STATEMENT OF WORK

ELEVATOR AND LIFT PREVENTIVE MAINTENANCE & REPAIR

WOMEN’S RIGHTS NATIONAL HISTORICAL SITE

1.0 Background

Women’s Rights National Historical Park tells the story of the first Women’s Rights Convention, held in Seneca Falls, New York on July 19-20, 1848. The park operates a three-story multi-purpose visitor center/headquarters building in Seneca Falls, New York. The site is open to visitation year-round, with peak use in the summer months. Annual visitation averages at approximately 30,000 a year.

This contract is to provide elevator and lift inspections, service, and repairs for equipment specified in this document to ensure such is maintained in good working order and are safe for use.

All work of this Contract shall be performed in accordance with the following applicable laws, ordinances, rules, regulations, and standards:

• The National Elevator Code;

• The National Electric Code;

• American Standard Safety Code for Elevators, Dumbwaiters and Escalators.

• American National Safety Code for Elevators and Dumbwaiters (ANSI) A17.1 and Inspector’s Manual

(ANSI) A17.2;

• Regulations-Board (referred to as ELV2)

• All other state and local codes, which may govern the requirements of the installation;

• The New York Electric Code;

• American Society of Mechanical Engineers (ASME) Q.E.I. Standards; and

• National Association of Elevator Safety Authorities (NAESA)

The contractor shall furnish all material, labor, supervision, tools, and equipment necessary to provide limited maintenance service including adjustments and tests as specified.

Every precaution should be taken when servicing any elevator. Whether specifically mentioned here or not, common sense precautions should be followed, making sure life and limb of the serviceman and the public is not endangered.

The contractor shall annotate and report to the COR any violations of all applicable codes, such as the National Electric Code, Uniform Mechanical Code, New York State, involving the safe operation of all equipment and sub assemblies of equipment.

The following equipment and schedules shall be maintained under this agreement.

A. Elevator at Visitor Center (Women’s Rights National Historical Park) Schindler HG84194, EL 218L Passenger, hydraulic, 2000 lbs.

Manufacture date: 12/9/1992 Number of stops: 4 Located at 136 Fall Street, Seneca Falls NY 13148 The visitor center is typically occupied by staff and visitors during regular business hours.

Quarterly maintenance and inspection

2.0 Scope

The contractor shall furnish all labor, transportation, materials, supplies, and supervision for the maintenance, scheduling, and state fees (NY) for annual certificate inspections, and repair of one hydraulic passenger elevator in accordance with accepted maintenance, repair and inspection practices as set forth in the above-referenced applicable laws, ordinances, rules, regulations, and standards.

The contractor shall always maintain the efficiency, safety, speeds, and operating characteristics as originally designed & installed by the manufacturer(s) of the equipment, including acceleration, retardation, contract speed with or without full load, floor to floor time, door opening and closing time, leveling accuracy, and running clearance.

The contractor shall examine, clean, lubricate, and adjust the following as applicable to each individual piece of equipment during scheduled maintenance inspections:

3a. Machine Room

Clean and check operation of or test all pumps, motors, belts, valves, oil tank & fluid level, silencer & strainers, starters & overloads, controller devices; consisting of relays, resistors, condensers, timers, fuses, transformers and rectifiers, machine brake, motor generator and governor.

3b. Top of Car

Clean and check operation of or test all guide shoe oilers, leveling switches, gate, and door contacts, retiring cam devices and door operator.

3c. Hoist way Clean and check operation of up limits and cam, stopping magnet, hydraulic system, hanger tracks, closers and interlocks and cables & deflector or secondary sheaves.

3d. Pit Clean and check operation of or test the following jack & packing, jack drip can level, bottom guide shoes, down limits, governor tension sheaves, safeties and oil or spring buffers.

3e. Car Check operation of ride on car, general operating leveling, operation of doors, car operating panels (re-lamp if necessary) and car fan and light.

Ensure proper functioning safety call-out box.

