DLA supply area.
Scope: We are currently seeking #2 heating oil and kerosene. Our needs are for approximately 4,000 gallons of fuel to be delivered to the Mansion and Farm Cottage throughout the heating season. Number 2 Heating oil is currently stored in a 1,000-gallon underground storage tank at the mansion. The Farm Cottage located at 2343 SR 9H also requires #2 heating oil. It has a 275-gallon tank located in the basement of the structure. We also need approximately 3,000 gallons of kerosene delivered to our park headquarters (2- 275 gal above ground tanks) and to our maintenance shop (1-275 gal above ground tank)
Delivery will be every other week or as determined by heating degree day schedule.
Contract Type: The government anticipates awarding a Fixed Price with Economic Price Adjustment Requirements Contract.
SAM Registration: The Contractor shall be registered in SAM.gov prior to contract award.
Conditions affecting the work: The Contractor is responsible for examining the site, determining the quantities and types of equipment required to perform the work of this contract, and ascertaining the nature of the work and conditions that will affect the services provided.
Site Visit: All Offerors submitting a quote for this contract are strongly encouraged to visit the Martin Van Buren National Historic Site and the adjacent Farm Cottage for the purpose of examining the fuel tank locations and means of access. Failure to do so will not relieve the Contractor from responsibility for having estimated properly the difficulty or cost of successfully performing the work.

Place of Performance:
Kerosene and Heating Oil will be delivered to the headquarters, shop, and mansion at 1013 Old Post Rd.
Heating Oil will be delivered to 2343 State Route 9H.
Both addresses are in the Town of Kinderhook, Columbia County, New York 12106.

Objectives:
A. Deliver Heating Oil to the Mansion and Farm Cottage
B. Deliver Kerosene to the headquarters buildings and maintenance shop.
Tasks:
The Contractor shall provide the National Park Service, Martin Van Buren National Historic Site with all labor, tools, equipment, and transportation necessary to supply Heating Oil and Kerosene consistent with industry standards.
1.The Contractor shall deliver heating oil to the Lindenwald Mansion.
2. The Contractor shall deliver heating oil to the Farm Cottage.
3. The Contractor shall deliver kerosene to the Headquarters north location.
4. The Contractor shall deliver kerosene to the Headquarters south location.
5. The Contractor shall deliver kerosene to the maintenance shop.
6. The Contractor shall remove all trash, debris, and excess materials from the project site. In addition, the Contractor shall replace and or repair any damages caused during the delivery of the products, restoring all disturbed facilities and grounds to pre-delivery conditions.
Deliverable(s):
The Contractor shall deliver to the government the specified types and quantities of heating fuels throughout the heating season.
Not to exceed 4,000 Gallons, No. 2 Heating oil
Not to exceed 3,000 Gallons, Kerosene
Period of Performance: Base plus (2) one year options
Payment: Payment for the delivery of heating fuel will be made after final inspection and acceptance has been made by the government after each delivery.
Evaluation Methodology: The government intends to award to the offeror who provides the lowest price and who meets the acceptability thresholds listed below. Failure to submit the required information as outlined below will result in the offeror failing to meet the minimum standards. The offeror’s quote will be considered nonresponsive in such case.
1. Technical Capability (limited to 2 pages) Offeror shall submit a written description that demonstrates they have the required technical knowledge and capability to deliver heating fuels to the above locations.
2. Personnel (limited to 2 pages) Offeror shall demonstrate skills, training, and licensing of personnel involved in this project, showing minimum required skills are met. At minimum, one licensed personnel shall always be present on site to deliver heating fuels. Unlicensed personnel can assist, but at no time will any unlicensed personnel be permitted to complete the project without supervision of a licensed technician.
Work Hours:
Work hours on the job site shall be Monday – Thursday 7:00am – 3:00pm, excluding holidays, unless other arrangements are made and with the approval of the Contracting Officer and his/her on-site representative.
The contractor shall coordinate and schedule his work under this contract to avoid interference with the normal flow of visitors and staff at the mansion.
Government Furnished Property:
There is no Government Furnished Property relative to this contract.
Security:
The Contractor shall inform the Contracting Officers Representative (COR) at least 24 hours in advance of work to be done. There are no special or unique security requirements relative to this contract. The Contractor shall be responsible for securing the work site, materials, equipment, and tools during the duration of the contract. If a temporary secured staging area is required, the Contractor shall provide it at his own cost. The Government will take no responsibility for lost, stolen, or damaged property.