3f. Miscellaneous Check operation of all hall buttons and lanterns and safety edges & electric eye.

The contractor shall conduct pressure relief valve tests once each year of the contract or as required by ANSI, A-17. 1 Code.

During routine quarterly inspections and maintenance, the contractor shall annotate any items that needs repair work beyond this scope. The contractor may present an estimate for repairs but may not begin repair work until authorized to do so by the Contracting Officer.

Lockout/tagout: When elevator is being inspected, each floor will have a maintenance sticker on the controls at all times of the inspection.

In the event the contractor is called back to the park for other than routine maintenance and inspections, the contractor will be required to obtain authorization to proceed with repair work after the cause of the breakdown has been determined. An estimate for repairs must be presented to the COR, who will then obtain authorization for repairs from the Contracting Officer.

The contractor has the responsibility to make only those replacements, adjustments and repairs required under this contract which are necessary due to ordinary wear and tear. The contractor is not obligated to make adjustments, repairs or replacements necessitated by any other cause including, but not limited to, accident, vandalism, or misuse of the equipment.

The contractor shall immediately notify the COR in writing of the existence of, or the development of any defects in or repairs required to the elevators which the contractor considers he is not responsible for under the terms of the contract and shall furnish the Contracting Officer a written estimate of the cost of the repairs.

The contractor will not make tests other than those specified previously, not install new devices on the equipment which may be recommended or directed by insurance companies, federal, state, municipal or other authorities, not make changes or modifications in design, not make any replacements with parts of a different design without prior approval of the Contracting Officer.

The contractor shall provide a schedule of labor rates to be charged for emergency call backs or major repairs to the systems that would not be covered under this agreement. This schedule should indicate hourly rates charged for regular working hours, overtime, weekends, and holidays. This schedule of labor rates is to be submitted with bids.

In Addition:

All additional work and emergency service shall be performed on a Time and Materials basis to ensure continual operation of the elevator system.

Service Calls

Emergency Service Calls: The contractor shall be required to respond to emergency service calls within three hours from the time the call for service is received. The scope of an Emergency Service Call includes all efforts necessary to respond to and fix the problem. They are limited to a total effort not to exceed (8 hours) of labor and a material cost of ($500). On average, the park requires two (2) Emergency Service Calls per year.

Non-Emergency Service Calls: The contractor shall be required to respond to non- emergency service calls within 1 day from the time the call for service is received. The scope of a Non-Emergency Service Call includes all efforts necessary to respond to and fix the problem. They are limited to a total effort not to exceed (8 man-hours) of labor and a material cost of ($500 amount) On average, the park requires four (4) calls of Non- Emergency Service Calls per year.

Labor Rate: It may be determined that a minor repair is necessary that is not covered in the Annual Maintenance Service and exceeds the scope of an Emergency Service Call. When this is the case, the contractor shall provide a detailed estimate for the work to include all labor and material to make the repair. All associated costs must be included in the estimate under the labor and material line items for a total cost to make the repair complete and ready for use. The labor rate quoted by the contractor shall be all inclusive to include payroll taxes, mark-ups, and any burdens.

Material Rate: It may be determined that a minor repair is necessary that is not covered in the Annual Maintenance Service and exceeds the scope of an Emergency Service Call. When this is the case, the contractor shall provide a detailed estimate for the work to include all labor and material to make the repair. All associated costs must be included in the estimate under the labor and material line items for a total cost to make the repair complete and ready for use. The material price shall be based on the cost incurred by the contractor from the supplier plus any Fixed Burden Rate. The Fixed Burden Rate is defined as a factor adjustment for any direct or indirect costs associated with providing the material including any mark-up included.

Records The contractor shall obtain and maintain a complete, orderly, and chronological file including drawings, manuals parts lists required by the contractor to perform all work agreed to in this statement. Copies of all reports required by this agreement shall be submitted to the COR upon completion of work.

A record of all callbacks and repairs shall be kept by the contractor. These records shall be available for inspection upon request by the COR or the Contracting Officer.

A copy of all services, repairs, and inspections performed shall be sent to the COR within 14 days of each service, inspection, or emergency call.

A log sheet shall be maintained in each elevator equipment room, on which all services performed shall be recorded, with dates and times. If no log sheet is present, contractor shall provide a new one.

3.0 General

The contractor shall provide service by a trained and licensed New York mechanic for all work pertaining to this contract.

The contractor shall have satisfactorily maintained equipment of the same manufacture & grade, and to the degree included in the following specs, for a period of at least 5 years.

Contractor’s central office shall be reachable by phone 24 hours/day, 7 days/week, 364 days/year.

4.0 Scheduling

The hours and days available for service shall be Monday thru Friday, 7:00 a.m. to 3:30 p.m.

The contractor shall give 48-hour notice to the COR of scheduled inspections or service.

Prior to the start of work, Contractor shall provide a schedule of Quarterly Maintenance and Annual Inspections to the Contracting Officer’s Representative (COR). For Quarterly Maintenance, Contractor shall provide at least seven (7) calendar days’ notice to the COR, together with a proposed alternate date, should it become necessary for any reason to reschedule monthly maintenance work. For Annual Inspections, Contractor shall provide at least a seven (7) calendar day notice to the COR, together with a proposed alternate date, should it become necessary for any reason to reschedule the Annual Inspection. No work is to be undertaken without specific authorization of the COR.

The Government reserves the right to request the rescheduling of any scheduled quarterly maintenance work or Annual Inspections due to special events or other circumstances. Such requests shall be made by the Government at least forty-eight (48) hours prior to the scheduled maintenance work or Annual Inspection.

Women’s Rights National Historical Park shall provide contractor with full access to the equipment.

Contractor shall obtain keys necessary for making any adjustments on the equipment, such as safety interlocks or photo eye switches. In the event of an interlock or safety switch failure the contractor shall replace such keyways and give a copy of keys to COR.

The contractor agrees to minimize out-of-service times during peak use periods as much as possible.

5.0 Invoicing

Invoicing shall be submitted quarterly electronically through IPP and shall list services provided.

6.0 Inspection Results

All State and Q.E.I. inspections will include a follow up report that will be provided to the Contracting Officer (CO) and the Contracting Officer’s Representative (COR) within seven (7) calendar days of the completion of the inspection.

7.0 Government Furnished Property

No government furnished property except water and electric utilities within structures provided.

8.0 Security

All work conducted inside the park sites will require an escort by National Park Service COR or delegated.

9.0 Place of Performance

Women’s Rights National Historical Park 136 Fall Street (passenger elevator at visitor center)

10.0 Period of Performance

Contract is for a twelve (12) month period starting September 25, 2023, through September 24, 2024

Option Year 1 twelve (12) month period, September 25, 2024 through September 24, 2025

Option Year 2 twelve (12) month period, September 25, 2025 through September 24, 2026

Option Year 3 twelve (12) month period, September 25, 2026 through September 24, 2027

Option Year 4 twelve (12) month period, September 25, 2027 through September 24, 2028

11.0 Contractor’s Use of Premises

Public restrooms will be available for the contractor employees to use. Common housekeeping rules apply; use of facilities may be prohibited if determined by COR.

All work shall be completed in such a way as to create no damage and to protect the surrounding property. The technician shall ask the COR for clarification if the need arises.

Contractor shall provide a listing of all employees proposed to be utilized during the performance of the work, in addition to evidence of their licensure in their respective trades where applicable.

Contractor shall ensure that all work is performed in accordance with all applicable OSHA and other safety regulations and in accordance with accepted maintenance, repair and inspection practices as set forth in the applicable laws, ordinances, rules, regulations, and standards as referenced.

Provide for all debris and other trash and dispose of all trash off-site in accordance with all applicable regulations at the end of each working day. Do not dispose of debris in National Park Service trash receptacles or containers.

Contractor will use elevator checklists and check each item as applicable to serviced equipment.
